Comstock Lester Knutson The regular meeting of the Mounds View Village Council was called to order at 8:03 P.M., March 14, 1960, at the Red Oak School, Sherwood Road and Red Oak Drive, Minneapolis 21, Minn. The minutes of the regular meeting of February lot, 1960 were read and corrected to read as follows: Fourth paragraph stating motion by Crane that Mr. Kenneth Kinstler be appointed to the Lakeside Park Committee. Upon question by citizens present and the council regarding the fact that Mr. Kinetler may not be able to attend many meetings, Mayor Crane withdrew his motion and the appointment was tabled until next regular meeting. The remainder of the fourth paragraph to become a new paragraph and to read that Mr. Stole, Chairman of the Planning Commission requested the council set a date for a rezoning hearing. Motion by Christensen, seconded by Hodges that the date of said hearing be set for February 23, 1960, 8 :00 P.M. at Edgewood Jr. High school. 5 ayes, motion carried. The minutes of the special meetin/ eld February 25, 1960 were read and the second paragraph stating the boundaries for the installation of water laterals in the Twelve Oaks area corrected to yeas as follows: The area lying north of County Road H; east of Fairchild Avenue, South of County Road H2 and west of Edgewood Drive and extension thereof to County Road H, said plans to be prepared only for those platted properties within this area. The Recreation Committee submitted an amended budget of $4,930.00 to the council showing the needs required for the recreational program for the remainder of the year. Motion by Crane seconded by Malvin that said budget be approved. 5 ayes, motion carried. The subject of forming a Park Board Commission was reviewed and the Attorney directed to investigate the formation of such a commission. Motion by Crane, seconded by Christensen for approval of the following appointments to the Recreation and Park Committee: Term to expire December 31, 1960 Glen :likre and Earl berry. Term to expire December 31, 1961 Florence Peterson and Bud Eiblings Proceedings of Village Council. 3/14/60 CuL:.;i3 Tern to expire December 31, 1962 Alice Frits, chairwoman Henry Dyslin Marilyn Dawson Upon the call of roll all members voted aye and *o.otion carried. Motion by Crane, seconded by Hodges that Kenneth Kinstier be appointed to tho Lakeside Park Commission and also as a member of the Recreation and Park Committee. 5 ayes, motion carried. Attorney keyers reported that a deed had been prepared for the Babinski Park dedication for 6 acres of land and that action could be taken on this within the near future. Motion by Christensen, seconded by Malvin for approval of Prefab chimneys for use by builders in the village as requested by the three manufacturer's agents last November and shown in the minutes of that meeting. 5 ayes, motion carried. Mr. William Reimer, 7850 Greenwood, requested a building permit for an addition on his house which requires a setback varrianco. Motion by C ±anei seconded by Hodges that the Building Inspector issue said permit to William $elmer upon his presentation of a letter to the Building Inspector showing approval from the adjoining neighbors. 5 ayes] motion carried. The Police Report for February, 1960, was read by Clerk Smith, contents of said report on file in the Police Office. Clerk Smith read a letter from Police Chief Robertus regarding traffic problems and hazards within the village. Mayor Crane to take action necessary and report such to the proper authorities. Mrs. Sullivan brought to the attention of the council that protection is not afforded the village in the early morning hours at Highways 8 and 10 and at ether vital points within the village at the time when school busses are in operation. Said matter to be investigated by the council for a solution to this problem. Clerk Smith read a letter from Mrs. Luff tendering her resignation as the Civil Defense Co- Director. Mr. Ballenger stated that he did not have someone in mind as the new Co- Director at this time but is trying to find someone to take the appointment. Mayor Crane suggested that anyone desirous of this appointment notify tho Clerk's Office so that the vacancy can be filled fairly soon. Mr. McCubrey and Mr. McFadden representing the Highvay Dept. appeared before the council requesting approval of the Highway plans for T.H. #10. Mr. Foley, owning Land on :;ighway In stated that the present plans for rebuilding of Highway #10 has been in existence since 1942 and he wanted to ascertain whether it was true that construction for said highway would be accomplished this summer. He was assured that this w-s c Said Highway plans Proceedings of the Village Council CJUD14 3/14/60 were then approved by the council amending a previous motion for a crossover to be included on the plans, and that such crossover be completes -t the time that the need for such crossover is apparent. Resolutions No. .:9 and 30 were read by Clerk Smith which covered the rossover ogreenent and provisions concerning the construction o` Tail. #62 renumbered as T.H. #10. Motion by Crane seconded by Malvin that the Village issue private liquor licenses and the attorney be directed to prepare an ordinance for tho issuance and control of such licenses. Hodges, M.ivin, Smith and Crane, aye; Christensen, no. Motion carried. Mr. Lee Hetrick submitted plans to the council for a Trailer Repair and Parking on Highway #8. The council suggested that said plans be presented at the Clerk's Office for official filing and from there forwarded to the Planning Commission and Engineer for study and recommendation. Mr. Kinne, the Mounds View North Suburban Hospital District Representative, appeared before the council to explain the forth- coming election to be held April 12, 1960 for the purpose of electing the permanent hospital board members. Clerk Smith read the instructions regarding the election and pointed out that accord- ing to these instruction,, the village could have one election district or maintain the three districts now in existence for this election. Motion by Malvin, seconded by Crane that the three polling districts be used for the hospital election. 