VILLAGE OF MOUNDS VIEW) I, the undersigned, the duly qualified and an Clerk of the Village of Mounds View, Minnesota, DO HEREBY CERTIFY That I have carefully compared the attached and foregoing extract of minutesof a meeting of the Village Council of said Village held on the date therein indicated with the original of said minutes on file in my office and that said extract is a full, true and correct transcript of said minutes insofar as said minutes relate to approving the assessments for Street and Water Improvement No. 1964 -1 and Street and Water Improvement No. 1964 -2 and calling a hearing thereon. WITNESS My hand officially and the official seal of the Village this day of 1965. (SEAL) EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL OF THE VILLAGE OF MOUNDS VIEW, MINNESOTA Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Mounds View, Minnesota, was held at the Edgewood School Auditorium in said Village on Mo ay, October 4, 1965, at 8 :00 o'clock P.M., with the following members present: Malvin, Rustad, Blanchard and LaVaque and the following members absent: Hodges The Clerk presented affidavits of publication of the notice of hearing called to be held on special assessments proposed to be levied for special benefits derived from the construction of Street and Water Improvements 1964 -.1 and 1964 -2. Said affidavits were examined, approved and ordered filed. The Mayor then announced that the meeting was open for the purpose of conducting the hearing on said proposed assessments; and after said assessments were thoroughly explained and after all persons present were afforded an opportunity to be heard, the following objections were made: None Member Rustad then introduced the following resolution and m oved its adoption: RESOLUTION ADOPTING SPECIAL ASSESSMENTS FOR STREET AND WATER' IMPROVEMENTS 1964 -1 and 1964 -2. BE IT RESOLVED By the Village Council of the Village of Mounds View, Minnesota, as follows: (1) The special assessments as heretofore prepared for Street and Water Improvements 1964 -1 and 1964 -2 are hereby adopted, and it is hereby found and determined that each lot, piece and parcel of property so assessed is benefited in the amounts of the respective assessments levied against it. (2) Said assessments may be paid in cash, without interest, if paid within thirty (30) days from the date hereof, or may be paid in annual installments in the same time and manner as the payment of real estate taxes with interest at the rate of six per cent (6%) per annum from the date hereof to December 31 of the year in which the first payment is payable to be added to the first installment, and one year's interest on the remaining balance to be added to each subsequent installment; PROVIDED, HOWEVER, That any propert■• owner may pa;' the entire unpaid balance of the assessment against his property at any time with interest to December 31 of the year in which said payment is made. (3) The Clerk is hereby authorized and directed to certify a copy of the assessments and a copy of this resolution to the County Auditor of Ramsey County to be extended on the proper tax lists of the County for collection with other real estate taxes in and for the Village. The motion for the adoption of the foregoing resolution was duly seconded by Member Malvin; and upon a vote being taken, the following members voted in favor thereof: Malvin, Rusta.d, Blanchard and LaVaque and the following members voted against the same: None whereupon said resolution was declared passed and adopted.
