HomeMy WebLinkAboutMinutes - 1959/04/0660 April 6, 1959 The :regular meeting of the Mounds View Village Council was called to order by Mayor, James Gibson at 8 :00 P.M. on April 6, 1959, at the Village Hall, 1450 West Highway 96. The following members were present: Mayor: James W. Gibson Clerk• Earl E. Smith Trustees: Reuben G. Achterkirch Melford C. Christensen John L. Sullivan and the following were also present: Deputy Clerk: Mary Jean Milbrandt 1 /egal Counsel: Richard Meyers ngineer: E.V. Comstock Treasurer: Irene Edberg John Koontz, Building Inspector, presented the problem of Mrs. Klibofske, 5046 Fairchild regarding placement of a garage on a corner lot. He requested that the council approve a 'set back from the lot line of less than 30 feet. Motion by Achterkirch, seconded by Sullivan to approve construction of a garage at 5046 Fairchild Avenue. Motion passed unanimously. The Clerk read the minutes of the last meeting. Motion by Sullivan, seconded by Gibson to approve the minutes. Mr. McFadden of the Highway Department appeared by request of the Council in regards to obtaining a service drive on the West side of and running parallel with Highway 8 to serve the proposed shopping center at the junction of Highways 8 and 10 and the sarrouniing area subject to a service road to take care of the aforementioned area. Motion carried unanimously. Mr. McFadden suggested that the Council write a letter to the Highway Department stating this motion. Mr. Arthur Olmstead, 8032 Sunnyeide ltd. appeared before the council regarding the division of lot 98. Motion by Achterkirch, seconded by Gibson to approve the division of Lot 98, Spring Lake Park llillview Addition into two 82.5 lots. Motion carried unanimously. Mr. James Kinne appeared before the Council regarding bill number 1031, the Firemen's Relief bill which is now before the State Legislature. Ni. Kinne petitioned the Council for support of the bill which if p,ssed would give volunteer firemen a percentage of benefits accorded municipal departments in case of accident or death to volunteer personnel. Motion by Sullivan,'seconded by Christensen to approve Resolut_on #21 and issue a letter to Mr. Kinno acknowledging support of the Mounds View Village Council. Motion carried unanimously and a letter issued to Mr. Kinne. Mr. Donald Babinski appeared regardin the re oninc of the property known as Lots 1 through 8, Block 6, Tuelve Oaks 2nd Addition. The Mayor stated he would contact Mr. Conde, Clerk of Spring Lake Park, to set up a meeting as soon as possible between the two village councils. Motion by Gibson, seconded by Smith to purchase the Stenorette tape recorder with necessary attachments. Motion carried unanimously. Trustee Christensen and Mayor Gibson to investigate and recommend which village roads require. patching. Said recommendation to be received at the April 20th council meeting. The police report for March, 1959 was read by Trustee Achterkirch. The matter of a title guarantee search was brought to the attention of the Council by Attorney Meyers. Attorney Meyers will check with the Arden Hills Village attorney to determine if they would concur with an Attorney General's opinion regarding the sale of the Village Hall and inform the Arden Hills Village Council that Mounds View Village will not pay more than 5C of the fee for the title guarantee search. Attorney Meyers to draw up a Resolution amending original resolution regarding conduct of Village Council meetings to include a regular meeting on the third Monday of the month. Attorney Meyers to check Ordinance #62, regarding the moving of buildings into the Village with the Building Code and Ordinance #48. The no burning order was rescinded and all burning confined to the present ordinance. The matter of rezoning the Ray Skiba property was brought to the attention of the Council. The Mayor will inform Paul Rybak that the council can take no action on the rezoning of the Ray Skiba property until a formal application is submitted. Motion by Gibson, seconded by Achterkirch to arnrove the following licenses: Garbage Collector's Licenses for J and W Pick -up Service, Boyer Garbage Service, Robert Nixon, Philip Perron and Twin City Disposal Service. Contracting Licenses: 110, United Roofing and Const. Co.; 111, Swanson and Schiagger; 112, United Builders, Inc.; 113, D. W. Harstad Co., Inc.; 114, Ace Heating Co. Motion carried unanimously. The.
