Present were: Mayor: Clerk: Trustees: Attorney: Engineers: Fiscal Agent: Allan B. Crane Ea. Smith Melf o C. Christensen Donald Hodges Perry Malvin Richard Meyers C.V. Comstock Lester Knutson Ahl! and Mann CLIOC The minutes of the regular meeting of March 14, 1960 'were read and corrected to read as follows: The minutes of the rear meeting February 1 and approved motion by Hodges seconded by Malvin to approve the minutes as read; 5 ayes, motion carried. The ainutlss of the special meeting held February 25th, 1960 add motion by Crane seconded by Christensen for approval of the minutes; 5 ayes, motion parried. Motion by Malvin, seconded by Hodges to approve the minutes as corrected. 5 ayes, motion carried. Clerk Smith brought to the attention of the council that the sPecial that the special meeting of March 28, 1960 was not adjourned upon its recess on that date due to further business concerning the water which may be held by the council. Smith moved, Christensen seconded to adjourn special meeting of March 28, 19 5 ayes, motion carried. The meeting was recessed at 8:06 P.M. ii- order to conduct the hearing for the installation of municipal water i_n the village. The regular meeting was again called to order at 8:43 P.M. and the minutes shall show that there were no formal objections registered at the water hearing. Motion by Hodges, seconded by Malvin to adopt the resolution on `viaterworks Improvement #1960 -2. 5 ayes, motion carried. Milton Stole, Chairman of the Planning Commission, reported on a meeting held by that Commission on Tuesday, March 29. Mr. Stole stated that the commission has received a request for construction on County Road I at the junction of Adams Street by Mr. Groberg; a request for the building of a service station on property owned by Mrs. Bacon near Highway #10; and a request from Mr. George Peterson by Mr. Lee Hetrick concerning the building of a trailer service and sales unit on Highway #8. He stated that the above requests would be considered at the next meeting by the commission Proceedings of the Village Council C j0021 Page 2 Arid reported on at the next council meeting. After some discussion on the amended et by Crane, seconded >by Christensen that the amended budget be for the total yeas' of 1960 'and that anything spent thu far f r b i ncluded in that figure. Motion ,by Hodges, seconded by Smith to table the amended budget for further study by the `council and report at tae next meet ing 5 ayes, motion carried. The subject of the preparation of an ordinance for a ra Board Commission was discussed and the attorney i.nstruc�ed t draw up proposed ordinance covering the formation of the Park Board Commis A report by Mr. Kenneth Ballenger, of the Civil Defense organisation was given to the council that they had found a truck which could be used for a rescue unit and requested the council take action for the purchase of said truck. Clerk Smith pointed out that a meeting of the council and the Civil Defense organization ha: been, held at the Village office and that the council had e ven tentative approval at that time of the truck and that the Civil Defense unit should select the type required and -)turn a report at a future council meeting. Motion by Smith, seconded by Crane that the truck in question (a 1951 Ford Vanette) be purchased by the Village only aftev a suitable mechanic's inspectio' is made on said truck and a report returned to the council indicating such inspection had been made. Upon call of roll Smith, Christensen_. n-J, and Hodges, aye; Malvin, no; motion carried. A report was given by Mr. Piehowski, the Village Building Inspector, that application for a building permit was requested by the Mueller Bros. and that the council should determine whether a permit should be issued on said property in lieu of the precious actions taken in regards to the Mueller property. Motion by Christensen, seconded by Smith that the building inspec'-r be instructed to withhold any permits on the Mueller p until a subdivision of this land is filed with the clerk ar_a necessary steps be taken to approve said subdivision and recorded at the county courthouse. 5 ayes, motion carried. A Mr. Braaten appeared before the council recjue; t ng sub- division of a lot and the building of a second houso on cno let to house aatiqul cars. Mr. Braaten directed to appear at the Clerk's office for formal filing of said request. Proceedings of the Village Council CuU .22 Page 3 Mr. Floyd Madsen appeared before the council to request a building permit for building on a lot located on a half street at the intersection of Sherwood Drive beyond the junction of Edgewood Matter directed to the Attorney for investigation. Mrs. Bak appeared before the council in regards to a subdivision of her property. Mrs. Bak referred to the Clerk's office for formal filing of her request. Mr. Eikstadt, of the Police Commission, Chairman, appeared before the council as suggested in regard to amendment of Police Commission ordinance. After a lengthy discussion by citizens and the council the ordinance and amendments thereto tabled for study by the council. Clerk Smith read a letter from Mr. William B. Randall concern- ing the purchase of police vehicles after 50,000 miles of service by a vehicle. Said letter suggested that all vehicles after reach- ing 50,000 miles of service be put out of service and new vehicles purchased. Action on letter from Mr. Randall tabled for discussion by the council. After a discussion concerning the hiring of another policeman to support the force during vacation periods and to strengthen the department so that more hours could be covered under police protection, Clerk Smith moved that Mr. Schaffhausen, a former village policeman, be rehired for this job as approved by the Chief of Police in a discussion with Clerk Smith previously. No second was made to the motion and motion lost. Motion by Crane, seconded by Malvin. to table the subject of rehiring another officer until study can be made by police commission and council. 5 ayes, motion carried. The subject of the liquor ordinance was brought to the council and motion by Malvin, seconded by Hodges to adopt the liquor ordinance as prepared by the attorney. During the discussion concerning the ordinance Mayor Crane stated that he would like to change the ordinance to read issuance of five off sale licenses instead of the eight mentioned in the ordinance. Trustee Hodges agreed to withdraw his second to the motion and Trustee Malvin withdrew his original motion. Motion by Crane, seconded by Malvin to change the liquor ordinance to read five off sale licenses instead of eight as originally stated. Upon the call of roll Hodges, ralvin, Crane, aye; Christensen and Smith, no. Motion carried. Motion by Malvin, seconded by Crane to adopt the liquor ordinance. Upon the call of roll Malvin and Crane, aye; Christensen, Hodges, and Smith, no; motion lost. Motion by Christensen, seconded by Hodges to table the liquor ordinance for further study and} discussion by the council. Malvin, Hodges, Christensen, Smith, aye; Crane, no; motion carried. Clerk Smith brought to the attention of the council that Precinct #3 in the election to be held on April 12 for the hospital members at present had been setup so that three members from the same party was scheduled to work. Smith stated that this was in conflict with th a ±a t lure and that L aaaa% t7ni person would have to be taken from that schedule. Motion by Crane. seconded by Hodges that two council meetings 4 month be scheduled in order to adjudicate ar,much business as possible in two shorter meetings. Upon the call of roll Hodges, Crane and Malvin; aye; Christensen and Smith, no. Motion carried. Motion by Crane, seconded by Malvin that the second meeting of the Month be held on the fourth Monday of each month. Upon the call of roll Crane; Malvini Hodges, aye; Christensen and Smith, no; motion carriedi The subject of a fire marshall appointment in the village was brought to the attention of the council by Mayor Crane and motion;by Smith, seconded by Christensen to table said appointment until the next regular meeting of the council after council discussion. 5 ayes; motion carried. The subject of obtaining land for the site of the municipal well was discussed by the attorney and motion by Crane, seconded by Christensen that the attorney start condemnation proceedings on seven acres of the O'Connell tract for the well site; 5 ayes, motion carried. The subject of a light and a petition therefore to be located on the corner of Sherwood Drive and Sunnyside Road was brought to the attention of the Council by Trustee Malvin on behalf of the residents of that neighborhood. Motion by Smith, seconded by Hodges that a light be placed on the corner of Sherwood and Sunnyside Road and that the Northern States Power Company be notified of such action. 5 ayes, motion carried.
