STATE OF MINNESOTA
A RESOLUTION ADOPTING A STATEMENT OF POLICY
BY THE VILLAGE OF MOUNDS VIEW OPPOSING
SUNDAY CLOSING ORDINANCE.
Pursuant to due call and notice thereof, at a regular
Village Council of the Village of Mounds View, Minnesota, held

WHEREAS, The Mounds View Bu_sinessn's Association has adopted a resolution
opposing a Sunday closing ordinance in the Village of Mounds View, and
WHEREAS, The members of the Village Council have indicated that they are
in agreement with this proposition,
NOW, THEREFORE, BE IT RESOLVED, That the Village of Mounds View stand
opposed to the passage of a Sunday closing ordinance upon the foliaring reasons.
1. A Sunday closing ordinance is an unwarranted interference with one's
personal freedom.
2. Sunday closing ordinances are often used as a means to regulate
competition and it would not be proper to enact laws to provide an economic
advantage to a particular group or industry.
3. Although proponents of Sunday closing ordinances stets that religious
considerations have nothing to do with such laws, it's an undeniable fact that
there are religious groups who observe another day than Sunday as their Sabbath.
The fact that these groups may be small in number only emphasizes the importance
of respecting their rights. The true democratic process rests as much on the
principal of respect for the fundamental rights of minorities as on that of
majority rule.

4. It is recognized that such laws are unenforced and unenforcable
because of the many exceptions and specific mentions of items sellable or not
sellable on Sunday.
5. State legislation, union contracts, and traditions in business
practices and religious teachings guarantee that every man shall have his weekly
day of rest.
6. Sunday closing laws prohibit a person's right to shop on a day when
for reasons of necessity, convenience, or pleasure it would be the desirable thing
to do.
7. Such an ordinance would do nothing to further the public health, safety,
