HomeMy WebLinkAboutResolution 7437RESOLUTION 7437 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE PURCHASE AGREEMENT FOR WETLAND BANKING CREDITS FOR THE COUNTY ROAD 10 TRAILWAY PROJECT: SEGMENTS 1-5 AND AUTHORIZING PAYMENT WHEREAS, on November 13, 2007 the City Council received the Feasibility Report and held a Public Improvement Hearing for the County Road 10 Trailway Project: Segments 1-5; and WHEREAS, pursuant to Resolution 7279 adopted by the City Council on June 9, 2008 the Feasibility Report for the County Road 10 Trailway Project: Segments 1-5 was approved, the project was ordered under a reduced scope, and preparation of the plans and specifications was authorized; and WHEREAS, pursuant to Resolution 7362 adopted by the City Council on November 24, 2008 the plans and specifications for the County Road 10 Trailway Project: Segments 1-5 were approved; and WHEREAS, the improvements to be performed under the County Road 10 Trailway Project: Segments 1-5 will impact three separate regulated wetlands; and WHEREAS, mitigation of the wetland impacts at a ratio of 2.25-to-1 is required by the permits necessary for the project; and WHEREAS, due to the small amount of wetland impact, the most efficient and cost effective way for Mounds View to provide mitigation is by the purchase of credits from the Minnesota Wetland Bank; and WHEREAS, a purchase agreement for the acquisition of the necessary wetland credits has been prepared. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The Purchase Agreement for Wetland Banking Credits from the Minnesota Wetland Bank administered by the Board of Water and Soil Resources is hereby approved. 2. The Mayor and Clerk-Administrator are authorized to execute said Agreement on behalf of the City. Resolution 7437 Page 2 3. Authorization is hereby given to make the payments as identified in the Agreement, totaling $3,896.87. Adopted this 13th day of April 2009.
