COUNTY, MINNESOTA CJO12G November 17, 1959 The -egular, meeting of the Mounds View Village Council was called to order by Mayor times W. Gibson at 8:05 P.M. on November 17, 1959 at the Village Hall, 1450 West Highway 96. The following members were present: Mayor: James W. Gibson Clerk: Earl E. Smith Trustees: Melford C. Christensen Donald Hodges Perry Malvin Deputy Ole*: Betty Walbridge Legal Counsel: Richard Meyers Village Engineer: C. V. Comstock Treasurer: Irene Edbarg The minutes of the November 3rd meeting was read. Smith stated that it was the intention that his motion raise the starting salary of all patrolmen to $75.00 per month not only for Mr. Pierce. Moved by Malvin, seconded bpr Hodges for approval of the minutes as corrected. Motion carried. Smith reported that a resolution was necessary for the 1959 tax levy according to the 'County Auditor. Motion by Gibn, seconded by Hodges that a resolution be prepared and forwarded Ito the County Auditor requesting a levy of $44,000.00 for the general fund under which $1,000 allocated for Civil Defense expense as requested by the County Auditor, and that the amount owed by the village for PERA expense not be included in this tax levy but paid by the village from its general fund. Motion carried. Letter was presented by Smith from County Engineer for snow plowing request. Mayor Gibson stated this had been taken care of, Motion by Smith, seconded by Malvin that we publish the official proceedings of the Mounds View Village council. Motion carried. Mr. Crane, chairman of the Planning Commission, reported on the planning meeting which was held November 10, 1959. Deputy Clerk to write a letter to Lorraine Stromquist, Arden Hills clerk, to reserve every Tuesday night for the village of Mounds View. Mrs. Peterson, 2277 Knoll Drive, complained to the council in regards to being undully critized by neighbors that she had reported the dog belonging to Mr. and Mrs. Richard Smith, 165 Knoll Drive, to the dogcatcher causing the dog to be locked up. Clerk Smith stated that investigated the case and obtained the name of the complaining neighbor from the dogcatcher. Lth instructed to write a letter to Mr. and Mrs. Richard Smith and Mrs. Ames in Mrs. Peterson's .neighborhood giving the facts but not to reveal the true complaintant's name unless demanded by the injured party. Mr„ George Guntafem re uestcd the division of the north 4- of Sub Division 89. Referred to Planning Committee. Attorney Meyers reported on the tax anticipation certificates regarding snow plowing and other maintenance in the village. Mr. Meyers reported that certificates could not be issued due to the fact that the village has not been incorporated for three years. Proceedings of the Village Council Cd0127 Page 2 Attorney Meyers reported that the council could now issue liquor licenses and that to place the liquor question on the ballot such could only be done by petition. Mayor Gibson read the amendments to our present dog ordinance. Motion by Smith, seconded by Malvin to table said amendments until it can be read by the council. Motion carried. Motion by Smith, seconded by Christensen that information concerning tax forfeited lands given to the Planning Commission for further study to determine if such lands are usable f the village or should be offered for sale by the village publicly. Motion carried unanimously. Walter Skiba, heating inspector, reported on an arrest which was made at a house on Ridge Lane, in violation of the building code, said violation be heard in the Justice Court Thursday evening. Motion by Christensen, seconded by Smith in view of the recommendations from the Village Engineer regarding building on Lots 13 and 14 on Bronson Drive that the four lots in question be red tagged and no building permits issued until provision for storm. water is properly taken care of. Motion carried. Mayor Gibson read bids for the sale of the 1956 Ford police car. Motion by Smith, seconded by Gibson to accept the first bid of 1450 from Ernest W. Gertzen 6521 Central Avenue H.E. and said money to be placed in the Civil Defense account to be held in escrow and to be used with other future monies for rescue unit for the Civil Defense. Motion carried. Letter to be written to all parties who submitted bids on the police car. Mrs. Alice Frits reported that the rinks to have warming houses was to be changed from Oakwood and Hillview playgrounds to Oakwood and Lambert playgrounds. The house on Oakwood has been started and the other will be built starting December 1. Clerk Smith inquired as to who the men were that Mayor Gibson has been meeting with. Mayor Gibson stated these people were looking at some property in the village of Mounds View for industrial purposes. He stated he could not at the present time say who the people were or where the property is they are interested in. Motion by Christensen, seconded by Gibson to set up a committee to handle the prospects of business to come into the area and committee to consist of Chairman and vice chairman of Planning Commission and the members of the council and any members that the party may decide upon. Seconded by Gibson and upon a discussion the second was withdrawn by Gibson. Motion amended by Christensen to read committee to consist of Chairman and Vice Chairman of Planning Commission and Mayor and one member of the council b meet with people who are interested in starting business in Mounds View. Amended motion seconded by Smith. Motion carried.
