The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, February 27, 1967, at the ""llage Hall,
2401 Highway #10, St. Paul, Minnesota, 55112.
M /S /P (Rustad /Lang) To approve the minutes of the regular meeting of February 13,
1967. (Johnson abstained) 3 Ayes
COMMENTS FROM RESIDENTS: Mr. Colby questioned whether the Council intends to ask
for a stop sign at "H" and Highway #10. Mayor Rusted replied by reading a
letter requesting such a light, from Police Chief Ernie Grabowski to the
county and dated previous to the recent accident. Mayor Rustad also read
the reply which was generally negative, but indicated they would continue to
study the problem. The reguest will be re- submitted.
Mr. Ehlers protested truck and foot traffic by work crews through his back
yard. The Engineer advised that damages would be paid.
Mayor Rustad discussed the street lighting problem. Rates on present lights will
increase from $40.00 to $49.20 for 6,000 lumen units. New Mercury Vapor units
are available at $45.00 for 7,000 lumen units. A study of lighting locations will
be condu ted within the next 60 days.
M /S /P (Rustad /Johnson) To sign the N.S.P. contract to install new Mercury Vapor
lights throughout Mounds View (per Resolution 4)285). 4 Ayes
Mayor Rusted commented on our police efficiency in relation to the recent arrest
of two youths in a stolen car. 28 thefts were cleared up.

3071 through 3085 as listed. 4 Ayes
M /S /P (Walser /Lang) To approve the general contractor license for Myrm Brothers.

for not more than $85.00. 4 Ayes
M /S /P (Walser /Rustad) To approve the use of the hall for youth activities dances
on March 3.and March 17 with clean -up after and with supervision provided.

M /S /P (Walser /Lang) To approve a mop cleaning contract at Mr. Gross suggestion
for a cost of $4.75 per month. 4 Ayes
M /S /P (Walser/Rustad) To approve the registration of Deputy Clerk Marilyn Lidberg
in the U. of M. course for Municipal Clerks on March 21 -22, 1967, at a cost
or $15.00. 4 Ayes
M /S /P (Johnson /Lang) To accept and approve plans ao presented for 1967 -2.

M /S /P (Johnson /Lang) To set March 27, 12:00 noon, as the time that bids will be
opened for 1967 -2. 4 Ayes
M /S /P :Lang /Johnson) To approve registration of Mr. Skiba in U _f M, Supervisory
course on March 8, at a cist of $20.00. 4 Ayes
Inspector Chris Piehowski presented an application, plans, and introduced a re-
presentative of Superior 400. Minutes of last April will have to be checked to
determine if a special hearing must be held.
Inspector Walley Skiba reported no evidence of a rat problem in the construction
area he was asked to check.
The payment of assessments for sewer and water improvements in housing develop-
ments was discussed. The attorney advised on possible procedure.
The Public Hearing on Rezoning was called to order by Mayor Rustad at 9:00 P.M.
on Monday, February 27, 1967.
The NOTICE was read by the attorney (including legal discription) and proof of
publication according to law was presented. The clerk •'erified that notices
had been sent to all affected residents within 250 ft. of the property. The
hearing was determined to be a legal hearing by the attorney.
The property involved is the last two lots on Highway #10, south side, at West
limits of village. An office and warehouse building (like PAK) is planned, cost-
ing $70- 80,000 with 6 -8,00 sq. ft., no comments on intended use.

Mr. Chuck Larson has no objections to it.
Mayor Rustad called for objections twice.
Mr. Art Schott commented on the uncertain nature of the business.

Attorney Meyers reported all easements in Ackerman case have been obtained.
Engineer Boehm discussed possible water system handling during repainting of tower.
A temporary connection with Blaine Will be arranged if possible.
