The regular meeting of the Mounds View Village Council vas called to order by
Mayor, Jawed Gibson at 8:00 P.M. on April 20, 1959, at the Village Hall, 1450 West
Highway 96.
The following members were present:
Mayor: James W. Gibson
Clerk: Earl E. Smith
Trustees: Reuben O. Achterkirch
Melford C. Christensen
John L. Sullivan
and the following were also present:
Deputy Clerk: Betty Walbridge
Legal Counsel: Richard Meyers
Engineer: E.V Comstock
Treasurer: Irene Edberg
A hearing on the rezoning' of the Babinski property in the Twelve Oaks Addition was
opened. Mr. Crane, chairman of the Planning Commission, read the report submitted by
the Planning Commission in regards to their findings which recommended denial of the
request for rezoning. After much public discussion lasting approximately an hour and a
half, a standing vote was taken from the affected area. Ten people voted for the rezoning,
14 people voted against it Prom the balance of the village 3 people voted for the
rezoning 4•citizes voted against it It was explained by the mayor that a petition is
on file from Mr. abinski showing 50 signatures of citizens living in the 'immediate area
of the property to be rezoned approving this rezoning. Motion by Smith seconded by
Achterkirch that the Babinski property be rezoned as Glass B residential. Achterkirch,
Smith and Gibson aye; Christensen and Sullivan nay. Notion carried.
Motion by Gibson seconded by Achterkirch that the Babinski property be subdivided
into 100 foot frontage lots only. Motion carried unanimously.
Motion by Sullivan seconded by Smith that a letter be directed to the building
inspector that no permits be issued for building on the Babinski property until the plat
has been approved in accordance with 100 fort frontage lots. Motion carried unanimously.
Motion by Gibson seconded by Smith that before building permits are issued for building
on the Babinski property that soundings be taken in accordance Izith the state code.
Motion amended by Sullivan to read that a letter be directed to the building inspector
that before issuing a builders permit on the B abinski property he should be furnished
evidence that such soundings have been taken by Twin City and a copy of such
evidence be placed on file in the clerks office. Motion and amended motion seconded
by Christensen. Notion carried unanimously.
The reading of the minutes of the last meeting was suspended until May 4th council
meeting.
Mr. Birong appeared before the council in regards to the impoundment of ti dog.

public nuisance by Mr. Birong's neighbors and that tl dog les been picked up several
time ne r his master's house. Lotion by Smith seconded by Gbson t ?:at tl:e impoundment fee

Sullivan nay. notion carried. On Wednesday, April 79 at 7:70 P.M. tta council will >^net
at the village hall and discuss the dog situation.

Mr. Hellerstedt appeared before the council in regards to rezoning of a piece of
property in the triangle between Highway 8 and Highway 10. Part of this property in
Section 17 and part in Section e. Property in vestion is owned by. Mr. Raymond Skiba
and Mrs. Claudia Skiba and is zoned farm residential at present time. Mr. Hellerstedt
wishes to rezone this area as industrial. "Petition for rezoning referred to the
Planning Commission.
Report by Christensen on village roads which require patching. Christensen moved
that tha following roads be patched part of which will be completed with state funds.

Bronson Drive from Quincy Street to Adams Street
Pinewood Drive from Quincy Street to Jackson Drive
Croveland Road from County Road J to Bronson Drive

Irondale Road from County Road H to Woodale Drive
Seconded., by Smith and carried unanimously.
Mr. -and Mrs. White again appeared before the council in regards to building a
trailer court behind the Skyline motel. Mr. Crane, chairman of the Planning Commission,
presented a planning commission report recommending denial of this request. Motion
by Sullivan seconded by Christensen that the council concur with the recommendation of
the Planning Commission and deny use of the property in question for a trailer park or
for parking of trailers. Motion carried unanimously.
Motion b>r Gibson seconded by Smith for accentance of an agreement in form and
content only for services with the engineering firm of Comstock and Davis for Stage 1
of the agreement upon acceptance and approval of the loan of our application by the
House Rome Finance Aeency stating such motion. This agreement will be forwarded to
the House Home Finance Agency in Chicago stating that we will enter into this
agreement. Motion carried unanimously.
Motion by Gibson and seconded by Smith to rescind an action of the village
council on March 16, 1959 governing the relocation of dwelling units in the vi llege
of Mounds View due to a previous motion parsed by the township hoard. Motion carried
unanimously.
Motion by Achte_kirch seconded by Christensen to adopt Ordinance 62, regulating
the re— location of dvrelline units in the village of Mounds View.
Recommendation received from the chairman of the Police Commission that tre council
raise the salary of Officer Grabowski-, cut the salary of the Police Chief, and leave
all other police salaries at their present amount. This recommendation was contested
by Trustee Sullivan and Clerk smith as detrimental to the service rendered by the Police
force. ration then made by Smith that we raise Crebo'•rski's salary from 250.0G to 2100.00
per month, other officers remain at the present salary rate and the chief's salary be
raised S1O.00 which is presently the same as Oergeant h obertue. Motion lost for lack
of a second.
It was pointed out that pursuant to the meeting of .July 15, 1959 Chief Jblm Cch
was given six months to move into the vi'l.ege at e' ice -H me ee would ee nePointed

Motion by Smith seconded by Sullivan that a hill presented to the village by
Mobile Engineering be disallowed in the amount ,of >$62.10 due to the fact that S48.0f
w charged for replacing a tube in the radio and that rendition of proper claim only
will be considered. Motion carried unanimously. C} for Mobile Engineering was
declared void.
The council then proceeded to the auditing of accounts, bills and demands against

Motion by Achterkirch that we go on sheriff's answering service as of July 1st,
seconded by Sullivan. Ilotion carried unanimously.
