The regular monthly meeting of the Village Council of the Village of Mounds View was
Called to order by Mayor Gibson at 8:00 P.M. on September 2, 1958, at the Village Hall,
1450 West Highway 96.
The following members were present:
Mayor: James W. Gibson
Clerk: Martha Irvine
Trustees: John L, Sullivan
Reuben G. Achterkireh
Ingram C. Rusted
and the following were also present:
Deputy Clerk: Mary Jean Milbrandt
Legal Counsel: Richard Meyers
Treasurer: Irene Edberg
Engineer: Otto Bonestroo
All bills presented by the Clerk were approved to be paid.

Mr. Sig Haugen, 7710 Groveland, Minneapolis, and John Haugen presented a residential
plat proposal for six lots and alternate plat for eight lots for an area north of Co. Rd.
"I" and west of Groveland. Referred to Planning Committee for recommendation.
Mr. Sam Dalberg, 8605 Fairview Drive, Minneapolis, presented a propoxed plat for two
to four lots South of Hillview Rd. and west of Spring Lake Rd. Referred -:,o Planning
Committee for recommendation.

Brighton, appe to inquire whether
Nixon, 1140 First St. N.W., New n�� appeared
it was necessary for him to obtain a license to pick up garbage from the public schools
in the Village. He was advised that it was required, and he made application for such
license.
Mr. Ronny Hager 3429 15th Ave. S., Minneapolis, appeared to inquire what the
assessment might be for repair to the drainage ditch abutting property on Lambert Dr. He
was advised that this would amount to approximately one third of the property involved
and probably one -third of the cost of repair when an assessment was made, and that the
matter should be looked into further with John Eastman, owner of the property.
Mr. and Mrs. Joe Hlavinka, 0071 Lung Lake Road, asked 1 .e_miasion to move a substandard
house from the adjoining lot to the rear of the lot at the above address. In both cases,
another house is also on the lot. Addition to the substandard house is planned to increase
the eize from 20' x 14' to 20' x 24.8' and install plumbing. Referred to attorney for
report at September 16 meeting.
Mr. A. J. Jansen, 2064 Summit Avenue., St. Paul desires to develop 56 acres sonth of the
Skyline Motel with 660' frontage on Highway 8 which he owns. He requested that he be
notified of Planning Committee action affecting this property.
Engineer Bonestroo distributed and explained a report on the Need Study for Municipal
State Aid Roads which had been completed. Total needs reported to the State Highway
Department were $4,804.00 for maintenance and $835,555.00 for construction.
The Engineer recommended that another coat of oil be put on Bronson Drive.

The minutes of the August 19 meeting were read. Correction to make "Planning Commission"
read "Planning Committee" wherever so used was made. Motion by Sullivan, seconded by Rusted,
to approve the minutes as corrected.
Mayor Gibson reported in connection with the house at 2036 Bronson, that Dr. Houle
believes he does not have authority as Health Officer to enter and inspect the building.
The problem of pumping cesspools and the lack of dumping facilities was discussed. Mayor
Gibson will talk to officials of Columbia Heights about a place to dump sewerage.
Motion by Achterkirch, seconded by Sullivan, to adopt Resolution #9, resolution
designating numbers to State Aid Roads and establishing a minimum requirement for the
State Aid Roads within the Village of Mounds View. 5 ayes.
Motion by Irvine, seconded by Rustad,to approve the total budget as presented, and
to certify the following to the county fn" tax levy purposes: $9,100 General Fund,
$19,500 Road and Bridge Fund, $7,500 Police Fund, $3,000 Fire Fund, total $39,100. 5 ayes.
The Clerk read a letter from the Beard of Ramsey County Commissioners requesting an
expression of attitude toward the Metropolitan Mosquito Control program. Motion by Achterkirch
seconded by Rusted, that a letter commending the accomplishments of the Metropolitan
Mosquito Control District and urging the continuance of the Mosquito Control program be sent
to the County Commissioners. 5ayes.
Upon recommendation of Sullivan, the Clerk was instructed to write to the County
Commissioners inquiring about the difficulty with the pump on Spring Lake since the water
level is 16 inches below level.
A letter from Engineer Otto Bonestroo outlining a proposed fee agreement was tabled
until the next meeting.
Motion by Rusted, seconded by Achterkirch, to approve licenses 1 through 86 for
contracting firma. 5 ayes.
Motion by Achterkirch, seconded by Rusted, to turn over street card files now in the
possession of Mounds View to the Clerk of the Village of their location. 5 ayes.
0rdinane No. 59, regulating the operation of retail sellers of new and used cars, was read.
Motion by Irvine, seconded by Rusted, that the license fee be set at $35.00. 5 ayes. Motion
by Achtorkirch, seconded by Rntad to_.dopt Ordinance No. 59. 5 ayes,
Mayor Gibson introduced Resolution #10, a resolution establishing the procedure for
the conduct of Village Council meetings, the appointment of committees, and the conduct of
said committees. Motion by Irvine, seconded by Sullivan, to table Resolution #10 until the
September 16th meeting. 5 ayes.
Motion by Rusted, seconded by Achterkirch, to approve a special permit to park a
house trailer at 1850 Highway 10 for 30 days. 5 ayes.
Motion by Sullivan, seconded by Rusted, to approve kennel license application of
Robert Walberg, subject to the inspection of the dog catcher. 4 ayes, Irvine no.
The Health Officer is to be asked to inform the Office of the Clerk of any complaints
which he receives.
Trustee Sullivan reported on the last meeting of Park Playground, Inc. and asked chat
thought be given to the possibility of the Village assuming joint ownership of Lakeside
Leach. Referred to Recreation Ct.mmittce.
Motion by Sullivan, seconded by Irvine, to adjourn at 11:55 P.M.
