HomeMy WebLinkAboutResolution 0164its adoption: Member Rustad EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL OF THE VILLAGE OF MOUNDS VIEW, MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Mounds View, Minnesota was held at the Village Hall in said Village on the 22nd day of June, 1964 at 8:00 p.m. with the following members present: Hodges, Blanchard, Rustad, La Vaque and the following members absent: None A RESOLUTION INDICATING NO SEWER HOOK -UPS UNTIL OUTLET PROVIDED 164 WHEREAS, in order to receive permission for the construction of a sanitary sewer system within the Village of Mounds View approval from the State Board of Health is required, and WHEREAS, such permission will not be granted until the North Suburban Sanitary Sewer District provides for an outlet for sewage disposal, NOW, THEREFORE BE IT RESOLVED That the Village Council of the Village of Mounds View will permit no services or sanitary sewage flows to the proposed Mounds View interceptor system or lateral system until such time that the North Suburban Sanitary Sewer District provides a sewage outlet to the village. The motion for the adoption of the foregoing resolution was duly seconded by Member Blanchard and upon a vote being taken the following members voted in favor thereof: Blanchard, Hodges, La Vaque, Rustad and the following members voted against the same: None introduced the following resolution and moved whereupon said resolution was declared passed and adopted. -i 1 M ayo 7 WITNESS My hand officially and the official seal of the Village this in 22 day of June, 1964. The following members were present: Hodges, Blanchard, La Vague and Rustad and the following were absent: None Member Blanchard introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR SALE OF $1,575,000 TEMPORARY IMPROVEMENT BONDS BE IT RESOLVED by the Village Council of the Village of Mounds View, Minnesota, as follows: -1- 1. It is hereby found and determined that it is necessary and expedient to issue and offer at public sale $1,575,000 Temporary Improvement Bonds to be issued for the purpose of financing costs of making a sanitary sewer improvement in the Village under Minnesota Statutes, Chapter 429, being the improvement ordered by this Council on March 23, 1964, pursuant to a hearing held on December 5, 1963. 2. This Council shall meet at the time and place specified in the form of notice hereinafter contained for thepurnose of receiving, opening and consider- ing sealed bids for and awarding the seal of said bonds, and the Village Clerk is hereby authorized and directed to cause notice of tht: time and place and purpose of said meeting to be published in the official newspaper and in the Commercial West, at Minneapolis, Minnesota, not less than ten days before the date of said meeting, which notice shall be in substantially the following form: Dated June 22, 1964. NOTICE OF SALE $1, 575,000 Temporary Improvement Bonds Village of Mounds View Ramsey County, Minnesota NOTICE IS HEREBY GIVEN that the Village Council of the Village of Mounds View, Minnesota, will meet at the Village Hall, 2401 Highway 10 in said Village,on Tuesday, the 14th day of July, 1964, at 8:00 o'clock P.M., to receive, open and consider sealed bids for the purchase of $1,575,000 General Obligation Temporary Improvement Bonds of the Village to be issued pursuant to Minnesota Statutes, Sec- tion 429.091, Subdivision 3, for the purpose of financing part of the cost of a sanitary sewer improvement for said Village. Said bonds will be dated August 1, 1964, in denominations to be specified by the purchaser, will mature on August 1, 1966, without option of prior payment, and will bear interest at a rate to be designated by the purchaser in multiples of 1/4 or 1 /10 of 1% per annum, payable on February 1, 1965 and semiannually thereafter on each August 1 and February 1. All bonds shall bear interest at a single basic mte from date of issue until paid, but in addition may bear interest at an addi- tional rate for a limited period, in total amount not to exceed $15,750, interest at such additional rate to be represented by "B" coupons. Principal and interest will be payable at a suitable bank to be designated by the purchaser. The Village will furnish without cost to the purchaser the printed and executed bonds and the approving legal opinion of Messrs. Dorsey, Owen, Marquart, Windhorst West, of Minneapolis, Minnesota. Delivery will be made within 40 days after said date of sale in Minneapols or St. Paul, Minnesota, or in Chicago, Illi- nois without cost to the purchaser, or elsewhere at the purchaser'sexpense. Sealed bids marked "Bid for $1,575,000 Bonds" may be mailed or delivered to the undersigned Village Clerk, and must be received prior to the time of said meeting. Each bid must be unconditional except as to legality, in which respect bids may be conditioned upon the opinion of the above attorneys, and must be ac- companied by a cashier's or certified check in the amount of $31,500, payable to the Village Treasurer, to be retained by the Village as liquidated damages if the bid is accepted and the bidder fails to comply therewith. No bid of less than par and accrued interest will be considered. Bids will be compared on the basis of the lowest net interest cost from date of issue to maturity, less the premium, if any. No oral bids will be considered. The Council reserves the right to reject any and all bids and to waive any informality in any bid. BY ORDER OF THE VILLAGE COUNCIL Lloyd J.
