HomeMy WebLinkAboutResolution 0474RESOLUTION NO. 474 VILLAGE OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA At a regular meeting of the Village Council of the Village of Mounds View held on the 12th day of January 1970 at 8:00 o'clock P.M., at the Village Hall located at 2401 Highway 10, St. Paul, Minnesota 55112, with the following members present: Rustad, Malvin, Hodges, Blanchard, Neisen and the following members absent: None Member Blanchard moved the following resolution: A RESOLUTION ESTABLISHING INITIAL CONNECTION, RESIDENTIAL EQUIVALENT CONNECTION, AND USE CHARGES FOR THE MOUNDS VIEW SANITARY SEWER SYSTEM PURSUANT TO MOUNDS VIEW ORDINANCE NO. 128.110. WHEREAS, Mounds View Sanitary Sewer Ordinance No. 128.110 authorizes the Village Council to establish rates and charges for the use and service of the sanitary sewer system; NOW, THEREFORE BE IT RESOLVED as follows: Section 1. Definitions. a. User: Any person, individual, partnership, corporation, association or political subdivision applying for a permit to connect to the Mounds View Municipal Sanitary Sewer system or actually connected to said system. b. Initial connection: That connection that any user makes to the Mounds View Municipal Sanitary Sewer System. c. Residential Equivalent Connection: (REC) The average discharge rate per day of sewage into the sanitary sewer system for a single family residence equals 1 REC. For purposes of this resolution 1 REC does not exceed 200 gallons per day. RECS shall be determined pursuant to a formula established by the Village and shall be administered by the Clerk's office. d. Village: The Village of Mounds View. Section 2. Initial Connection Charge. a. All users connecting to the Mounds View Municipal Sanitary Sewer system shall pay to the Village in addition to all other charges a connection charge of $100.00. Section 3. Residential Equivalent Connection. a. All users connecting to the Mounds View Municipal Sanitary Sewer System shall pay to the Village in addition to all other charges a Residential Equivalent Connection charge of $200.00 per REC. Section 4. Method of payment. Connection charges not previously specially assessed shall be paid at the time the user applies for a permit pursuant to Mounds View Ordinance 128.040; except that the Village may permit the payment of connection charges due to the Village over a period of time. However, a permit will not be issued until the terms and conditions of the deferred payment plan have been established. Section 5. Village use charges: All users shall pay a monthly use charge of $1.50 per Residential Equivalent Connection, payable quarterly. Section 6. Use Charges by other Governmental Bodies. All charges imposed by any other governmental body, including the North Suburban Sanitary Sewer District, the Metropolitan Sewer Service Board, the Metropolitan Council, that are to be collected by the Village and forwarded to said governmental body, shall be billed quarterly by the Village pursuant to the terms of any agreement or statutory requirements between said governmental body and the Village. of January Section 7. Commencement of charges. All use charges shall commence the first day of the month following connection to the Mounds View Sanitary Sewer System. Section 8. Delinquent accounts. In the event any account is deemed delinquent by the Council, the Village may take whatever steps necessary to assure collection, including the right to discontinue any utility service provided by the Village plus the right to off -set any amount due against the user's water meter deposit account.
