OF
THE VILLAGE OF MOUNDS VIEW
I FORWORD
A. Designation
This plan is designated as THE VILLAGE OF MOUNDS VIEW
OPERATIONAL SURVIVAL PLAN, and becomes effective upon
the approval of the governing body of this municipality.
B. Authority
The authority for this plan is the Minnesota Civil Defense
Act of 1951 as amended, and Village Ordinance No. 8.
C. Purpose
The purpose of this plan is to provide for the health, safety
and general welfare of the citizens of the community. Mobilize
and utilize all manpower, supplies and equipment and other
resources during time of an emergency.
Utilize all available fallout shelter space for survival and
supported by a community plan which will warn the people,
move them to shelter control and sustain them while in the
shelter and immediately after emergence from shelter.
To provide for the management of our local economy and
resources, to enforce such orders and directives as issued
by the state and federal government in a ccordance with the
existing emergency plan. (See Annex B).

D. Concept
1. The Civil Defense organization of Mounds View, a
municipality in Ramsey County, a unit of UNTCOM
Division 1, Minnesota State Civil Defense, has a
three -fold responsibility in carrying out its mission;
organizing for self defense and fixed support in its
own area and mobilizing and equipping services for
Mobile Support in other areas when called for by
Ramsey County Civil Defense Director.
2. This plan establishes the municipal Civil Defense staff
organization and furnishes guidelines for services in
fulfilling their responsibilities.
3. During a Civil Defense emergency, the municipal Civil
Defense Director will direct and control all emergency
operations in his area of jurisdiction under the general
supervision of the mayor and council.
4. For the purpose of carrying out self defense, fixed and
mobile support responsibilities, the Mounds View muni-
cipal government will have an organization made up of
those services which are necessary and consistent with
the capabilities of the municipality. The organization
will utilize all municipal governmental depar tments
(State Statutes 12.23) Those Civil Defense services
having no governmental counterpart will be organized
from appropriate local business, labor and professional
groups.

D. Readiness Conditions and Warning Procedures
Certain emergency conditions are defined as readiness conditions
in terms of the criticality of the international situauon. Briefly,
they are as follows:
Readiness Condition 4 a deterioration in international relations
but no immediate danger of breakdown of these relations.
R eadiness Condition 3 a worsening international situation to the
point that a possible break in these relations may occur.
Readiness Condition 2 a serious deterioration of international
relations with a possible break of these relations and possibility
of hostile action.
Readiness Condition 1-e situation where the resident of the
United States has advised the Governor and the public that war
is imminent or hostilities may have already occuired.
Specific; action to be taken by local government officials, Civil
Defense staff and the public upon receipt of any of the above
conditions as outlined in Appendix 4 and 9 -A.
E. Natural Disaster
When a disaster occurs, the Mayor will institute the necessary
steps to alleviate the effects of such disaster in accordance with
Ordinance No. 8. All departments and agencies of local govern-
ment will be utilized as the emergency situation demands. If

further help is needed, local government may secure such help
from the State of Minnesota and the federal government as outlined
in Appendix 5, "National Disaster Actions (The emergency
procedures to obtain assistance from the state and federal govern-
ment will be provided by the Minnesota Department of Civil Defense
for insertion in Appendix 5).
F. Special Considerations
The Village of Mounds View will provide additional protection or
other emergency measures for the locations, facilities, installations,
etc. as listed and detailed in AppendiA 6.
G. Control
1. During any Civil Defense emergency, control of the
Mounds View municipal defense forces is exercised
by the Mounds View Municipal Director for the Mayor
and Council.

Center is located at the Village Hall.
3. The Ramsey County Control Cent er is located at the
Ramsey County Court House in St. Paul.

APPENDIX 4
READINESS CONDITION ACTIONS
AND
WARNING PROCEDURES
Readiness Condition 4
This condition depicts a deterioration in international relations but no
immediate danger of breakdown of relations.
This information would be received from the Department of Civil Defense
through the Ramsey County Civil Defense Director.
The following actions are to be taken:
1. Civil Defense Director notify the Mayor and Village
Council.
2. Civil Defense Director will inform key staff personnel and
will check alerting procedures and other measures to
insure operaiility.
3. Accelerate shelter stocking and emergency training of Shelter
Managers and Radiological Monitors.
4. No public notice given or public action required.
Readiness Condition 3
This condition depicts a serious degeneration of the international
situation to the point that diplomatic relations may be severed.
This information would be received from the Department of Civil
Defense through the Ramsey County Civil Defense Director.
The following actions are to be taken:
1. Civil Defense Director will notify the Mayor and Village
Council.
2. Civil Defense Director wiil mobilize key staff personnel
and check on operating procedures of respective emergency
government services.
3. Civil Defense Director to check on emergency communication
facilities and alerting procedures.
4. Accelerate shelter stocking and emergency training of Shelter
Managers and Radiological Monitors.
5. Advise the public that emergency procedures are being reviewed
by local government. No public action is required.
Readiness Cbndition 2
This condition depicts a serious deterioration of international relations,
a possible breach of those relations and a possibility of hostile action.
This information would be recei ved from the Department of Civil Defense
through the Ramsey County Civil Defense Director.
The following actions are to be taken:
1. Civil Defense Director will notify the Mayor and Village
Council.
2. Key staff personnel notified and placed on standby basis.
3. Control Center activated and placed on standby basis.

4. Public information should consist of advising the public as to
the situation anti the action local gover_nirent is takin to
be prepared.
5. Check fallout shelter system and correct deficiencies.
F The public is advised to review their individual and family
emergency action.
Beadiness Condition 1
This condition depicts a situation where the President of the United
States has advised the Governor and the public that war is imminent
or hostilities may have already occurred.
The following actions are to be taken:
1. The Mayor and Village Councill will convene in emergency
session.
2. Control Center to be activated for 24 -hour operation.
3. Full staff mobilization.
4. Fallout shelters activated and staffed.
Warning procedures via the State Air Warning System may be received
prior to or concurrent with the Readiness condition 1.
WARNING PROCEDURES:
Local procedures for the Warning System will operate as follows:
1. Warning Point is located at the Village Hall, phone number 764 -3655.
(During non working hours, Ramsey County Sheriff's Dispatcher,

ALERT AND TAKE COVER INSTRUCTIONS
Warning Signals
Warning Point will:
1 Notify Civil Defense Director and /or Mayor.
2 Notify Deputy Civil Defense Director and assisted by
him, notify the Chiefs of the Services of the warning
conditions. (Service Chiefs will notify their respec-
tive staff personnel)
General Public:
1. Alert Signal
a Listen to Emergency Broadcast System radio
station for instructions.
b. Prepare to go to shelter or beat available
cover.
2. Take Cover Signal
a. Go to nearest shelter or take shelter in best
available cover.
b. Listen to Emergency Broadcast System for
fur ther instructions,
APPENDIX 6
The Mounds View Civil Defense Services will be prepared to provide additional
security and other protection as the situation requires for the following critical
installations:

Since these installations normally do not require any spacial consideration, the
action required for an emergency can only be determined as the situation develops.
