CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING SERVICE AGREEMENTS WITH TRANE US, INC. AND ARCHITECT
MECHANICAL, INC. FOR HVAC SYSTEM MAINTENANCE OF CITY FACILITIES
WHEREAS, the City owns thirteen separate facilities with heating, ventilating,
and air conditioning (HVAC) equipment, of which six contain more complicated systems
that require contractor assistance with preventative maintenance to allow reliable,
efficient, and safe operation while providing comfortable indoor air building climates;
and
WHEREAS, City staff solicited proposals from qualified contractors to provide
quarterly preventative maintenance associated with the HVAC system equipment; and
WHEREAS, proposals ranged from $2,608 to $2,900 annually for HVAC
maintenance at City Hall, with the low quote submitted by Trane US, Inc. of St. Paul,
Minnesota; and
WHEREAS, proposals ranged from $4,800 to $5,905 annually for HVAC
maintenance at Mounds View Community Center, with the low quote submitted by
Architect Mechanical, Inc. of St. Anthony, Minnesota; and
WHEREAS, proposals ranged from $950 to $1,733 annually for HVAC
maintenance at the Public Works Facility and three park buildings (Hillview, Groveland,
and Random), with the low quote submitted by Architect Mechanical, Inc. of St.
Anthony, Minnesota; and
WHEREAS, City staff is familiar with the work of Trane and Architect Mechanical
and recommend entering into service agreements with said contractors; and
WHEREAS, monies are available in the adopted 2010 budget ($5,000 under
100 4460 -5110 and $5,000 under 252 4350 5130), as well as the proposed 2011
budget, to be used for this HVAC system maintenance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. The proposal submitted by Trane US, Inc. for $2,608 for HVAC system maintenance
at the City Hall building is hereby accepted.
2. The proposal submitted by Architect Mechanical, Inc. for $4,800 for HVAC system
maintenance at the Mounds View Community Center is hereby accepted.
3. The proposal submitted by Architect Mechanical, Inc. for $950 for HVAC system
maintenance at the Public Works Facility and three park buildings is hereby
accepted.
4. City staff is directed to draft service agreements with Trane US, Inc. and Architect
Mechanical, Inc. for said services and fee.
5. The City Attorney is authorized to review the drafted service contracts.
6. Upon satisfactory review by the City Attorney, the Mayor and City Administrator are
hereby authorized and directed, for and on behalf of the City, to execute and enter
into service agreements with Trane US, Inc. and Architect Mechanical, Inc. for said
services and fee.

A RESOLUTION ADOPTING A MINNESOTA GOVERNMENT DATA PRACTICES ACT
POLICY AND DESIGNATING THE RESPONSIBLE AUTHORITY AND COMPLIANCE
OFFICER
WHEREAS, the City of Mounds View "City needs to update a policy concerning its
procedures and obligations pursuant to the Minnesota Government Data Practices Act (Minnesota
Statutes Chapter 13) "MGDPA and
WHEREAS, the City would like to adopt a policy that specifies its procedures and
obligations pursuant to the MGDPA; and
WHEREAS, the MGDPA, Minnesota Statutes Section 13.02, subdivision 16 and the
MGDPA policy to be adopted by the City requires it to designate the individual responsible for
the collection, use, and dissemination of any set of data on individuals, government data, or
summary data (the "Responsible Authority for the City; and
WHEREAS, the MGDPA, Minnesota Statutes Section 13.05, subdivision 13 and the
MGDPA policy to be adopted by the City also requires it to designate the individual responsible
for persons to direct questions or concerns regarding problems in obtaining access to data or
other data practices problems for the City (the "Compliance Official and
WHEREAS, the City would like to officially designate its Responsible Authority and
Compliance Official.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Minnesota, as follows:
1. The document entitled "Minnesota Government Data Practices Act Guidelines and
Procedures" is hereby adopted as the City's official MGDPA policy.
2. Jim Ericson, the City Administrator, is hereby designated as the Responsible
Authority for the purposes of the MGDPA and the City's MGDPA policy.
3. Jim Ericson, the City Administrator, is hereby designated as the Compliance Official
for the purposes of the MGDPA and the City's MGDPA policy.
