RESOLUTION APPROVING THE CITY POLICY FOR NON-REQUIRED
RESIDENTIAL FIRE SPRINKLER PERMITS
WHEREAS, the City of Mounds View recognizes the importance, value and life
saving abilities of fire sprinkler systems; and
WHEREAS, Mounds View wants to encourage property owners to install fire
sprinkler systems whenever possible; and
WHEREAS, the City Council discussed a City staff proposal to revise the City
policies about the permits and permit fees for those who install voluntarily such systems
at the January 4, 2010, City Council Work Session; and
WHEREAS, it was the consensus of the City Council at the January 2010 Work
Session to amend the City policies about the permit fees for the voluntary installation of
such systems to waive the City fees for the permits for the installation of such systems.
NOW, THEREFORE BE IT RESOLVED that the Mounds View City Council does
hereby approve the attached City policy about Non-required fire sprinkler system permits.

Non-required fire sprinkler system permits for single-family homes.
Definition:
From the Minnesota State Residential Building Code
Single-family: Any building that contains one dwelling unit used, intended, or designed
to be built, used, rented, leased, let or hired out to be occupied, or occupied for living
purposes.
Application and Submittal
A completed and signed permit application must be included with. the submittal
otherwise the submittal will be returned to the contractor.
2. Submit a minimum of two (2) sets of complete plans, specifications, and
hydraulic calculations for review to Fire Inspections.
3. The minimum drawing size scale is 1/8t" inch =one foot. Details shall be a
minimum 1/4t" inch =one foot or large enough to be legible if not to scale.
4. All submittals shall be in compliance with the requirements of the 2007
Minnesota State Fire Code and the 2002 NFPA 13D. Adequate, concise, and
sufficient information shall be clearly indicated on the plans to review the system
design.
5. The newest edition of NFPA 13D may be used if it is clearly designated on the
plans and calculations, and must be utilized in its entirety.
6. Any material/installation deviation from approved plans will require permission
from the Fire Department. All changes shall be followed up in writing on
company letterhead.
Issuance of Permit
After the plans are reviewed and approved, the City will issue the permit. You
will receive one (1) copy of the approved plans to be placed on the job site.
2. No work shall be started without a permit and an approved set of plans on the job
site. The Inspection card shall be posted in a conspicuous place on the job site.
Fees
There will be no fee for a permit issued under this policy. This policy allows for one (1)
plan review and up to three (3) site inspections. If additional plan review is required to
approve the plans and more than three (3) site inspections are made to ensure code
compliance, a fee of $47.00 per hour will be charged to the contractor. All fees, if
applicable, must be received prior to scheduling the final inspection.
Inspection and Testing
Call Community Development at 763-717-4020, if no answer; leave voicemail. A 24-
hour notification is required so your date and time can best be accommodated. Same
day inspections are generally not available.
1. Hydrostatic tests. The fire sprinkler system components must remain visible
and/or be accessible without the use of ladders or lifts during a hydrostatic test.
A. When a fire department connection is not provided, the system shall be
hydrostatically tested for leakage at normal system operating pressure.
B. When a fire department connection is provided, the system shall be
hydrostatically tested at 200 psi for 2 hours with no loss of pressure or
visible leakage.
C. Piping shall remain accessible and exposed during hydrostatic testing.
2. Final inspection and testing of the system.
A. Where water flow alarms are provided, inspector's test connections shall
be installed at locations that allow flow testing of water supplies,
connections and alarm mechanisms.
General Requirements
1. Dry fire sprinkler systems are not allowed to be designed or installed under this
policy.
2. A minimum of a ten (10) psi safety margin is required.
3. The installing contractor shall provide to the owner/ occupant instructions on
inspecting, testing and maintaining the system
