A special meeting of the Village Council of the Village of Mounds View
was called to order by Mayor Gibson at 8:01 p.m. on November 18, 1958, at
the Village Hall, 1450 West Highway 96.

Motion by Sullivan, seconded by Achterkirch, to approve minutes of November
3rd meeting as read.
Motion by Irvine,' seconded by Achterkirch, that the Council concur with the
Planning Committee recommendation contained in October 9 Planning Committee
minutes with reference to sub-standard homes, and the Building Inspector be
'instructed- °to co' with the 'Building Code and Zoning .ordinance in connection
with the, tbreecases referred to the Council. 5 ayes.
The regular meeting, for December was set for December 3 to permit Arden
Hills use of the Hall for election purposes on the 2nd.
Motion by Rusted, seconded by Ir -•ins, to give permission for Donald Flink to
occupy a trailer at 8255 Red 0ak Drive for a period up to 90 days. The Council
pointed out that this was a hardship case and that granting special permission for
occupancy of trailers was contrary to Council policy. 5 ayes.
Motion by Sullivan, seconded by Achterkirch, to have Sam Dalberg submit bond
of $500.00 to the Village for grading and surfacing of Gloria Circle, the bill to he
paid when the road is accepted. 5 ayes.
Melford Christensen, 5493 Erickson Road, expressed concern over the storm
sewer study which had been approved by the Council at a previous meeting. He
stated that he felt the fee was excessive for the amount of work being done and
that there also would be a duplication of work which had previously been done.
Trustee Rusted pointed out that the matter had already been looked into and the
study authorized. Mayor Gibson informed the Council that he personally could
obtain most of the information free of charge, tat another engineer had made
an informal commitment to make the study for a total cost not to exceed $500,
and recommended that the Council rescind its previous action. Mrs. Irvine raised
the questions of involvement in legal contract, and also pointed out that the
question to be looked into again was what information was a matter of public
record. Upon advice of the Attorney and Mayor, the motion was made by Sullivan,
seconded by Irvine, to instruct the Clerk to write a letter to Engineer Bonestroo
asking him to suspend work on the storm sewer study until further discussion can
be held between himself and the Council, and that a committee be appointed to look
into t'e matter. 4 ayes; Achterkirch, no. The following will serve on the
committee: Mrs. Irvine, Mr. Christersen, Mr. Rusted, and Mr. Gibson.
Application for the permit may be made to the Building Inspector or at the Clerk's!

Application to be accompanied by two copies of the, plans and specifications, three
copies of the plot plan, and the fee.
Building: Inspector °to examine plans and the site, and if approved issue the permit
is the Office or authorize the Deputy Clerk to issue the permit.
All building permit books shall` be turned into the Office end. shall remain in the
Office hereafter.

The Civil Defense Director reported that the Civil Defense members had put in 52 hours
during the months of September, October, and first 'a]! "of November helping at schools,
etc., and 41 hours during the same period helping the Police Department. Eugene Castle
will start a class in use of firearms soon.
The Health and Public Safety Committee reported that they had conducted an inquiry
into practices of other municipalities concerning garbage collection, and recommended
that the, Council give further consideration to municipal collection on a contract basis
with "a private collector. The Committee was requested to obtain additional information
and report at the next meeting. A public hearinc' was tentatively set for December'15.
Upon recommendation of the Police Commission, the motion was made by Sullivan,
seconded by Rustad, to have the Police Commission prepare specifications for a new, police
and to make recommendations at the December 3 Council meeting concerning Purchase of a
new car and disposal of the 1956 Ford. 5 ayes.

Motion by Sullivan, seconded by Rusted, instructing the Clerk to write n letter to
the Building Inspector outlining the following r te.,,. ,,due for the issuance of building
permits in accordance with provisions of the Building Code, Sec. 1 -7, and Sec. 3-1

The Clerk was instructed to have the Council Agenda published in the Bulletin and
Crier as a news service.
The Planning Committee reported their actions as recorded in the November 13 Planning
Committee minutes concerning preparation of the interim zoning ordinance and plan
Commission ordinance, platting of the Bentrup property, Highway 8 plans, and recommendation
for Village Offices.
Ordinance #60, Curfew Ordinance, was presented for consideration at a future date.
A letter from Engineer Bonestroo regarding minimum requirements for roads was rea
by the Clerk and placed on file for guidance in the future when developing streets.
Clerk to write letters to Senators Thye and Humphrey thanking them for the interest
they have shown regarding the Villago's request to connect to the Arsenal sewer.
Motion by Rusted, seconded by Sullivan, to approve contracting licenses 97 through 99.
5 ayes.
Motion by Achterkirch, seconded by Rusted, to adjourn at 11:40 P.M.
