HomeMy WebLinkAboutMinutes - 1959/03/16?':arch 16, 1959 The special meeting of the Iounds View Village Council was called to order by Mayor, James Gibson at 8:00 F.M. on March 16, 1959, at the Village Ha11, 1450 West Highway 96. The following members were present: Mayor: Clerk: Trustees: James W. Gibson Earl E. Smith Reuben G. Achterkirch Idelford C. Christensen John L. Sullivan ivan and the following were also present: Deputy Clerk: Mary Jean Iiilbrandt Legal Counsel: Richard Meyers Engineer: E. V. Comstock The Clerk read the minutes of the previous meeting. Motion by Achterkircb seconded/a by Sullivan to approve the minutes as read. Motion carried tmanim Mr. McCubrey, representing the State Highway Department appeared. byreques of the council regarding a service drive planned for development along with sways 8 and 10 located north of Highway 8 in the Rice Creek area. I�icCubrey; informed the council he would inquire it the highway Department about the possibility keeping this highway in the State Highway plans and also the possibility of receiving access from the north side of the Arms Plant entrance road into the proposed shopping; area at the junction of IIighways 8 and 10. Mr. McCubrey stated that he or some other representative of the Highway Department would appear at the next council <meet to inform the council of the State Highway Department's decision. Mr. Leonard Babinski and Mr. Donald Babinski appeared before the council requesting information regarding their request for building of multiple dwellings on their property, permission for which was denied by the council on March 2. 1959. The council upheld its previous denial for rezoning request as recommended by the Planning Commission. Motion by Achterkirch, seconded by Smith to refer this request for rezoning back to the Planning, Commission for their recommendations and helpin developing the requesting parties property for multiple dwellings. Motion carried unanimously. Mr. Harold Parson, 7855 Greenwood Drive, appeared requesting permission to divide a 165 foot by 300 foot lot into two lots, each lot to be 82' feet wide. Motion by Achterkirch, seconded by Smith to approve the division of the lot subject to regulations and procedures of the Planning Commission. Motion carried unanimously.` Motion by Sullivan, seconded by Achterkirch to approve a dance license, cigarette`'! license and a 3.2 beer on and off sale license for Rose W. Wagamon at the Meadowbrook Iran. Motion carried unanimously. The progress to date in regards to sanitary sewer was explained to several interested villas citizens by Mayor Gibson. Mayor Gibsc recommended that the contract for radio maintenance be changed from Mobile Rad: Engineering to C. vital Electronics, Inc. lie explained tt under 58 contract with Mobile Rs1io Engineering Co. the village is paying .•6.60 a month for service for an eight hour day. Under the proposed contract the village would pay ,B7.70 a month fora guaranteed service of approximately 14 hours a day from 7:00 A.M. to 9:00 P.M. plus the fact Llat service would be rendered after 9:00 P.M. at the contractor's home in New Brighton if necessary. Motion by Smith, seconded by Achterkirch that the contract with Mobile Radio Engineering not be renewed and a letter written to Mobile Radio Engineering to that effect. Lotion carried unanimously. Motion by Gibson, seconded by Christensen that the village enter into a contract with Capitol Electronics, Inc. for the servicing of village mobile radio equipment, said contract subject to the approval of the village attorney. Motion carried unanimously. Louisville, Hentucky. ,Motion by Gibson, seconded by Smith to purchase File from the Brady— Nsrguila Company with the condition thnt thi file be del i.rrereA tc the Vi l l offi,:4• $300.00 or less, if said file cannot be delivered for amount stipulated, the council will= authorize purchase of the Shaw Walker file from McClain Redman and Schuldt Co. for4304.00. Motion carried unanimously. The purchase of a tape recorder was tabled until tte April 6th meeting. The subject of a zoning ordinance was discussed and tabled until the council has met with the Planning Commission to discuss the proposed ordinance submitted by the Planning Commission to the Council. Motion by Sullivan, seconded by Achterkirch to approve Ordinance Iio. 62, an Ordinance governing the relocation of dwelling units in the Village of Mounds View. Motion carried unanimously. Mayor Gibson asked the council how t ey wished to handle the appointment of an engineer to prepare the sanitary sewer, storm sewer, and water study. Trustee Sullivan stated that however it is handled he would like to make a motion that whatever decision was made the appointment of the engineer be made by a unanimous vote of the council. Motion seconded by Gibson. Smith opposed this motion on grounds that it would be impossible legally or otherwise to hold the council to a unanimous vote. In view of Smith's statement, Mayor Gibson withdrew his second to the motion. Trustee Sullivan said he would also withdraw Lis motion if the council would verbally agree to do the utmost to arrive at a unanimous decision for the engineer. After considerable discussion regarding each engineering firm a verbal ballot was taken and the firm of Comstock and Davis received three first votes, the firm of Orr Schelen 1 first and two seconds, and the firm of Bonestroo and Associates, 1 first and 3 second votes. As a result of this balloting Mayor Gibson made a motion that the firm of Comstock nu Davis be employed to prep:_re a sanitary sewer, store sewer and water survey for lice village. The Deputy Clerk wrs instructed to write letters to the four engineers who submitted proposals thanking them for their consideration. Clerk Smith informed the Council of a practice in Columbia Heights to have Mayor for a D•ay, ;a ;Scout selected by the leaders of the Scout Units. to act as mayor the Village for one day. He suggested that perhap3 it would also be possible to a girl from the Senior Girl Scout Units to govern as Clerk for a day. Motion by Smith. seconded by Sullivan to enter into such a program. Motion carried unanimous Suggestion-was made by Sullivan that Cl Smith prepare a resolution establis the selection of a Mayor and Clerk for a Day.
