EXTRACT OF MINUTES OF MEETING
OF THR VILLAGE COUF-': IL OF THE
mm VILLAGE OF MOUNDS VIEW, MINNESOTA
Pursuant to due call and notice thereof, a regular meeting of the
Village Council of the Village of Mounds View, Minnesota was held at the Village
Hall in said Village on the 8th day of February, 1965 at 8 :00 p.m. with the
following members present: Hodges, Blanchard, Malvin, LaVaque
and the following members basent: Rusted
Member Blanchard introduced the following resolution and moved its
adoption:
A RESOLUTION ABATING CERTAIN WATER ASSESSMENTS ON PROPERTIES
LOCATED IN THE VILLAGE OF MOUNDS VIEW.
WHEREAS, The Village Council has determined that the following
assessments for Lateral Water and Service Water Improvement 1962 -3 have been levied
against the following described property in the Village of Mounds View and such
assessment should be abated as follows:
Lot 7, Block 2, Johnson Terrace in the amount of $254.00
NOW, THEREFORE, BE IT RESOLVED, That the above described assessment be
abated in the partial amount of $254.00 and that the assessment remaining on the
above described property is in the total amount of $638.30.
The Village Clerk shall forthwith transmit a certified duplicate of
this resolution to the County Auditor for abatement.
The motion for the adoption of the foregoing resolution was duly
seconded by Member Malvin and upon a vote being taken the following members voted in
favor thereof: Hodges, Blanchard, Malvin, LaVaque
and the following members voted against the same: None
whereupon said resolution was declared passed and adoahed.

Held February 8, 1965
A regular meeting of the Village Council of the Village of Mounds View,
Minnesota, was held at the Village Hall in said Village on Dbnday, February 8, 1965,
at 8 :00 o'clock P.M.
The following members were present:

RESOLUTION DETERMINING UPON ISSUANCE OF
$2,075,000 IMPROVEMENT BONDS OF 1965
BE IT RESOLVED by the Village Council of the Village of Mounds View, Min-
nesota, as follows:
1. This Council has investigated the pertinent facts and does hereby
find, determine and declare that it is necessary to issue $2,075,000 principal
amount of improvement bonds in order to finance the construction of local sanitary
sewer, street and water improvements heretofore ordered by this Council.
2. The bonds herein determined to be necessary to be issued shall be
designated as Improvement Bonds of 1965, and shall be sold pursuant to published
advertisement for bids, to be published in the official newspaper and in the Com-
mercial West. Sealed bids for the bonds shall be opened by the Council at the
Village Hall on March 22, 1965, at 8:30 o'clock P.M.

by Member and upon vote being taken thereon, the follow-

and ordered put on file.

I, the undersigned, being the duly qualified and acting Clerk of the
Village of Mounds View, Minnesota, hereby attest and certify that
CO as such officer, I have the legal custody of the original record
from which the attached and foregoing extract was transcribed;
(2) I have carefully compared said extract with said original record;
(3) I find said extract to be a true, correct and complete transcript
from the original minutes of a meeting of the Village Council of
said Village held on the date indicated in said extract, including
any resolutions adopted at such meeting, insofar as they relate to
$2,075,000 Improvement Bonds of 1965 of said Village; and
(4) said meeting was duly held, pursuant to call and notice thereof
as required by law.

NOTICE OF SALE
$2,075,000 IMPROVEMENT BONDS OF 1965
VILLAGE OF MOUNDS VIEW, MINNESOTA
NOTICE IS HEREBY GIVEN that the Village Council of the Village of Mounds
View, Minnesota, will meet at the Vflage Hall in said Village, on N nday, the 22nd
day of March, 1965, at 8.30 o'clock P.M., for the purpose of opening and consider-
ing sealed bids for, and awarding the sale of $2,07c 000 Improvement Bonds of 1965
of said Village to be issued for the purpose of paying costs of making sanitary
sewer, street and water improvements. The bonds will be dated April 1, 1965, each
in the denomination of $1,000 or $5,000, as the purchaser may designate within 48
hours after award of sale, and will mature serially on April 1 in the years and
amounts as follows: $75,000 in each of the years 1967 through 1975, and $70,000
in each of the years 1976 through 1995. Those bonds maturing in the years 1977
through 1995 will each be subject to redemption at the option of the Village on
April 1, 1976, and any interest payment date thereafter, at 102% of par plus accrued
interest if redemption is wade before April 1, 1986, or 101% of par plus accrued
interest if redemption is made on or after said date. The bonds will bear interest
at a rate or rates to be designated by the successful bidder, payable on October 1,
1965, and semiannually thereafter on each April 1 and October 1.
The Village will furnish without cost to the purchaser and within 40 days
after award of sale, the printed and executed bonds and the unqualified approving
legal opinion of Messrs. Dorsey, Owen, Marquart, Windhorst West, of Minneapolis,
Minnesota. Delivery will be made without cost to the purchaser anywhere in the
continental United States. Principal and interest will be made payable at any mu-
tually satisfactory bank to be designated by the successful bidder within 48 hours
after award of sale of the bonds.
Sealed bids narked "Bid for $2,075,000 Bonds" may be delivered or mailed
to the undersigned for opening at said meeting, and must be received prior to the
time of said meeting. Each bid must be unconditional except as to legality, which
may be conditioned upon the opinion of the above attorneys and must be accompanied
by a cashier's or certified check or bank draft in the amount of $41,500, payable
to the Village Treasurer, to be forfeited as liquidated damages in case the bid is
accepted and the bidder shall fail to comply therewith. Bids shall state one basic
rate of interest from date of issue to maturity for all bonds having a common ma-
turity date. Not more than 6 such rates may be specified, and the maturities of
the bonds may be split not more than 6 ways for the purpose of designation of such
rates. The basic rate for any bond may not be lower than the basic rate for bonds
of the preceding maturity. Bidders may provide that all l or some of the bonds shall
bear a single additional interest rate, represented by an extra set of coupons, for
any interest period or periods of the term of the bonds; provided, that the total
dollAr amount of such interest shall aggregate not more than $31,125. The bid of-
fering the lowest net interest cost for all of said bonds (total interest from date
of issue to stated maturities, less any premium offered) will be deemed the most
favorable. No bid for less than par plus accrued interest from date of issue to
date of bond delivery will be considered. Oral auction bids will not be x ceived.
The right to waive any inormality and the right to reject any and all bids are
reserved.
