STATE OF MINNESOTA
RESOLUTION APPROVING A TWO -YEAR LABOR AGREEMENT WITH AMERICAN
FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES LOCAL
COUNCIL NO. 5, LOCAL NO. 2686, EFFECTIVE JANUARY 1, 2010
WHEREAS, the labor agreement between the City of Mounds View and AFSCME
Council 5, Local 2686, expired at the end of 2009; and,
WHEREAS, negotiations between the City and AFSCME reached an impasse in 2010,
resulting in mediation; and,
WHEREAS, mediation did not result in a settlement and as a result negotiations stalled;
and,
WHEREAS, mediation with AFSCME was restarted subsequent to an arbitration decision
with a different bargaining group in the City.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Mounds
View does hereby ratify the labor agreement for and with AFSCME Council 5 Local 2686
retroactively effective for two years from January 1, 2010 through December 31, 2011, with the
following provisions of note:
Wages: No increase in wages 2010 or 2011
Insurance Contribution $867.33, retroactive to Jan 1, 2010
Uniform Reimbursement No Increase 2010 or 2011
Comp Time Balance Increase max accumulated balance to 60 hours
Term Two years, Jan 1, 2010 through Dec 31, 2011
Holidays Language clarified to address holidays on weekends
Adopted this 8th day of November, 2010.
