The Clerk presented affidavits of posting and publication
of the notice of sperm al election held on December 8, 1959, on the
proposition of constructing a waterworks system and the official returns
of the judges were duly examined, approved and ordered placed on file
in the office of the Clerk.
Member Smith introduced the following resolution
and moved its adoption:
RESOLUTION CANVASSING RETURNS OF THE SPECIAL
ELECTION AND DECLARING THE RESULTS THEREOF.
BE IT RESOLVED By the Village Council of the Village of
That it is hereby found, determined and declared that a
special election held on December 8, 1959, to vote on the
following question was in all respects duly and legally held and that
the judges' returns have been duly examined as required by law, said
vote being as follows:
"Shall the Village of Mounds View construct, own and
operate a waterworks plant as a public utility to supply
its own needs and the needs of private consumers for
utility service, the estimated cost of said utility being
$250,000, exclusive of costs to be paid by special assess-
ments against specially benefited property

Votes NO 634
Spoiled or Blank Votes 2
TOTAL VOTES 1,303
said proposition is hereby declared (to have) (not to have) carried
by the requisite majority vote.
The motion for the adoption of the foregoing resolution was
duly seconded by Member CLl•istei.se.. and upon a vote being takes:

whereupon said resolution was declared duly passed and adopted.

carefully compared the attached and foregoing extract of minutes of a
meeting of the Village Council of said Village held on the date therein
indicated with the original minutes of said meeting on file in my office
and that the same is a full, true and correct transcript thereof insofar
as said minutes relate to declaring the results of a special election
held on the question of acquiring and constructing a waterworks system
for said Village.

EXTRACT OF MINUTES OF MEETING
OF THE VILLAGE COUNCIL OF THE
VILLAGE OF MOUNDS VIEW, MINNESOTA
Pursuant to due call and notice thereof, a special meeting
oft of the Village Council of the Village of Mounds View, Minnesota, was
held at the Village Offices in the Village of
Mounds View on March 28 1960, at 11:30 o'clock P.M.,
with the following members present:
Crane, Smith, Hodges, Christensen Malvin
and the following members absent:
None.
Comstock and Davis, Consulting Engineers, then presented
detailed plans and specifications for the construction of Waterworks
Improvement No. 1960 -1. After such plans were thoroughly examined
and discussed, Member Christensen introduced the following reso-
lution and moved its adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
CALLING FOR CONSTRUCTION BIDS ON WATERWORKS IMPROVE-
MENT NO. 1960 -1.
BE IT RESOLVED By the Village Council of the Village of
Mounds View, Minnesota, as follows:
(1) That the detailed plans and specifications heretofor pre-
pared by Comstock and Davis, Consulting Engineers, for the
construction of Waterworks Improvement No. 1960 -1 are hereby approved
and ordered filed.
Monday,
(2) That this Council shall meet on/ May 2 1960, at
8:00 o'clock P.M., at the Arden Hills Village Hal
in the Village of Arden Hills_ Minnesota, for the purpose of
receiving and considering sealed bids for the construction of said
improvement, and the Clerk is hereby authorized and directed to cause
notice of said meeting to be published in the official newspaper and
in the Construction Bulletin, published at Minneapolis, Minnesota, once
at least three weeks prior to the date of said meeting, which notice
shall specify the time and place of the meeting, the nature of the work,
that sealed bids for said work must be received by the Village Clerk
prior to the time of said meeting, accompanied by a cashier's or certified
