VILLAGE OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
At a regular meeting of the Village Council held on the 13th
day of January, 1969, at 8:00 o'clock P.M. in the Village Hall with the following
members present: Austad, Hodges, Blanchard
and the following members absent: Malvin, Johnson
Member Blanchard moved the following resolution:
A RESOLUTION TO THE NORTH SUBURBAN SANITARY SEWER
DISTRICT REGARDING THE CITY OF MINNEAPOLIS SEWAGE
CAPACITY OFFER DATED DECEMBER 31, 1968
WHEREAS, the North Suburban Sanitary Sewer District has received
an offer from the City of Minneapolis, dated December 31, 1968, offering additional
capacity for sewage disposal in the Minneapolis system, and
WHEREAS, the Village of Mounds View is a member of the North
Suburban Sanitary Sewer District, and
WHEREAS, the North Suburban Sanitary Sewer District has ordered
and authorized the District Engineers to prepare plans for the construction of the
first stage of the sewage treatment plant to be located in the City of Fridley, and
WHEREAS, the Village of Mounds View feels that it would be in the
best interests of its property owners, and the property owners located in the North
Suburban Sanitary Sewer District, that a comprehensive study of the Minneapolis offer
be undertaken immediately, and that the plans for the construction of the sewage
treatment plant by the North Suburban Sanitary Sewer District be temporarily suspended
until such study has been made and referred to each municipality located in the North
Suburban Sanitary Sewer District for evaluation,
NOW, THEREFORE, BE IT RESOLVED that tie. Village Council of the
Village of Mnunds View hereby request the North Suburban Sanitary Sewer District
Board of Trustees to do the following:
1. Temporarily suspend the preparation of final plans and
specifications for the construction of a sewage treatment plant by the North Suburban
Sanitary Sewer District in Fridley until the Board of Trustees of the North Suburban
Sanitary Sewer District and the Village Council of the Village of Mounds View, and
the governing bodies of the member communities of the North Suburban Sanitary Sewer
District, have had an opportunity to study the offer of the City of Minneapolis dated
December 31, 1968 for additional capacity for sewage disposal either by personnel
selected by the Village or other governing bodies, or by personnel selected by the
North Suburban Sanitary Sewer District,
2. That the Board of Trustees of the North Suburban Sanitary Sewer
District select an independent engineering firm to make comprehensive study of the
Minneapolis offer of additional capacity for sewage disposal to determine as follows:
a. Whether the City of Minneapolis will agree to provide capacity
for sewage disposal to the North Suburban Sanitary Sewer District, or the municipalities
presently affiliated with the North Suburban Sanitary Sewer District, either by
membership or contract, and
b. What the cost of such additional capacity will be to the parties
hereinabove referred to.
BE IT FURTHER RESOLVED, that the Trustees of the North Suburban
Sanitary Sewer District enter into negotiations with the representatives for the
City of Minneapolis for additional capacity for sewage disposal to determine the full
extent of the disposal capacity that the City of Minneapolis has available, or will
make available, or agrees to make available to the North Suburban Sanitary Sewer District,
and its affiliated members and obligees, so that the District, the Village of Mounds
View, and the other governing bodies, will be fully advised as to the maximum sewage
disposal capacity that can be made available.

whereupon the Mayor declared the resolution adopted this 13th day of January 1969.

I, the undersigned, being the duly qualified and acting Deputy
Clerk of the Village of Mounds View, Minnesota, do hereby certify that I have
carefully compared the attached and foregoing extract of minutes of a meeting of
the governing body of the above municipality held on the date therein indicated,
and that the same is a full, true and correct copy of said minutes, insofar as the
same relate to a resolution to the North Suburban Sanitary Sewer District regarding
the City of Minneapolis Sewage capacity offer dated December 31, 1968.
