December 16, 1958,by the Mayor James W. Gibson. Present from Mounds View were:
Irvine, Sullivan, Acbterkirch, Austad, Meyers and Milbrandt. Present fram Spring
Lake Park mere: John M. Conde, Milo C. Schroeder and Wm. Fleming. Jack Mess'' and
Ed Lewis represented Park Playground, Inc.
The proposed Ordinance regarding Lakeside Park was read by the Mayor and
discussed. Spring Lake Park Village Council had informed the attorneys to proceed
with the ordinance at their meeting on December 15, 1958.
The Mounds View Council members unanimously voted in favor of proceeding with
the agreement with Spring Lake Park and have the attorneys proceed to draw up a
final draft of the Ordinance.
The meeting adjourned at 9:00 P.M.

A special meeting of the Village Council of the Village of Mounds View was
called to order by Mayor Gibson at 9:08 P.M. on December 16, 1958, at the Village
Hall, 1450 W. Highway 96.
The following members were present:
Mayor: James W. Gibson
Clerk: Martha Irvine
Trustees: John L. Sullivan
Reuben G. Achterkirch
Ingram C. Rustad
and the following were also present:

Legal Counsel: Richard Meyers
1. Mr. Krone and Mr. Bengston representing the hospital survey committee were
informed that the Council was unanimously against a hospital survey at this time.
2. The minutes of the December 3rd meeting were read. The minutes were corrected
with regard to the division of lots as requested by Mr. Gustafson to read as follows:
No. `2. Lot 138 except the W 131'. Motion by Sullivan seconded by Achterkirch to
approve minutes as amended.
3. The Clerk was instructed to request the Board of County Commissioners to write
a letter explaining the error in the mileage allowed Mounds View for the Village
apportionment from the County Road and Bridge Fund.
4. Motion by Irvine, seconded by Rustad to have the attorney draw up an agreement
with the St. Paul Water Department with regard to their property at Haugen's Addition.
5. James Mahoney instructed to proceed drawing up bonds for the Clerk, Deputy
Clerk and Justice of Peace in the same amounts as the past and a bond for the Building
Inspector at the minims amount.
6. The Health and Public Safety Committee to continue to pursue the garbage
collection study and obtain information from Columbia Heights and White Bear.
7. Planning Committee:
Motion by Sullivan, seconded by Irvine to concur with the recommendation of the
Planning Committee concerning C.. -;se 58-6 and approve Plan "B" as a preliminary plat.
Letter to be written to Mr. Bentrup informing him that he may add an additional lot
on the most Westerly end of the Block on the North side of the street if he wishes.

The Planning Committee hold regular meetings the 4th Tuesday of each
month at the Village Hall.
Motion by Sullivan, seconded by Achterkirch to approve adoption of forms and
procedures as outlined in Planning Report #4. 5 ayes.
Motion by Sullivan, seconded by Achterkirch to refer the suggested Planning
Commission Ordinance to the attorney for checking. Attorney to give opinion at the
January 6t} meeting. 5 ayes.

Motion by Sullivan, seconded by Irvine to refer the 1st Draft of Subdivision
Regulations for Mounds View Village as Set out by the Planning Committee to the
engineer for examination and recommendation. 4 ayes, Gibson no.
The Clerk reported that the base map, present land use map, and summary of
statistics had been completed. The Planning.Cnumittee will submit a complete
progress report at the end of the survey stage.
The Clerk read a resume of the proposed interim amendments to the zoning ordinan
The Clerk reported that help had been obtained through the office of the
Governor in contacting the proper State Department for Roadside Park Development.
Mr. Harold Olsen, head of the Department, agreed to inspect the site at Highway 10
and 8, and discuss possibilities with the Village Planning Consultant.
8. Storm sewer study committee:
Melford Christensen repotted that the Committee had not met but individual
members had done some checking themselves. He found that copies of blueprints of
work previously done in the Village by other engineers could be obtained, but that
no sort of storm sewer study has ever been done.
Trustee Achterkirch recommended that no Village funds be spent to obtain
blueprints without advice from the Village engineer concerning their value.
Trustee Rustad reported that he had learned from the Village Engineer that
all previous work would be rechecked and the cost of the study could probably not be
reduced.
Mrs. Irvine read letters expressing appreciation of the value of engineering
studies which they had made and recommending the work of Otto Bonestroo and Associates
from the Village of Newport and Spring Lake Park and the City of White Bear Lake.
Trustee Sullivan recommended that the Council talk to Mr. Bonestroo at the
January 6th meeting, and if there were no objections that he be instructed to
proceed with the study at that time.
9. Motion by Achterkirch, seconded by Sullivan to approve Resolution #14,
resolution CLASSIFYING CERTAIN LANDS. 5 ayes.
10. Motion by Irvine, seconded by Achterkirch to approve the form and intent of
the Curfew Ordinance as now drafted. This information to be presented to the
Ramsey County Municipal Officials Association. 5 ayes.
11. Motion by Sullivan, seconded by Irvine to refer application by Bill Richmond
Electric to inspector Edmond for recommendation. 5 ayes.
12. Police Officer to investigate Manson property on Groveland Rd.
13. Building Inspector to investigate unsanitary conditions ir the home on NW
corner of Sherwood and Long Lako Rd.
14. Clerk read letter regarding voting machines. Letter place:? on File.
