CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AN ORDINANCE AMENDING THE MOUNDS VIEW CITY CODE BY
DELETING CHAPTER 1118 PERTAINING TO THE PF, PUBLIC FACILITIES
DISTRICT, AND REZONING ALL PF DESIGNATED PROPERTY IN THE
CITY OF MOUNDS VIEW
WHEREAS, the City Attorney has recommended review of the PF (Public
Facilities District) zoning district designation in the Mounds View City Code; and
WHEREAS, the City Council and Planning Commission have reviewed the PF
(Public Facilities District) zoning district designation in the Mounds View City Code;
and
WHEREAS, the Mounds View City Council and Planning Commission have
• become aware of a situation concerning parcels zoned PF (Public Facilities District)
which necessitates a comprehensive rezoning action; and
WHEREAS, only parcels owned by the City of Mounds View are zoned Public
Facilities, as stated in Section 1118.02 (Public Facilities Permitted Uses) of the Mounds
View City Code; and
WHEREAS, according to City Code Section 1118.02, only parcels owned by the
City of Mounds View maybe zoned PF; and
WHEREAS, it has been brought to the City's attention that the City's current
practice of zoning parcels based on land ownership relative to the PF Zoning district is
not consistent with conventional zoning practices; and
WHEREAS, the City Attorney has suggested that the City rezone City-owned
parcels based upon land use rather than based upon parcel ownership; and
WHEREAS, the Planning Commission recommends rezoning City-owned parcels
to zoning designations consistent with the following table and as shown on the map
attached as Exhibit A; and

WHEREAS, the Mounds View Planning Commission recommends adoption of a
Comprehensive Plan amendment to update the Future Land Use (FLU) Map to be
consistent with the recommended rezoning actions as herein indicated; and
WHEREAS, the City Council concurs with the recommendations of the Planning
Commission; and
WHEREAS, the City Council also desires to adopt a zoning text amendment to
eliminate Chapter 1118, the PF (Public Facilities District) zoning district designation,
• from the Mounds View City Code; and
WHEREAS, the City of Mounds View has zoning ordinances and a zoning map
with their purpose being as outlined in Title 1100 of the Mounds View City Code
governing zoning, which maybe amended pursuant to the authority and procedures
outlined in Section 1125 of the Mounds View City Code; and
WHEREAS, the procedures outlined in Section 1125 of the City Code pertaining
to amendments to the zoning ordinance have been fully satisfied, including a public
hearing conducted by the City Council on September 22, 2003 and a recommendation by
the Mounds View Planning Commission to rezone being submitted to the City Council.
NOW, THEREFORE, BE IT RESOLVED,
THE CITY OF MOUNDS VIEW ORDAINS:
SECTION 1: The recitals set forth above in this ordinance ,are incorporated into
and made a part of this ordinance as if fully set forth herein and constitute the findings of
the City Council regarding this matter.
SECTION 2: Chapter 1118 of the Mounds View Zoning Code is hereby deleted
in its entirety.

• SECTION 3: The City of Mounds View ordains that the parcels of land as set
forth and described in the table below be rezoned from PF (Public Facilities District) to
the corresponding zoning distract as set forth in table attached as Exhibit B.
SECTION 4. This Ordinance becomes effective thirty (30) days after its
publication in the official City newspaper.
First read by the City Council of the City of Mounds View on the 22°d day of
September, 2003.
Read and passed by the City Council of the City of Mounds View the 13th day of
October, 2003.
