March 2, 1959
The regular monthly meeting of t1 Village Council of the 'tillage of
Mounds View was called to order by Acting Mayor, John Sullivan at 5:06 P.M.
on Maroh 2,.1959, at the Village Hall, 1450 highway 96.
The following members were present:
Clerks Earl E. Smith
Trustees: Reuben G. Achterkirch
Melford C. Christensen
John L. Sullivan
Absent: James W. Gibson
and the following were also present:
Deputy Clerk: Mary Jear Mi.lbrandt
Legal Counsel: Richard Meyers
Treasurer: Irene Edberg
Engineer: E. V. Comstock
Current statements for services rendered to the village were presented to
the council for payment. All statements were approved and checks issued for their
payment.
The Clerk read the minutes of the February 16th meeting. Motion by Christensen,
seconded by Achterkirch to approve minutes as read.
Mr. Rusted, Civil Defense Director, requested permission to spend approximately
$65.00 for uniforms, badges and miscellaneous civil defense supplies. Motion by
Achterkirch, seconded by Smith to approve such purchases. Mr. Rustad also stated that
to his knowledge the Village may receive $300.00 from the State of Minnesota to be used
for civil defense purposes for the year.
Mr. Ray Doyle appeared before the council stating that he had purbhased lots
45 and 46 on Greenwood Drive and requested the councils procedure for authorizing a
road to be }atilt into that property. Mr. Doyle was informed that the road ha? been
dedicated and rough graded but never completed. Mr. Doyle's problem of continuing
Greenwood and surfacing it in front of lots 45 and 46 was referred to the Village
Engineer for examination and submission of an estimate of cost for surfacing and
completing the remainder of Greenwood Drive.
Mr. Edward Gerner, 2109 Pinewood Drive, informed the council that a blocked
culvert near his property was causing the water to back up on his lot with depths
in some places b 77.1. feet. Mr: Gerner expressed concern over the possibility
of something happening to a child if this condition is allowed to exist. This
matter was referred to the Village Engineer sad TrunteeChristensen for action,
with the possibility of having the county clean the culvert to allow free passage
of water through Mr. Gerner's property to eventually dissipate through natural
means.
A large delegation of citizens again appeared requesting information on the
progress to date in regards to the village eventually obtaining a sanitary sewer
system. Many petitions were turned in at this time to Trustee Christensen for study
and compilation. Trustee Sullivan reported that 5 engineers had been contacted to
submit proposals for a storm sewer, sanitary sewer and water study. He also stated
that no one should become alarmed because of unwarranted statements that the village
could not hook up with the Minneapolis sewer system and that when an engineer is
hired to do the survey the engineer would begin nego+.`^t� ens with Mir e po1i7 in
order to gain Permission to tie into the Minneapolis system. Trustee Christensen
asked that the council set up a committee for the purpose of contacting Twin City
Arsenal Officials in order to determine what could be done to speed up the Process,;
onnec to the Arsenal sewer line. Motion madeiby Achterkirch and seconded b

Mr. Don Bona, Dog Catcher for the village appeared at the request of the council
to discuss dog catching activities in the village. Motion was made by Smith, sec onde
by Achterkirch to meet informally on April lst "to discuss the dog problem and study
the dog ordinance with the possibility of amending that ordinance. 4 ayes to the mot:
Clerk Smith stated that he had contacted the State of Minnesota Public Examirt=
regards to a deficiency in the 1958 Financial Statement, which was'due to'a check
written by a Mr. Donald Skaja in the amount of x'162.00 for payment of a J. P. Fine,
said check written on a bank in which Mr. Skaja did not have an account. In view "of tlij

audit the books in order to clear the 1958 records. Clerk Smith rresented"to the Counc
a form issued by the Public Ezn.mine'' s Office the completion; of rhich Fiould allow audit{
of the Village Records. Approval such audit was denied by the majority o f the
eons. members on grounds that cost of such audit was not warranted in view of =the
fact r that the council' was aware of this deficiency in the 1958 financial stateaent=
steps would be taken to rectify said deficiency. A motion was made by Smith and
seconded b; Achterkirch that the check written by Donald Skaja be turned over to the
Attorney for collection or other legal action. 4 ayes.
A letter received from Northwest Hydro -Gas Co. was read by the clerk wherein it was
stated that this company felt that a license was not needed to set a tank on property
within the village. Mr. Walter Skiba, heating inspector, stated that this company was
not only setting the tanks but also running lines into the houses for hooking up with
appliances. The Deputy Clerk was instructed to prepare a letter to the Northwest
Hydro -Gas Co. advising them that a license is not necessary for setting a tank but if
lines are run from a tank into t house the company must ohto=.n a license from the
Village Office.
It was reported that compsnios 1 1mo:•n as t1 r Till r3 Cesspool Service, the North
Suburban Plumbing Co. and a ono Johnny Herr w,.s conducting cesspool service within the
village without a license. The Deputy Clerk was instructed to write letters to the
aforementioned advising them that if they intend to continue servicing the village a
license must he obtained.
Trustee Achterkirch: read, the Police, report for February, 1059 and it was pointed
out with concern that the juvenile cases had increased noticahly. It was suggested
that the chief ,f police or a police renreser.tative inform the council as to the number''
of cases which were minor and major in nature in order to determine the underlying
cause or causes for this increase.
The Deputy Clerk was instructed to request the five engineers who were tc be

A recommendation from the Planning Committee was received by the Council in regards
to rezoning ofrproperty:froi Residential District "A" to Residential District "B" in the
Twelve Oaks Addition by the Northeast Construction Co. The Planning Committee recommended`
denials of request for such rezoning, reasons for such recommendation contained in the
Planning .Report, ;Case No. C -59 -1, dated February 28, 1959. Motion made by Christensen,
seconded by Achterkirch to accept the recommendation of the Planning Commission to
eny the request for rezoning by Northeast Construction Co. 4 ayes to the motion.
The subject of a payment for a torrence fee, for a walk through easement between
ickson Road and Quincy Street was brought to the at'ention of the council with the
uestion'cif whether said fee s be paid by the builder of that section or by the
Tillage. Motion made by Trustee Achterkirch and seconded by Christensen that the
Tillage pay the $8.00 fee in 'order to alleviate the trouble and expense in compelling
he builder to pay the fee. ayes to the motion.
Motion by Achterkirch, seconded by Christensen to adjourn at 11:10 P.M.
