Smith Mel±'ord C& Christensen Donald Hodges Perry Malvin Richard Meyers C►V, Comstock Lester Knutson Mr: Mann 0,4 3033 The minutes of the regular meeting of April 11, 1960 were read& Motion by Malvin, seconded by Hodges to approve the minutes as reads 5 ayes, motion Carried. The minutes of the special meeting of March 28# 1960, were read. Motion by Christensen, seconded by Hodges to approve the minutes as read. 5 ayes, motion carried. The minutes of the special meeting of the village council on April 14, 1960, were read. Motion by Christensen, seconded by Hodges to approve the minutes as read. 5 ayes, mntinn rarriAdt Motion by Smith, seconded by Malvin to accept the following ids as low bids on Project No. 1960 -1: Thein Well Company as low bid on well: Chicago Bridge and Iron Company as low bid on tank construction; and Peter Lametti Sons, Inc., as low bid on construction of mains. A report was given to the council by Trustee Christensen concern. ing the municipal sewer committee meeting held at the Brooklyn Park fire station on May 4, 1960. It was stated at thts meeting that engineering problems were being investigated and that other than that not too much progress was being made at this date. The subject of the purchase of a tractor to be used by the village in connection with the water program and the recreation committee in connection with the mowing of grass on the ball diamcnds was brought to the attention of the council and that the engineer was presently studying the needs and the type of tractor required and that specifications would be presented to the council within a short time. Village engineer stated that the question of the type of water hydrants to be used and installed by the contractor when the mains are installed would have to be settled by the council. The subject of water hydrants was tabled until further investigation and study by the council, Proceedings of the Village Council 0,0C34 5/9/60 A Planning Committee report was given to the council regarding the sub division by Mrs. Bak and that it was recommended said sub- division be approved. Motion by Crane, seconded by Malvin for final approval of said sub division. 5 ayes, motion carried. A Civic Center Committee report was given to the effect that no action had been taken by this committee as yet. It was stated, how- ever, that Mr. McClure was preparing architectural plans for this center and that plans would be forthcoming within the near future. The subject of the Industrial Development Committee was discussed by the council and tabled for further action. The subject of the zoning ordinance was brought to the council by the attorney and that a few minor changes were to be made but that the ordinance itself could be psesed at this meeting. Motion by Crane. seconded by Malvin that the zoning ordinance be approved. 5 ayes, motion carried. Upon ale roving of the zoning ordinance Mr. Larry Grover, a citizen preseni, presented a petition concerning the rezoning of land west of Spring Lake Road to the County line between Highway 10 and County Road J to commercial zoning. Mayor Crane reminded Mr. Grover and citizens concerned that at least two hearings had been held in regards to the rezoning of all properties zoned on the rezoning map and that this property h already been rezoned to commercial. The citizens were informed, however, that further rezoning of that area was not indicated. A report was given by Mr. Eickstadt, chairman of the Police Commission, who presented police car specifications to the council stating that these specifications had been given to him by Mayor Crane. These specifications were not, however, the specifications prepared by the Chief of Police previously presented to the Clerk but were specifications, a copy which was prepared from the old police car specifications. The police commission chairman also stated that the Police Department and the Commission had not met prior to the council meeting but would be meeting within the near future. The subject of the alternates to the Park and Playgrounds Committee was brought to the attention of the council by Mr. Malvin and said matter was directed to the attorney to investigate the feasibility of such action. Mr. Ballenger, ,,o the Civil Defense organization, stated that the rescue unit truck had been purchased and that action was being taken to equip this vehicle as soon as possible. Mr. Ballenger also stated that he had not been sworn in as the director of the Civil Defense and presented papers for that purpnse whereupon Clerk Smith perform- ed the oath of office for the Civil Defense Director. Mr. Ballenger also stated that the meeting of the Civil Defense organization and the council at New Brighton was cancelled. Proceedings of the Village Council GLYUC35 5/9/60 The Building Inspector presented plans to the council concerning the building of the Messiah Luthenan Church and after revealing the plans the council agreed that said plans were properly drawn and consented to the building in accordance with said plans. The building inspector stateu that he had received a preliminary sketch type of plan for the building onto the S'kt131ie Motel which was subject to the approval by the council in which the owner of said motel presented in an effort to save money in breparing detailed drawings. The council agreed that regular plans be submitted to the Building inspector and the council before an approval for building onto said property could be granted. The building inspector also stated that a contractor, Mr. Eastman was not complying with the building code requirements and that he would have to take action against said builder. The matter referred to the attorney for attention and building inspector and plumbing inspector directed to meet with the attorney on Saturday morning, May 14. Building inspector also stated that a second building was built on the property of 5059 Red Oak Drive and that said building was nothing but a shack and was a detrement to the surrounding neighborhood. Platter also referred to the attorney for the meeting on Saturday morning, May 14, 1960. The building inspector also stated that they had found the house which had ben moved into the area without a moving permit and that he and the plumbing inspector had visited the residents of said house and said tenants have refused to cooperate within require- ments of the building code and the moving ordinance. Matter also referred to the attorney for investigation. Building inspector also stated that the duplexes built by the Northeast Construction Company which was presented to the council at a previous meeting that said duplexes were actually constructed as fourplexes and that action would be required on those buildings. Matter also referred to the attorney for investigation. The subject of the vacation ordinance was discussed by the council and tabled. The subject of the Park ordinance and the fire marehall appoint- ment was also tabled until the next meeting. Mayor Crane brought to the attention of the council that the building code, sub division regulations and zoning ordinance should be edited and placed into order so that certain provisions could be found with ease. He suggested that a committee of Crane, Christensen_ and Smith be formed to edit these regulations. Motion by Crane, seconded by Malvin to pay a bill from the Ramsey County Municipal Officials Association in the amount of 325.00 be approved by payment. 5 ayes, motion carried. Motion by Christensen, seconded by Malvin to approve payment of bills. 5 ayes, motion carried. Motion by Christensen, seconded by Hodges to approve the follow- ing road repairs& Proceedings of the Village Council pect 1 submitted, Earl E. mith Village Clerk C (3636 5/9/60 Patching of the following streets Irondale Road from County Road H to Woodale; Pinewood Drive from Jackson to Highway 8, Oakwood Drive from Jackson to Highway 8, Jackson Drive from Pinewood to Hillview, Hillview Road as required, Quincy and walk through easement as required, Groveland and Knollwood as required, and other roads as required to maintain minimum safe road conditions. Oiling of the following streets: LaPorte Drive from Eastwood to Jackson, Edgewood Drive from LaPorte Drive to Ardan Avenue, Woodlawn from County Road I to Hillview, and other oiling to be ordered later depending on progress of water, etc. and as conditions warrant. 5 ayes, motion carried. Mrs. Peterson brought to the attention of the council that an organization desiring to sell popcorn at the ball games in the village and requested that tha council approve such action. The council agreed that said sales by a worthy organization would be allowed and in the case of others participating in such sales the council felt that an ordinance should be prepared and directed the attorney to investigate or prepare a transient peddlers ordinance of some type. Clerk Smith stated that a liquor application had been received from Mr. Robert Waste and said application was referred to the attorney for investigation. Motion by Crane, seconded by Malvin that the village insert in an advertisement in the Meal newspapers that liquor licenses applications would be received lcr village at this time. Crane, Malvin, and Hodges, aye; Christensen and Smith, no; motion carried. Motion by Smith, seconded by Christensen that in lieu of the above motion on advertising for liquor license applications that June 1st be established as the deadline to receive applications for processing and all ap::lications to be processed ai; that time. 5 ayes, motion carried.
