Gibson at 8 :07 P.M. on October 20, at the Village Hall, 1450 West Highway 96. The following members were present: Mayor: Clerk: Trustees: Legal Councel: Deputy Clerk: Treasurer: James W. Smith Melford C. :.Tistensen Donald Hodges P,erry Malvin Richard Meyers Betty Walbridge Irene Edberg The minutes of the meeting of September lst, 1959 were read and the following corrections made thereto: The request for a trailer sales at the corner of County Road H2 and Highway 10 to be given to the Planning Commission for a report at the nest Council meeting on August 4, 1959. In the fourth paragraph on the second page the word unanimously should be.strickeu. Motion by Hodges, seconded by Malvin to approve the minutes as corrected. Motion carried unanimously. The, minutes of the meeting of September l5th, 1959, were read and the following corrections made thereto: in regards to the budget it ahould be shown that $44,000 is the amount of money requested from tax revenue and not the official total for the 1960 budget which is actually $60,444.60. Motion by Christensen, seconded by Hodges to approve the minutes as corrected. Motion carried unanimously. The minutes of the Meeting of October Gth, 1959, were read and the following corrections made thereto: in the last paragraph on Page 1, it should read that Mr. Groberg conform to the building code and regulations of the State Health Department governing sanitary facilities for multiple dwellings. Motion by Christensen, Secondee by Malvin to approve the minutes as corrected. Motion carried unanimously. Motion by Smith, seconded by Hodges to approve the sub division of Lot 76 Spring Lake Park Hillview Addition. Motion carried unanimously. A Planning Commission and Council meeting designated to be held October 27, 1959. Motion by Christensen, seconded by Malvin that Allan Crane be ap- J ointed to investigate and'arran_e a meeting with officials of the High ay Department and the Council together with .members of the Planning Commission to present the Village Thoroughfare plan to the Highway De- partment Officials Motion carried unanimously. Motion by Christensen, secnndecl by Nalvin to issue a special use permit for the service station on the corner of Spring Lake Park Road and Highway 10 and Pleasant View Drive and Highway '0. The Clerk presented the following licenses to the Council for approval: Beaudry Plumbing Heating Company, new sewer contracting license Robert P. Mrs. Alice Frits reported on the activities of the recreation com- mittee. Mrs. Frits stated that it was re'onr:ended that warming houses be placed at the skatin,r rink sites. c:.nith to chock with Major Watts at the arsenal in regard to some of the buildin5 there that could be pur- chased and used as warmin:r houses. r. The final pla re- ferred to the Planning Commission and the Engineer for checking and a report at the November 3rd meeting. Chief of Police John Robertus appeared before the council and presented a recommendation to hire Dale Pierce as a new patrolman. Chief Robertus stated that Mr. Pierce's qualifications are, good and recommendations high. Meeting at 7 :00 P.M. at the village office, 5499 Adams Street, Monday night, October 26 to discuss the appointment of a patrolman. Persons-living in the Village of Mounds View who wish to make ap- plication to the Police Department may appear at that time and talk to the Chief of Police, Council and Police Commission. Chief Robertus presented some suggestions which included chang- ing the speed limit from 35 miles per hour to 30; miles; per hour on Groveland from Bronson to County Road J and post the required speed limit signs thereon, place a stop sign on Sherwood at Groveland and on Sherwood at Eastwood and place a dead end street sign ca Fairchild County Road H. Motion by Gibson, seconded by Malvin to place a 30 mile an hour sign on Groveland from Bronson to County Road J, on Sherwood at Groveland, on Sherwood at Eastwood and to place a Dead End sign on Fairchild at County Road H. Motion carried unanimously. In regards to the Burninu Ordinance presented by Mayor Gibson the courcil advised Mr. Gibson that upon the next meeting of the Municipal Officials Association on October 28, he stated that the present Burn- ing Ordinance in *ffect by this Village incorporates most of the features of the new burning ordinance and that if the association so desires we could amend our present ordinance to include desired amend- ments. The matter of the Well Ordinance tabled to next meeting. Trustee Christensen and Allen Crane to give a corrected copy of the procedures for building permits, sub- divisions, etc., to the deputy clerk for printing. The zoning ordinance will be discussed on Tuesday, October 27 at 8 :00 at 1450 West Highway 96. Motion by Christensen, seconded by Smith to approve the water re- port submitted by Comstock Davis for the V;lla7e of Mounds View. Motion carried unanimously. The following resolution was presented to the Council: RESOLUTION DETERMINING THE NECESSITY AND`EXPEDILINICY OF BORROWING MONEY AND ISSUING BONDS FOR WATERWORKS IMPROVEMENT PURPOSES: AND CALLING AN ELECTION THEREON. BE IT RESOLVED BY the Village Council of the Village of View, Minnesota, as follows; That it is hereby found, determined and declared that it necessary and expedient for the Village to borrow mo an d issue its general obligation, negotiable coupon bonds for the purpose of providing funds for the constrtic tion of a waterworks system for the Village. That a special election is hereby called to be held in for the Village of Mounds View on the p o f whether the Village should borrow money and issue its bonds for the purpose of acquiring and constructing a waterworks system for the Village. Said election shall be held at the time and place specified in the form of notice hereinafter contained, and the Clerk is hereby authorized and directed to cause notice of said election to be given by publishing the same in the official newspaper at least once not later than one week prior to the election, and `by posting copies of said notice at the polling places and at three other public and conspicuous places within the Village at least ten (10) days prior to the date of said election. Said notice shall be insubstantially the following form: NOTICE OF SPECIAL ELECTION MOUNDS VIEW, MINNESOTA December 8, 1959 NOTICE IS HEREBY GIVEN That a special Village election has been called to be held in and for the Village of Mounds View, Minnesota, On_December 8, 1959, between the hours of 6 :00 A.M. o'clock and 8 :00 o'clock P.M. at which time all qualified electors of the Village of Mounds View may cast their ballots on the f'nilowing proposition: "Shall the Village of Mounds View, Minnesota, be authorized to borrow money and issue its general obligation bonds for the purpose of providing funds to acquire and construct a waterworks system for the Village at an estimated cost of 3 to furnish water to the Village and its inhabitants The polling places for said election are as follows: Precinct Precinc PRECINCT Number t Number Precinct Number 3 Dated, YES NO Road H2 10/20/59 Messiah Lutheran Church, County and Knollwood ]?rive. (6) This Council shall meet immediately upon the close of the polls for the purpose of canvassing the election judges returns and declaring the results thereof. Hodges, Smith, Malvin, Gibson, aye; Christensen, aye, if the paragraph so stated on the ballot will be changed within legal possibilities to the extent that no one can possibly construe the statement to mean they will get water in their house if said bonds are issued. Motion carried unanimously.
