Highway 96. Mayor: James W. Gibson Clerk: Earl E. Smith Trustees: John L. Sullivan Melford C. Christensen Reuben G. Achterkirch Mary Jean Milbrandt Richard Meyers Prior to the opening of the meeting village officers, Smith, Christensen and Madsen were sworn in by Justice of the Peace C. 0. V. Carlson. Motion by Gibson, seconded by Christensen that John L. Sullivan be appointed Acting Mayor. 3 ayes, Sullivan abstaining. Motion by Sullivan, seconded by Smith to designate the First State Bank of New Brighton as the depository for village funds. 4 ayes. After hearing proposals from The Rose Tribune and The Crier for services as a legal newspaper, motion by Sullivan, seconded by Christensen to desigrate The Crier as legal newspaper for the Village. 4 ayes. 14otion by Sullivan, seconded by Smith to approve Garbage and Rubbish Collector's License for Philip Perron subject to inspection of his trucks by the Health Officer. 4 ayes. Motion by Sullivan, seconded by Christensen to recess meeting until 8:00 P.M. January 6th. 4 ayes. The recessed meeting of January 2nd was reconvened at 8:03 January 6, 1959. Motion by Sullivan, seconded by Achterkirch to approve the minutes of the December 16th meeting with Spring Lake I'ark. The minutes of the December 16th meeting were amended to read that Tristee. Sullivan thanked retiring members Rusted and Irvine for their services and recommended that Martha Irvine be reappointed to the Planning Committee. Hotion by Achterkirch, seconded by Sullivan to approve the minutes as amended. Mr. Bentrup was advised to bring in a survey of the first lot on his grope. The storm sewer study was discussed._ Trustee Christensen to attempt to obtn a set of blueprints fro Engineer Bagglund regarding work which had been previously done in the village for examination by Engineer Bonestroo. Mr. Hagglund also to be requested to attend the January 20th meeting if possible. Clerk Smith recommended that appointment of an engineer be tabled until the storm sewer study situation is settled. Recommendation of Sullivan to make the appointment on January 20th and have Otto Bonestroo continue until a permanent appointment is made. Tom Irvine. member of the Ramsey County Library Board, explained their request for a 2 mill levy for 2 years to provide fora central library building for the rural part of Ramsey County. Motion by Gibson, seconded by Smith for concurrence with the recommendation from the Library Board requesting a 2 mill levy for a central library building. 5 ayes. A resolution Establishing Rules Governing Conduct and Procedure of the Village Council meetings was read by the Mnyor and discussed. Mayor Gibson presented an Ordinance to repeal Ordinance #50. Motion by Gibson to approve Ordinance to repeal Ordinance #50. Motion lost, no second. Mayor Gibson requested that the Attorney write to he Attorney General asking him for his opinic.n regarding the legality of Ordinance #50. Gibson requested that Meyers not give his personal opinion about the Ordinance to the Attorney General. Motion by Christensen, seconded by Achterkireh to approve the Resolution Governing the Conduct of Village Council meeting- with t' deletion of Section 3A under Rule 17. 5 ayes. Jackson, Sr. as Civil Defense Director. Motion by Gibson, seconded by Sullivan to appoint Ingram C. Rusted as Civil Defense Director. 5 ayes. Mayor Gibson recommended that William VanElsberg be appointed Weed Inspector. The following committees were appointed by the Mayor: Finance Committee: All the Council. License Committee: Smith, Chairman; Gibson, Vice Chairman. Public Safety Committee: Gibson, Chairman; Achterkirch, Vice Chairman. Public Works Committee, Christensen, Chairman; Gibson, Vice-Chairman. Public Welfare Committee: Sullivan, Chairman; Mrs. Alice Fitts, Vice- Chairman. Appointment of the Planning Committee tabled until the January 20th meeting. The present committee to serve as is until that time. Motion, by Sullivan, seconded by Gibson to appoint Jack Bell, Reuben Achterkirch and James Gibson to the Police Commission subject to the determination of the legality of Ordinance /150. 5 ayes. Mr. Manson, 8145 Groveland Rd. to be requested to appear at the January 20th meeting.regardirg the condition of his property. Motion by Gibson, seconded by Christensen to pay $10.00 each time for use of the churches for election precinct polling places. 5 ayes. 28th,, Council requested to hold a joint meeting with the Planning Committee an January The Council recommended that the Engineer attend the January 27th meeting of tha Planning Committee. Motion by Achterkirch, seconded by Smith to approve dance licenses for John T. Anderson, Anthony Donatelle and Harry Ware. 5 ayes. Motion by Sullivan, seconded by Achterkirch to approve off sale licenses for Robert H. Waste, John T. Anderson, Anthony Donatelle, Alexander Krocker, Margaret Berthelsen, William MacLaren and Harry Ware, and on sale licen'•'s for Harry Ware, William MacLaren, Margaret Berthelsen, Anthony Donatelle and John T. Anderson. 5 ayes. Motion by Smith, seconded by Sullivan to approve Gasoline Filling Station Licenses for Charles Roundsley and Wayne Hughes. 5 ayes. Motion by Sullivan, seconded by Achterkirch to approve IIeating Contracting License for Donald McBeath. 5 ayes.