5 ayes, motion carried. The subject of the new pinns submitted by Mr. iallace Groberg for the building of 2 apartment buildings and additional buildings on County Road 1 near the junction of Adams Street, was referred to tho Planning C mmission, Village Engineer and Village Attorney for study. Trustee Christensen brcught to the attention of the council the necessary placement of rn_d limit signs in the village. Motion by Christensen, seconded by 'Kedges that a letter be forwarded to the County Engineer requesting such signs be placed throughout the village as s_on as possible. 5 ayes, motion carried. Motion by Malvin, seconded by Smith th^.t the Village Attorney take action necessary for the purchase of the 1 -and for the construction of the well and tank for Project number 60 -1. 5 ayes, motion carriod. The attorney and engin..er were olsc directed to prepare a letter to Mr. 'lallace Groberg outlining the various reasons for the denial of building permits on Br -nson Drive. Mr. 'latter Skioa., Village inspector, brought to the attention of the council that s sh:uld b:, one t7) step construction of shallow wells in the village and suggested that the villa go amend the Ordinance in question ^nc? that -'11 wells hereafter be of a depth of 60 feet. Notion by Christensen, seconded by Crane, that from this date all wells be at least 60 foot in depth and Proceedings of the Village Council. 3/14/60 0J0015 that a chemical analysis of the well be furnished to the inspector before using such toll. Christenson, Hodges, Crane and Smith, aye; Malvin, no. Motion carried. Motion by Hedges, seconded by Malvin that an expenditure be allowed for payment of University Short Courses for the council, police department members and Treasurer. 5 ayes, motion carried. Several citizens brought a complaint to the council that use of the Red Oak School on Monday nights by the Council for meetings would bring a hardship on the Scouting program which has boon using the sohool on these nights. It was suggested that the council try to obtain another night and /or another schoolfbr this purpose. Motion by Christensen, seconded by Smith that the Mayor write a letter to the School Board requesting the use of Edgewcod Junior High School requesting a Mon evening for Mounds View Village c council meetings with such meetings to be held without charge to the village. 5 ayes, motion carried. Motion by Christensen, seconded by Smith that the sub division of a lot on Eastw ad Drive, submitted to the council by Mr. George Gustafson, be approved subject to a 30 f7 dedication on roar of said lot. 5 ayes, motion carried. Motion by Crane, seconded by Christensen that the council meet tith the Suburban Sanitation. Corporation for a study of the sanitation conditions by that corporation. Meeting to be held at 7:30, M-.rch 21, 1960. Crane, Christensen, Malvin and Hodges, aye; Smith, no. Motion carried. The attorney was directed to investigate and prepare necessary papers requiring all Contractors and subcontractors to submit a performance bond to the village at time of application for their license and that the attorney •^1so prepare some type of Certificate of Occupancy for use by the Contractors showing the house has received a final inspection and meets all code requirements of the village before house can be occupie._ by purchaser. The subject of the Bicycle Ordinance was brought to the attention of the council by several citizens. Motion by Crane to table said ordinance. Members of the council felt that the Ordinance should not be tabled as it had been read at a previous council meeting and studied by the cc.uncil. Mayor Crane then withdrew his motion. Motion by Christensen, seconded by Smith to adopt the Bicycle Ordinance as prepared by the attorney. Christonsen and Smith, aye; Crane, Hodges, and Malvin, no. Motion lost. Motion by Crane seconded by Malvin that the Police officers study the bicycle situation in the villaoc for the remainder of the year and report their findings and recommendations at the first meeting in December 1960. 5 ayes, motion carried. Motion by Crane, sec by Christensen that Mr. Glen Dawson, Mr. Jerry Blanchard r.nd 14 r. Robert Eikstadt be appointed as a three Proceedings of tho Village Council 3/14/00 'JUU.;1U man Police Commission with Mr. Eikstadt as chairman. 5 ayes, motion carried. Clerk Smith read the 1959 Financial Statement nd requested that the council set aside one or twl nights to audit the b -eks. Notion by Crane, seconded by Christensen, to audit the financial records on the 28th and 29th of March. 5 ayes, motion carried. Motion by Crane, seconded by Cmith that t::: rtncy received from the sale of the Village hall tcl Arden Hills remain in escrow and treasury bonds be purchased as each current treasury bond matures. Motion by Crane, seconded by Hodges that the following licenses and checks be approved: Cigarette license to Dale Marsland, Goo. Sedgwick Heating and Air Conditioning Co. new heating and Gas Fitters license, Robert B. Haddon, rexewal of well drilling license, and iiluck •2 Stegora, new plumbing contracting license.
