CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
AWARDING A CONSTRUCTION CONTRACT FOR THE 20y0 MUNICIPAL
WELL NO. 1& 2 REHABILITATION PROJECT
WHEREAS, the City established a maintenance program whereby municipal
wells, pumps, and motors would be rehabilitated on a seven-year cycle; and
WHEREAS, Municipal Well No. 1 and 2 were last rehabilitated in March 2003 and
are showing symptoms requiring rehabilitation; and
WHEREAS, the City prepared a project manual for the rehabilitation work in
accordance with industry standards; and
WHEREAS, the City solicited and received five quotes ranging from $79,015 to
$99,350 by contractors to perform the rehabilitation work; and
WHEREAS, Keys Well Drilling Company of St. Paul, Minnesota submitted the
lowest total combined quote in the amount of $79,015; and
WHEREAS, monies for rehabilitating Well No. 1 and 2 has been planned for in the
Capital Improvement Program and in the adopted 2010 Budget under Water
Infrastructure and Equipment Maintenance (700-4823-7050).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. The City hereby accepts the total combined quote proposal of $79,015
submitted by Keys Well Drilling Company or St. Paul, Minnesota for the
rehabilitation of two municipal wells.
2. City Staff is authorized to prepare a construction contract agreement between
the City of Mounds View and Keys Well Drilling Company in the amount of
$79,015.
3. Upon satisfactory review of the prepared construction contract agreement by
the City Attorney, the Mayor and Clerk-Administrator are hereby authorized
and directed, for and on behalf of the City, to execute and enter into a
construction contract agreement with Keys Well Drilling Company for the 2010
Municipal Well No. 1& 2 Rehabilitation Project (City Project No. 2010-001).
4. Payment for construction of the 2010 Municipal Well No. 1& 2 Rehabilitation
Project shall be funded by the Water Enterprise Fund account (700-4823-
7050) in an amount not to exceed $82,965, which includes a 5% construction
contingency for minor work associated with unknowns that could occur during
construction.
