VILLAGE OF MOUNDS VIEW
COUNTY OF RAMSEY

A RESOLUTION ESTABLISHING CONNECTION AND USE CHARGES FOR THE
MOUNDS VIEW SANITARY SEWER SYSTEM PURSUANT TO MOUNDS VIEW(
ORDINANCE NO. 128.110.
The following resolution was moved by Member Blanchard
WHEREAS Mounds View Sanitary Sewer Ordinance No. 128.110 authorizes
the Village Council to establish rates and charges for the use and service of the
sanitary sewer system;
NOW, THEREFORE DE IT RESOLVED as follows:
Section 1. Definitions.
a. Usti: Any person, individual, partnership, corporation, association
or political subdivision applying for a permit to connect to the Mounds View
municipal sanitary sewer system or actually connected to said system.
b. Residential Equivalent Connection. (REC): The average discharge
rate per day of sewage into the sanitary sewer system for a single family residence
equals o: (1) REC. For purposes of this resolution one (1) REC does not exceed
200 gallons per day. RECS shall be determined by the North Suburban Sanitary Sewer
District pursuant to the terms of agreement No. 5 between the District and the
Village, dated March 9, 1964, Section 1.06.
c. Village: The Village of Mounds View.
d. District: The North Suburban Sanitary Sewer District.
Section 2. Connection charge.
a. Single family residences. All single family residences shall pay to
the Village in addition to all other charges an initial connection charge of
$100.00.
b. Other users. All other users shall pay to the Village in addition
to all other charges an initial connection charge of $200.00.
c. Method of payment. Connection charges not previously specially
assessed shall be, paid at the time the user applies for a permit pursuant to
Mounds View Ordinance 128.040; except that the Village may permit the payment of
connection charges due to the Village over a period of time. However, a permit will
not be issued until the terms and conditions of the deferggd payment plan have been
established.
d. District connection charges. All connection charges imposed by the
district shall be due and payable upon application for a permit under Mounds View
Ordinance 128+.040.
Section 3. Use charges.
a. Village.
1. Single family residences: The monthly use charge for a single
family residence is $1.50, payable quarterly.
2. Other users: The monthly use charge for users other than
single family residences, is $1,50 per RRC as determined in Section
1 (b), payable quarterly.
b. District.
1. All use charges imposed by the district shall be billed
quarterly by the Village pursuant to the terms of agreement
No. 5 between the Village and the District.
c. Commencement of charge.
All use charges shall commence the first day of the month following
connection to the Mounds View sanitary sewer system.
Section 4. Delinquent accounts.
In the event any account is deemed delinquent the Village may take
whatever steps necessary to assure collection, including the right to discontinue
any utility service provided by the Village plus the right to off -set any amount
due against the user's water meter deposit account.
