MOTION/SECOND: Flaherty/Mueller. To Approve the Monday, December 3, 2007 City
Council Agenda as Presented.
Ayes - 5 Nays - 0 Motion carried.
5. COUNCIL BUSINESS
A. Truth-in-Taxation Hearing
Finance Director Beer provided an overview of the City's funds affected by the general t~ levy.
Finance Director Beer gave a PowerPoint Presentation outlining the general fund for those in
attendance.
Finance Director Beer indicated that Mounds View averages $378 per capita which is
significantly lower than the state average. This is the third year in a row without a levy increase.
Finance Director Beer provided information and comparison of the last three budget years.
• Gary Ackerman of 7564 Greenfield Avenue asked what funds are being transferred and how
much.

Finance Director Beer explained that these are ongoing transfers over the years. Staff uses a •
transfer to the utility fund and there is a large transfer from the levy reduction fund. The total
transfers are approximately $600,000.
Brian Amundsen of 3048 Wooddale Drive asked whether the 22% includes the capital projects
for contract services.
Finance Director Beer indicated it does not.
Mr. Amundsen said that the Staff had said to expect 15% increase in 20U9.
Finance Directar Beer indicated that, based upon 20Q$ figures, there wou~d-be about a 10.5%

Council Member Mueller asked what per capita means.
Finance Director Beer explained that it means per person.
Council Member Mueller pointed out that the price per person within the City is very low

compared to other cities':
Council Member Mueller noted that personnel is 60% of the budget and she would like
information on the number of full time employees.
Finance Director Beer indicated that there are 51 full time employees, and 22, of which are in the
police department.
Council Member Mueller said that she was under the impression that taxes were based upon •
valuation of your home.

Finance Director Beer indicated that as the City's tax capacity increases, the tax rate goes down
and that is what is applied to the valuation to base t~es upon.
Council Member Hull asked how much personnel costs have increased from last year's budget. is
up from last year.
Finance Director Beer indicated that costs went up about $190,000 but that is an increase of only
about 1 %.
Council Member Stigney indicated that Council has not resolved how much would need to be
paid back for a proposed street improvement project, so that information may be subject to
change.
Finance Director Beer explained that is an amounf built into the street f nancing plan, but the
levy may change if Council decides to refund more than is proposed.: '

based upon need.
Council Member Flaherty asked about the $121,000 in local government aid.
Finance Director Beer indicated that the figure has been confirmed.

Council Member Mueller asked whether any residents who missed tonight's meeting, or who had
questions after tonight's meeting, could speak at the December 10, 2007 meeting.
Mayor Marty indicated that anyone with any questions was welcome to comment at the next
Council meeting.
