Ordinance 692 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AN ORDINANCE AMENDING CHAPTER 1006.03 OF THE MOUNDS VIEW CITY CODE PERTAINING TO DEVELOPOMENT CONTROLS The CITY OF MOUNNDS VIEW ORDAINS: SECTION 1: Section 1006.06 of the Mound View Zoning Code is hereby amended with the proposed additions underlined and the proposed deletions struck Gill, to read as follows: 1006.06, Subd. 2 Application of Development Controls: All proposed industrial, commercial and rosidonti31 developments and oxpansions of existing bcilitios, excopt developments where public utilities and streots have previously been installed and the erection of no more than two (2) dotached single family d'Nellings are planned, must be revie'lNed by the City Planning and Zoning Commission and approved by the City Council as conforming to this Section. The term "development", as used herein, shall mean all construction, public and private improvement, expansion or alteration of bcilitios and land 'Nithin the City, All new construction and expansions of existina construction shall be reviewed bv the Plannina and Zonina Commission and approved bv the City Council as conformina to this Section. except as follows: a. Sinale or Two-Familv dwellina units. b. Accessory structures that meet the requirements of the applicable zonina district. c. Construction activity that increases the aross square footaae of the principal buildina bv less than ten percent (10%). provided the area of expansion does not exceed 10.000 square feet. 1006.06, Subd. 4: Development Contract A development contract which sets forth all of the terms, conditions, requirements, agreements, guarantees and plans for the orderly development of said land shall be entered into between the developer and the Municipality prior to the final approval of any subdivision, rezoning, spocial use pormits, license or any building permits required for tho construction, alteration, expansion or improvement of said land. or proiect that Qualifies for a Development Review. as determined bv Subd. 2 of this Section. This requirement may be waived bV the City Council in the event no public improvements are planned or proposed.
