RESOLUTION ECTABLISHING THE DUTIES OF TIIE POLICE
DEPARTMENT AND ITS OFFICERS.
Whereas, It appears to the Village Council of the Village of Mounds View that
there are no duties set forth for the Officers in the Police Department.
NOW THEREFORE, BE IT RESOLVED, by the Village Council of the Village of Mounds
View that the duties described as follows, to -wit:
POLICE CHIEF
STATEMENT OF DUTIES: To have chief administrative responsibility for the
maintenance of order, the enforcement of laws and ordinances, the prevention
of crime and the protection of life and property in the Village of Mounds
View, to direct and coordinate all activites of the Police Department.
EXAMPLES OF WORK:
1. Review the acts and reports of subordinate officers;
2. Submit reports to the Village Council;
3. Make personal inspection of police beats;
4. Make assignments of Officers;
5. Confer with other officers of the Village on law enforcement matters;
6. Assist in the selection of new members for the police force, and in
the training and promotion of the police personnel;
7. Analyze crime and police conditions and plan prevention work;
8. Explain the functions of the police department to the public;
9. Maintain contacts with other Police departments and with professional
police organizations.
He should also have some specialized knowledges, abilities and skills as
follows:
Social and general intelligence; a high degree of leadership; tact; good
character; medical and physical fitness; ability to treat the public with
courtesy and w':zn the occasion demands, with firmness; ability to organize the
department for tl'e effective performance of its functions; ability to plan and

maintain a steady flow of work through the department; ability to delegate details
to subordinate officers yet supervise and control their operations; ability to
secure and hold their confidence; ability to coordinate the work of all divisions of
the department; ability to secure the confidence of the public in the fairness and
effectiveness of performance of police functions; fundamental knowledge of polite
problems and procedures; familiarity with current developments in the field of
police administration; ability to maintain cooperative relations with other city and
village departments; ability to issue intelligible directions anc. orders and secure
their execution; ability to exercise good judgment in matters pertaining to the
personnel of the department. In case there are no officers of a rank above a
patrolman, the Chief will assume their duties.
POLICE CAPTAIN OR LIEUTEINANT
STATEMIT OF DUTIES: Under the direction of the Chief of Police to assist in
the administration of the Police Department during an assigned period.
EXAMPLES OF WORK:
1. Inspect and supervise the property, buildings, and personnel of the Police
Department.
2. Direct the work and discipline of members of the Police force;
3. Make assignments, and follow up and review the work of all subordinate
officers;
4. Assure proper reporting;
5. Make all necessary inspections;
6. Keep records and make reports to the Police Chief:
7. Bt in complete charge in the absence of the Police Chief.
He should also have come specialized knowledges, abilities and skills as follows:
A high degree of social and general intelligence; medical, mental and physical
fitness; fundamental knowledge of police science, problems, methods and administration;
knowledge of modern techniques of criminal investigation and identification; knowledge
of the principles of traffic control; ability to lead and have the respect of fellow

officers; good character; tact; ability to treat the public with courtesy and
when the occassion demands, with firmness; skill in planning and checking on
work; ability to delegate details to others and to supervise and control their
activities; ability to maintain cooperative arrangements with the heads of the
other divisions; ability to issue intelligible directions and orders and secure
their execution; ability to apply good judgement and practical sense to the
work of his division.
POLICE SERGEANT
STATER• NT OF DUTIES: Under the direction of the Police Chief, Captain or
Lieutenant to supervise the work of Patrolman and be responsible for police work
during an assigned period; to do detective work as assigned; to handle complaints
and calls;
EXAMPLES OF WORK:
1. See that P atrolmen are on duty and properly equipped;
2. Receive complaints from citizens of crimes committed or of lost or
stolen property or of other matters requiring the attention of the
police;
3. To dispatch cars and patrolmen to the scene of crime, accident, or
unusual occurence reported;
4. Receive and transmit messages from and to supervisory officers and
Patrolmen;
5. Assist in the maintenance of the police record system;
6. Assist Patrolmen whenever in need of help;
7. Answer adequately all questions of Patrolmen concerning police
performance and records;
S. Observe the minor faults of Patrolmen on duty and correct them by
proper instruction;
9. Give evidence in Court;
10. Supervise the care of prisoners at police headquarters.

Social and general intelligence; medical and physical fitness; complete
knowledge of Patrolmen's work; up-to --date familiarity with the latest developments
in police science; knowledge of modern methods of detection, identification, and
investigation; familiarity •,.ith traffic control principles; skill in the use of
firearms; ability to make intelligent reports; ability to meet the Public with
courtesy, but when the occassion demands, with firmness; aptitude for leadership;
the respect of other members of the force; tact; ability to understand and carry
out complex directions both oral and written; complete familiarity with the laws,
ordinance:, rules, and regulations affecting Police work in the Village of Mounts
View; good character.
POLICE PATROLMAN
STATEMENT OF DUTIES: To be responsible in the assigned district or beat
under specified period for the maintenance of order, enforcement of laws and
Ordinances, and the protection of life and property; to assist in the investigation
of criminal offenses, accidents, or other police problems as assigned.
FDCArTLES OF :'ORK:
1. Patrol a specified beat, either on foot or in a patrol car;
2. Try door:- and windows of business ani residerce property wher. unoccupied;
3. Direct traffic, make arrests for violation of Federal or St':te lc.ws of
Local Municipal Ordinances;
4. Locate missing persons;
5. Give evidence in court;
6. Serve on the desk at headquarters when o s iced;
7. Decile on duty when a particular act constitutes a criminal offense;
8. Tike fingerprints;

10. Operate a patrol car;

He should also have some specialized knowledges, abilities and skills as follows:
Good social and general intelligence; medical and physical well being; fitness
to be out of doors under adverse conditions; ability to treat the public with
courtesy or, when occasion demands, with firmness; aptitude for police work; tact;
good character; ability to understand and carry out complex directions. Strength
and agility are desirable traits for this position but are considered as less
important than the other traits listed.
be, and hereby are designated as the duties of the Officers and Patrolmen in the
Village of Mounds View, Minnesota.
BE IT FURTHER RESOLVED, that the Police department shall make a complete
report to the Police Commission who will in turn report to the Village Council
each month.
