EMERGENCY ORDINANCE~~ City of Mounds View County of Ramsey State of Minnesota Whereas, a pipeline owned by Williams Pipeline Company exploded within the City of Mound View on or about 4:30 a.m. on July 8, 1986 causing serious bodily injuries and extensive property damage to property owned by residents and the City, And, whereas, to protect the public health, safety and welfare of its residents, the Mound View City Council in an emergency session hereby ordains: 1. That the Williams Pipeline Company or any of its entities is hereby prohibited from restarting the pipeline within the City until the Council has received assurances from appropriate agencies, State, Federal or otherwise, that all steps have been taken to protect the health, safety and welfare of the community. 2. That the pipeline shall not be restarted until all property damage claims of Mounds View residents and the City have been paid and satisfied. 3. That the restarting of the pipeline prior to Council approval shall constitute a misdeamnor and that upon a finding of guilty, the violator will be liable for a fine of up to $700 and/or up to 90 days in jail for each day of the violation.
