HomeMy WebLinkAboutMinutes - 1958/12/0338 December 3, 1958 The regular monthly meeting of the Village Council of the Village of Mounds View was called to order by Mayor Gibson at 8:00 P.M. on December 3, 1958, at the Village BAIL 1450 W. Rustad I9ary Jean Milbrandt Richard Meyers Irene Edberg All bills were approved to be paid. by Sullivan, seconded by Rustad, to approve minutes of Novembsr 18 meeting as. read. Motion by Achterkirch, seconded by Sullivan, to approve financial statements for September and October. Mr. S. G. Haugen, 7710 Groveland, presented a preliminary plat for Haugen's Addition The following verbal agreement was made between Mr. Haugen and the Council: Mr... Aaugen will provide a'temporary turn- around at the end of the road, with 71feet on the north end adjoining the road right -of way of Lot 1, Block 1 and Lot 6, Block 2, being included in the turn around. No encumbrances will be recorded on the plat. In the event that this road is continued to the north, the temporary turn around wily be vacated. Motion by Sullivan, seconded by Rustad, to approve the plat of Haugen's Addition subject to the attorney executing a suitable agreement with the Water Department, and subject to the verbal agreement with Mr. Haugen recorded in these minutes. 5 ayes. Mr. George Gustafson, 8391 Spring Lake Road, requested permission to subdivide Lot 52, Spring Lake Park Hillview Addition, to provide a building site 821' feet in width and 231 feet in depth. Motion by Rustad, seconded by Achterkirch, to waive Sec. 5-20 of Ordinance No. 15 as amended by Ordinance No. 44, to permit division of lot as requested. 5 ayes. Mr. Gustafson requested permission to divide a parcel of land consisting of the north 100' of Lot 137 and all of Lot 138, Spring Lake Park Hillview Addition, on the southeast corner of Fairchild and Sherwood, into three lots as follows: 1. The north 95' of the west 131' 2. The east 100' of Lot 138. 3. The east 100' of the north 65' Motion by Sullivan, seconded by Rustad, by Ordinance No. 44, with regard to lot requested. 5 ayes. of Lot 138, with 95' frontage and 131' depth. of Lot 137. to waive Sec. 5 -2C of Ordinance No. 15 as amended 1 to remit division of the parcel as Mr. James Kinne, representing a joint hospit•:1 stilly committee for nine village:, discussed a resolution wit' the Council to provide for the;appropria` ion of $500 and appointment of a member of the Council to a committee to supervise the study. The resolution was tabled until the December 16 meeting so that it can be discussed at the public hearing on December 15. Mr. Kinne will be present at the public hearing to answer questions. Rev. Bentrup, 8158 Red Oak Drive, presented a new plat proposal for his proper located at this address. Referred to the Plenniri Committee. The Mayor reported ttat copies of the Curfew Ordinance had been distributed to members of the Ramsey County Municipal Officials Association. Motion by Sullivan, seconded by Achterkirch, to adopt Resolution No. 13 readjusting the Edgewood assessment. 5 ayeS.. 39 The Mayor read a letter from th9 Board of County Commissioners dated November 24, which enclosed a check for $4,602.06 for the Village apportionment from the County Road and Bridge Fund for 1957, and explained an error in the mileage allowed. The village received $678.09 for 4.08 miles of roads listed to Arden Hills, $166.20. for one mile listed to St. Anthopy, and 2237.56 for 1.43 miles listed to Hew Brighton. Motion by Gibson, seconded by Rustad, to authorize payment of checks to these Villages in the amount given to compensate for the error. 5 ayes. Mr. Roy Gale and Mr. Elmer Adelmann appeared with regard to a contract for services between the Village and the Spring Lake Park Fire Department. The Fire Department will study the contract, and it will be taken up again at the Dec. 16 meeting. A report was presented to the Council on, fire calls from January through October, 1958. It was requested that Groveland north of Highway 10 be kept sanded, and that a through -stop be established at Sherwood on Groveland as this area is haeardcue during fire rurs. The Mayor will check on having this done. The Mayor gave verbal notice to the Council that a special meeting would be held at 7:00 P.M. on December 16 at the Village Hall to discuss Lakeside Beach with the Spring Lake Park Council. The Police Commission reported that specifications had been drawn up for a new police car providing an option with or without trade of the old car, and mailed to numerous dealers. Motion by Achterkirch, seconded by Sullivan to publish legal notice of advertisement for bids to be opened January 20, 1959, for an automobile for use by the Police Department. 5 ayes. The Health and Public Safety Committee recommended that a public hearing be held on December 15 at the Edgewood School for the purpose of discussing village -wide garbage pick -up. The Clerk will give notice of the hearing through a news release. The Clerk requested instruction from the Council concerning publishing of the Amendment to Ordinance 50 passed by the Council on September 16 and not signed by the Mayor. Motion by Sullivan, seconded by Rusted, that the Council rescind its previous action in approving the Amendment to Ordinance 50. 5 ayes. A letter'was read from Mr. Gay Marmon,, Mounds View Schools Recreation Director, requesting use of the skating rink at Hillview and Oakwood for a figure skating program and the hockey rink at Hillview and Long Lake Road. Motion by Sullivan, seconded by Achterkirch, that permission for this use be granted providing a satisfactory arrangement for tl`e time schedule can be worked ort. 5ayes. A letter from Mr. Pagenkopf, Principal of Edgewood Jr. High requested use of the hockey rink for practice purposes each afternoon five days a week. Trustee Sullivan will try to work out some arrangement providing different hours or a different location. 40 Motion by Achterkirch, seconded by Rustad, that a letter be written to Hr. William Chenoweth, 3277 Rice Street asking that sins be made and placed at crosswalks for the Pinewood Scl 5 ayes. Trustee Sullivan presented a complaint that junk is being accumulated on property at the southeast corner of Sherwood and Long Lake Road, TheMayor will check. Trustee Sullivan presented a complaint that health conditions in the home on the northwest corner of Long Lake Road and Sherwood were unsatisfactory. The Mayor will check. The Mayor read a letter from Senator Thye giving information that negotiations were under way to lease the Twin City Arsenal sewer line to the city of Minneapolis. Motion by Sullivan, seconded by Rustad, for approval of the Lakeside Court plat. 5 ayes. Election returns for the annual Village election held on December 2 were opened and canvassed by members of the Council. Minutes of the Village Election were read. Motion by Sullivan, seconded by Achterkirch, for approval of the Minutes of the Village Election. 5 ayes. The Mayor announced that the first meeting of the Council for 1959 would be held at 7 :00 P.M. on January 2 at the Village Hall to take care of that business required by law.
