A special meeting of the Village Council of the Village of Mounds View was
held July 15, 1958 at the Mounds View Village F 1450 W. Highway 96.

The meeting was opened at 8:00 P.M. by Mayor, James W. Gibson.
Mr. Puglisi appeared regarding a sub- standard home located at 203E Bronson Drive.
The Council will look at the home and make recommendations to Mr. Puglisi as to how
he can bring the home up to code.
Motion by Sullivan, secomied by Rustad to accept the minutes of the July 1st
meeting as corrected.
Mr. George Aumer, 5420 Adams informed the Council as to a problem of water standing
in the road in front of his home. Referred to Trustee Rustad for action.
Mrs. Enga Richert, 8247 Spring Lake Rd. requested ififormation regarding access to
her property. Informed this required civil action and the Council could do nothing.
Mr. Rodney J. Wilson inquired about selling used and new cars at 1925 Highway 10
in connection with the service station being operated there. Informed that the
Village has no Ordinance at the present regulating this operation but he should keep
in contact with the Council so there would be no conflict should the Council decide to
pass an ordinance in the future.
Motion by Irvine, seconded by Sullivan to pass Resolution 5 "Resolution
Establishing Municipal State Aid Street System 5 ayes.
Motion by Rustad, seconded by Achterkirch to pass Resolution 6 "Resolution
Establishing a Committee to Plan for the Physical Development of the Village and to
Recommend a Zoning Plan." 5 ayes.
Trustee Sullivan Recommended that John 0. Koontz be appointed as building
inspector for the Village. 5 ayes.
Trustee Rustad recommended that Robert Edmond be appointed as electrical inspector
for the Village effective August 15, 1958. 4 ayes, Sullivan abstained.
Trustee Sullivan recommended that George Oster be appointed as plumbing inspector
for the Village. 4 ayes, Rusted abstained.

Trustee Achterkirch gale the report of the Health and Public Safety Committee:
24 hours "service to be continued, wi +h a 4 man force. `Acting Temporary Chief to receive
$165.00 per month. The schedule to be as follows:
7A.N:. to 3 P.M. no patrolling $100.00 a month
3;P.
M. to 9 P.M. patrolling $150.00 a month
9 P.M. to 3, A.M. patrolling $165.00 a month
on call to 7 A•M•
Motion by Achterkirch to accept recommendations. Motion lost as there was no second.

the 3:00 P.M. to 9:00 P.M. shift?
Mr. Brown -what does the extra officer do?
Eugene Peterson during the summer month, with all the children playing in the streets
a car patrolling is certainly needed.
Mrs. Haug- Children playing in the streets. Many times have to stop the car and waid
for them to move.
Alberta Madsen -not the duty of police officers to keep the children out of the streets.
Emery Gale -Is it worth $35.00 a month to have a child killed?
Motion by Irvine, seconded by Sullivan to accept report as made with the exception
that the daytime shift be referred back to the Health and Public Safety Committee for
further consideration and a recommendation at the next meeting. 5 ayes.
Recommendation of Trustee Achterkirch that John P. Och be appointed Temporary Chief
of Police with the understanding that if he moved into the Village within 6 months a
permanent appointment could be made. 3 ayes, Gibson abstained, Rustad no.
Mr. Och requested 48 hours to accept due to the apparent objections to the
appointment. Request granted.
Motion by Sullivan, seconded by Rustad to allow Sam Dalberg, appearing in behalf of
Charles Hall, to divide Lot 69, Spring Lake Park Hillview Addition into two lots. 5ayes.
Motion by Achterkirch, seconded by Rustad to approve installation of a street light
at Highway 8 and Hillview Rd. 5 ayes.
Street sign at Highway 8 and Oakwood Drive to be taken care of by Eugene Castle.
Motion by Achterkirch, seconded by Sullivan to approve on and off sale non intoxicating.
malt liquor licenses for Harry Ware, Pinewood Club; Anthony Donatelle, Ironde1e Inn; John T.,
Anderson, Meadowbrook Inn; Wm MacLaren, the Sahara; Margaret Berthelsen, Merge's Place

Discussion of Ordinances: Police Ordinance referred to attorney for legality. Dog
Ordinance, special meeting set for July 29 to consider dog problem. Building code Ordinances
TIrOconsider at a fLture date. Liquor Delivery Ordinance, consider at a future date.
Motion by Sullivan, seconded by Achterkirch to accept Ordinance 57 Curfew Ordinance.
5 ayes.
Motion by Achterkirch, seconded by Irvine to accept Ordinance 55, Garbage Ordinance.
5 ayes.
Motion by Irvine, seconded by Sullivan to accept Ordinance 56, Abolishing Office of
Constable. 5 ayes.
Attorney to check with Christensens and the School Board to obtain permission -or
easements for lower part of Edgewood Drive to that some trees may be removed.
Motion by Achterkirch, seconded by Rusted to dust coat Woodlawn Drive from Co.'Bd.
I to Hillview Rd., and Hillview Rd. from Pleasantview Drive to Spring Lake Rd. 5 ayes.
Motion by Sullivan, seconded by Rusted to accept Financial Statements and Receipts and
Disbursements Statements for May and June. 5 ayes.
Assessment meeting set for July 29. Deputy Clerk to notify Christensens and the school
board.
