February 16, 1959
A -special meeting of the Village Council of the Village of rounds View was
called to order by Mayor Gibson at 8:00 P.M. on February 16, 1959, at the Village
Hall, 1450 W. Highway 96.
The following members were rresent:
Mayor: James W. Gibson
Clerk: Earl E. Smith
Trustees: John L. Sullivan
Melford C. Christensen
Absent: Reuben G. Achtcrkirch
and the following were also present:
The Clerk read the minutes of the February 2nd meeting. The Resolution regarding
Lakeside Park is also to have a clause stating that the Clerks of the two villages
will audit the books. Motion by Christensen, seconded by Sullivan to approve the
minutes an corrected.
A large delegation of citizens appeared who were concerned with a sanitary sewer
system. The Mayor explained the progress which has been made to date in contacting
officials with regard to a hook -up the Arsenal sewer. The Council requested
that the citizens present circulate petitions to get a true picture on. how the people
feel with regards to installation of a sewer system.
Motion by Sullivan, seconded by Christensen that the Village Council write
a letter to 5 or more engineers asking them for a proposal for a storm and sanitary
sewer and water survey for the Village of Mounds View. In the portion of the
survey regarding storm sewer they should give credence to plans which were done some
years ago by Mr. Hagglund and which are on file at the St. Paul Court House. The
5 engineers listed as follows: R. D. Thomas Co., Otto Bonestroo and Associates,
Banister Engineering, Comstock and Davis and Harry Mayeron of Orr-Schelen, Inc. 4 ayes.
Motion by Sullivan, seconded by Christensen that the Public Safety Committee
should ,gather additional data in line with previous discussions and the public
hearing as to the approximate cost of the collecting of garbage on a village -wide
basis and to work out details in conjunction with such a project. 4 ayes.
The Council tiquested that Don Bona appear at the next Council meeting to
explain the procedure if clog catching in the Village.
Motion by Sullivan, seconded by Christensen that the Council publish a notice
to the citizens of Mounds View advising that the pumping of cesspools on the surface
of the ground is strictly against village ordinances am should be discontinued.
4 ayes.
Mr. Al Jansen, owner of 56 acres south of tle Skyline Motel on Highway 8
inquired as to the Highway Department plans for that area. He stated that a firm
was interested in building a motel at that location but would not go ahead v th
the deal if they do not have definite plans for the IIighvay. The Council informed
Mr. Jansen that at the present there are ro ae'inite I plans in that rarticu'hr
area.
Motion by Sullivan, seconded by Smith that letters be written to Claude Allen
and John Tracy Anderson stating that the Mounds View Village Council is opposed to
Bill which would take any consideration of big1wav pans out of our scope
Allen Crane, Ch irman of the 'Planning Commission, stated that the Planning
Commission voted in favor of. letting Ilo,�ard Dalgren do Private planning for TIP. Jams.,
but that he feels the Council should give that very careful consideration. He also.
stated that at the next Planning Commission meeting they would consider the petition,
of Donald Babinski for double bungalows. The Mayor stated that the Council is not in
favor of having Ho-"•ard Dalgren do private planning in the Village as long as he is
wording in the Village as the Planning Consultant.
Mr. Archie Young requested that the Village fix Arden Averue so that it will be
passable in the spring. The Mayor said that the Villare :could try to do some temporary
work so that the street .rould be passable until a time when the legal action on Ardan!`
Avenue is completed_
Motion by Gibson, seconded by Christensen that Julie Lunde, Ken Kinstler and
John ^'ullivan be appointed to the LJreside Perk Commission. 4 ayes.
The Clerk stated that the Receipts and the Disbursements of the 1959 :Financial
Statement are substantially correct and when the Township Financial Statement is
completed the error :'lieu i_ apparent eill probably be picked up and will be reetifie
on the statement. Motion by Gibson, seconded by Christensen to approve the Financial
Statement and that when the final statement is read;- it 1:ill be published. 3 ayes,
Smith abstained.
Motion by Gibson, seconded by Sullivan that Resolution 2Io. 6 which is in conflict
with Ordinance No. 61 be rescinded. 4 aye:.
Appointment of the Parke and Recreation Committee tabled until the Merch 2nd
meeting to enable Mr. Sullivan to get two members from the Twelve Oaks section for
that committee.
Motion by Smith., secor:de`. by Christensen to accept bids for the purchase Bf a
tape recorder and a fireproof file with opecificationc set ur by the Mayor. 4 ayes.

appointed as the consulting engineer firm for the '.'ill.^ge. Clerk Smith stated that
as long as this -ad been such a controversial subject it was regretable that the
whole council could not be present for the selection of the engineer. Mayor Gibson
stated that he had spoken to Mr. A.c1 about tl appointment of the engineer and
Mr. Achterkirch lid not otate hie •a one w,y or =.noti -er as to :.b.o tl e engineer
would be. 4 ayes to the motion.
The Myer real a letter from Sheriff Hedman narking the ^iv11 Deferse members for
their help with the '.,inter Carnival parade.
