HomeMy WebLinkAboutMinutes - 1958/05/27PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE -OF MOUNDS VIEW May 27, 1958 The first meeting of the Village Council of the Village of Mounds View was held May 27, 1958 at the Mounds View Village Hall, 1450 W. Righway 96. The following members were present: Mayor: James W. Gibson Clerk: Martha Irvine Deputy Clerk: nary Jean Milbrandt Trustees: John Le Sullivan Reuben G. Achterkirch Ingram C. Rusted Treasurer: Irene Edberg Following the swearing in of elected officials by Clerk, Martha Irvine, the meeting was opened at 7:41 P.M. by Mayor, James W. Gibson. Discussion of how meetings would be conducted. Meetings to be conducted informally following Roberts Rules of Order as much as possible. Roll to be called on every motion and vote of each member to be recorded in minutes. Motion by Sullivan, seconded by Achter>'irch to make all appointments temporary up to a maximum of 60 days_ or until a permanent appointment is made. The following voted aye Achterkirch, Gibson, Irvine, Rusted and Sullivan, and the following nay none. Motion carried. Motion by Irvine, seconded by Rusted to appoint Johi L. $ruii7`ie as =sinz tv c The following voted aye Achterkirch, Gibson, Irvine and Rusted, and the following nay —none. Motion Carried. John L. Sullivan, appointed Chairman of Parks, Playgrounds and Public Buildings. Reuben G. Achterkirch, appointed Chairman of Health and Public Safety. Ingram C. Rusted, appointed Chairman of Public Works and Civil Defens.. Mayor and Clerk members of all committees. Motion by Achterkirch, seconded by Rusted that the Rose Tribune be designated as official newspaper for the Village. The following voted aye-- Achterkiroh, Gibson, Irvine, Rusted and Sullivan, and the following nay -none. Motion carried. Motion by Sullivan, seconded by Irvine that the First State Bank of New Brighton be designated as depository for village funds. The following voted aye— Achterkirch, Gibson, Irvine, Rusted and iullivan, and the following nay—none. Motion carried. Motion by Achterkirch, seconded by Rusted to hold meetings the first Tuesday of each month at 8:00 P.M. For the following four weeks meetings to ha held every Tuesday night. The following voted aye-- Achterkirch, Gibson, Irvine, Rusted and Sullivan, and the following nay -none. notion carried. Motion by Achterkirch, seconded by Sullivan to adopt a resolution accepting all responsibilities and liabilities of Mounds View Tcwnship and ratifying all agreements and actions taken 1!, the Town roarr1 while acting r,■1' t.i Village. The following voted aye-- Achterkirch, ihnes, Irvine, RusIad and Sullivan, and n e following nay- nfire. Motion carried. 2 Motion by Sullivan, seconded by Rustad that all ordinances of Mounds View Township be accepted. The following voted aye Achterkirch, Gibson, Irvine, Rustad and Sullivan, and the following nay -none. Motion carried. The attorney informed the council that the statute sets the mayor's salary as $50.00 per month and the trustees' salaries at $35.0O per month. by Irvine, seconded by Sullivan that Mary Jean Milbrandt be appointed as Deputy C16rk on a temporary basis. The following voted aye Achterkirch, Gibson, Irvine, Rustad and Sullivan, and the following nay none. Motion carried. James Mahoney informed the council that all bonds were being taken care of. Motion by Achterkirch, seconded by Town and Country Sign, to change Mounds View "lage at a imaxiumum of $2.00 per Achterkirch, Gibson, Irvine, Rustad and none. Motion carried. Sullivan to appoint John Koontz, View Township signs to read Mounds sign. The following voted; aye-- Sullivan, and the following nay-- Officer Schaffhausen inquired as to the duties of the Constable, also as to the possibility of using Ernest Grabowski on the police force part time. Matter referred to Achterkirch. Upon motion by Sullivan, seconded by Irvine the meeting adjourned at 9:20 P.M.
