RESOLUTION 7484 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA ACCEPTING BID PROPOSAL FROM MAX STEININGER, INC. FOR THE COUNTY ROAD 10 TRAIL SEGMENTS 1-5 PROJECT AND AUTHORIZING THE PREPARATION AND EXECUTION OF THE AGREEMENT FOR CONSTRUCTION CONTRACT WHEREAS, construction of County Road 10 Trail Segments 1-5 is an Action Step for Goal 2 -County Road 10 Redevelopment and Revitalization of the City's adopted 2008-2009 Action Plan; and WHEREAS, the City applied for and was awarded Federal-Aid in the amount of $525,000 for County Road 10 Trail Segments 1-5 fora 2009 construction start; and WHEREAS, the City Council approved the Agency Delegated Contract Process (DCP) Agreement with the Minnesota Department of Transportation (Mn/DOT) designating Mn/DOT to act as the City's agent for accepting Federal funds on the City's behalf (Resolution 7363); and WHEREAS, plans and specifications for the County Road 10 Trail Segments 1-5 Project have been approved by the City Council, Ramsey County, and Mn/DOT's State Aid office; and WHEREAS, all temporary and permanent easements and wetland mitigation approvals needed to construct the County Road 10 Trail Segments 1-5 Project have been acquired; and WHEREAS, the County Road 10 Trail Segments 1-5 Project was advertised to solicit competitive bid proposals in accordance with State statutes; and WHEREAS, eight (8) sealed bid proposals for the County Road 10 Trail Segments 1-5 Project were received by the City on July 23, 2009 as follows: Rank Bidder Total Base Bid Low Max Steininger, Inc. $653,350.31 2 Northwest Asphalt, Inc. $653,986.66 3 Forest Lake Contracting, Inc. $689,776.53 4 Colt Construction Services, LLC $716,007.85 5 Frattalone Companies, Inc. $731,807.50 6 Sunram Construction, Inc. $736,363.96 7 Peterson Companies, Inc. $768,930.67 8 Veit & Company, Inc. $825,354.10 and WHEREAS, Max Steininger, Inc. of Eagan, Minnesota was the lowest responsible bidder with a total base bid amount of $653,350.31; and
