HomeMy WebLinkAboutMinutes - 1958/07/0110 July 1, 1958 The regular monthly meeting of the Village Council of the Village of Mounds View was held July 1, 1958 at the Mounds View Village Hall, 1450 W. Highway 96. The following members we;e present: Mayor: James W. Gibson Clerk: Martha Irvine Trustees: John L. Sullivan Reuben G. Achterkirch and the following were also present: Ingram C. Rustad Deputy Clerk: Mary Jean Nflbrandt Legal Counsel: Richard Meyers Engineer: Otto Bonestroo Treasurer: Irene Edberg The meeting was opened at 7:30 P.M. by Mayor, James W. Gibson. The hearing for the improvement on Edgewood Drive was held at 7:30. Questions in regard to assessments were asked. The parties interested were informed that a special assessment meeting would be held at a later date. The bids for the improvement on Edgewood Drive were closed at 8:01 P.M. The only bid received was from Ray Sina. Bid given to Engineer Bonestroo for checking. Mr. Jorgenson and Mr Videen appeared regarding rezoning of Lot 16, Block 5, Pinewood Terrace #2. The Council recommended that the Planning Committee give this rezoning first consideration. Sam Daiberg requeeted'permission to build on an 83' lot. Informed that he should get a petition signed by all the people on both sides of Eastwood from Sherwood to'Hillview and resent it to the`Council. Clerk, Martha Irvine recommended that Mary Jean Milbrandt be appointed Deputy Clerk at $50.00 a week. 5 ayes. Motion by Rustad, seconded by Sullivan to accept minutes of June 24, 1958 as read. Trustee, Ingram C. Rustad, recommended that Richard Meyers be appointed as Village Attorney with a retainer fee of $125.00 per month and $25.00 per meeting in excess of 1 meeting per month. Appointments of Building Inspector and Electrical Inspector deferred to July 15. Mayor, James W. Gibson recommended that Wm. VanElsberg be appointed Weed Inspector. 5 ayes. Appointment of Plumbing Inspector was deferred to July 15. were tipon recommendation of Bonestroo, Achterkirch made a motion seconded by T:uatad to- accept the bid of Ray Sine for the improvement of Edgewood Drive for $4,629.40. 5 ayes. Mr. end Mrs. Robert Edmond, Mrs. Fishbeck, Mrs. Olson, Mr. and )tire. Burnett.... and Mr. Hall reeidents of Bronson Drive appeared for the hearing at 9:00 P.M. They were informed by the Council and the Engineer as to the procedure of the improvement and all involved seemed agreeable. Trustee, John L. Sullivan recommended that Otto Bonestroo be appointed as Village Engineer. 5 ayes. Trustee, Reuben G. Achterkirch recommended that Dr. Houle be Health Officer. 5 ayes. Trustee, Reuben G. Achterkirch recommended that Walter Skiba Heating Inspector. 5 ayes. 11 appointed as be appointed as Trustee, Ingram C. Rustad recommended that Donald Bona be appointed as Dog Catcher. 4 ayes, Achterkirch abstained. Motion by Rusted, seconded by Sullivan to dust coat: Lois Drive from Jackson Drive to East end, Knoll Drive from lillview Rd. to Lois Drive, Terrace Drive from Jackson Drive to Highway #8, grade and dust coat and sand Eastwood Rd. for about 500 ft. from Sherwood to Co. Rd. J, and to patch the balance of the streets were necessary. 5 ayes. Motion by Achterkirch, seconded by Irvine to defer for 2 weeks the appointments to the Planning Committee. 3 ayes, Gibson and Rustad no. Rrotion carried. Bid for improvement of Bronson Drive opened at 9:35 P.74. lotion by Sullivan, seconded by Achterkirch to accept bid of Ray Simla in the amount of $1,693.95. Fill to be deposited on playground on Hillview Rd. and Long Lake Rd. 5 ayes. Jack Bell presented the following reoommendations of the Committee of Health and Public Safety. Suggested it might be in the best interest of the Council to appoint a Police Commission. Recommendations for a 3 man police Department working from 3 P. M. to 3 A. M. Officers to be paid $175.00 per month for a 28 hour work week. Sgt. Och to be directing operation until Chief is decided upon. Deputy Clerk to keep the records. Civil Defense to be instructed in First Aid in order that they could tae over the Ambulance Service in the future. Recommended that the Council adopt an Ordinance to abolish the office of Constable. Mayor Gibson recommended employment of a full —time Chief of Police at 5380.00 a month to be increased to $450.00 a month at the end of 3 years. Chief to work at least 40 hours a week. Sgt. to get $175.00 a month and work at least 25 hours a week. Patrolman to get =160.00 a month and work at least 25 hours a week. Mr. Badmen feels there should be at least 1 officer on at all times With the number of children living in the Village. Mr. Butler thinks we should have 24 our police protection. Upon a standing vote of t}ie people 2 wished a full time Chief of Police, 3 a Part Time Chief; 2 wished to cut services and 14 to maintain a 4 man police force. Motion by Sullivan, seconded by Irvine to refer the matter back to the committee for further study. 5 ayes. Don Schaffhausen, 2000 Co. Rd. H2 requested information about developing property on County Road J. Informed as to procedure for presenting a plat. Building. Inspector inquired as to issuing a permit for a home on Lot 28 in Pinewood Terrace. Engineer to check. Motion by Sullivan, seconded by Achterkirch to deputize 6 men as special; police Officers for the 4th of July weekend emergency, beginning July 3 at 3:00 P.M. and ending July 7 at 3:00 A 1•i, Meni be paid $1.00 an hour. 5 ayes. Motion by ;Sullivan, seconded by Rusted to appoint Mrs. 'Duff as Co— Director of Civil Defense. ;5 ayes. Motion by ,Sullivan, seconded ry Achterkirch to pay Junior water safety instructor on an hourly basis (e.pproximately $400.00 total); to pay up to $50.00 for maintenance on the beach; and `$200.00 to Midget League Baseball. 5 ayes. Motion by Sullivan, seconded by Achterkirch to adopt resolution from Northern States Power Co. regarding street lights.
