L X7.;43 A special meeting of the Mounds View Village Council was Galled to order at 8:00 p. m., May 31, 1960, at the Arden Hills Village Hall, 1450 West Highway #96. The meeting was called to order by Mayor Allan Crane who proceeded to call for bids for the construction of Waterworks Project #1960 -2 (Construction of laterals in the Pinewood and Twelve Oaks areas.) :after twice calling for bids and receiving no submissions after the second call, Mayor Crane announced that bids were closed. The following bids were received and announced by the clerk and given to the Engineer Mr. Comstock who read the amount of each bid for each project described with— in the specifications: Motion by Christensen, seconded by Hodges to accept the bids and refer them to Comstock and Davis, Village Engineers, for review with the specifidations for the project. 4 ayes, motion carried. Mr. Malvin absent during call of roll. Mayor Crane then asked for business from the floor and upon such call, Trustee Christensen requested to be heard. Mr. Christensen reported on the article carried in the St. Paul Dispatch concerning the publicity received by the village regard- ing certain actions by citizens in the village against the Vil- lage Clerk. Mr. Christensen then stated that many of the facts which appeared in the paper were not true and that much of the news article in the St. Paul paper was instigated by one or more citizens trying to do away with the present clerk by forcing his resignation or as stated by these citizens "Out to get him" in view of the situation surroun4ing she clerk's election to office in defeating a friend of these pethple. In view of the fact that Mr. Christensen felt that much of the article in the newspaper was not true or only half truths, according to all the facts, Mr. Christensen moved, seconded by Smith that a letter be for.. warded to the St. Paul paper asking that the paper cheek with The subject of the license for the Community Builders was again brought to the attention of the council by a letter from the builders which had been addressed to the village Attorney. Again the Community Builders repro_ntativo requested that action be taken on their license to forestall any possible suit against them. Council witheld their decision until an investi- gation of the home in question could be made to determine if C,411.;44 the council on any newe concerning the village or council's activities to determine the accuracy of statements boforo an article is released for publicity. Mr. Christensen stated that this was not a method in which he was trying to con sure the freedom of puolication by the papers, but a method to insure that facts are correct before releasing them to the papers for public viewing, causing notoriety to the village. Upon the call of roll, Smith and Christensen voted ayo and Crane and Hodges voted no. Clarification of the vote was asked of the village attorney who stated that the motion was therefore lost. Following the motion a discussion was held by citizens from the floor and the council, at which several citizens felt that Clerk Smith was a reputable person and that he was trying to do a good Job for the village. Mrs. Frite who had been named as one of the citizens placing the statements in the paper, felt that she was being unduly critioized as Chairman of the recreation com- mittee and thereby tendered her resignations Following that, Mrs. Florence Peterson; secretary of the Recreation committee also tendered her resignation. Following the resignation of the two members of the recreation committee. Mr. Christensen moved, seconded by Smith. that the resignations in question be accepted by the council. Upon call of roll, Smith and Christen- son voted aye, Crane and Hodges No motion lost. At approximately 9:30 Mr. Perry Malvin appeared and took his seat as the 5th member of the council. Mr. Malvin was then briefed as to the action and proceedings during the first part of the meeting. A discussio:: then followed that the Recreation Committee has suspended their operations at the previous council meeting and that the recreation program had stalled. Motion by Christensen, seconded by Smith that the Mounds View Village coun- cil resume the operation of the committee and execute the work which had now been contracted for and that the council repre- sentative on the present committee institute the necessary ac- tion to activate the recreation programa Smith and Christensen ayo; Crane, Malvin and Hodges no motion lost. Motion by crane, seconded by Hodges that the Recreation Committee council representative moot with the remainder of the committee and together resume the oporationsa of the recreation program. Christensen amended the motion to the effect that the committee see to it that the work contracted for is completed. Clerk Smith also amended the motion that Perry Malvin, the com- mittee council representative be appointed tho chairman of the committee as was John Sullivan, former councilman who gave up that position upon his resignation. Smith realizing then that tho resignation of the Chairman was not effective by council action until written resignations were submitted, with drew his amendment. Upon the call of roll all members voted aye; motion carried. work on the house had been completed by another firm which was of another nature as stated by Clerk Smith from infor- mation given him. An Ordnance roquirl:ng insurance be provided by the Garbage Haulers in the village was read and motion by Hodges seconded by Malvin for approvals 5 .:yes, motion carried. Motion by Crane seondod by Malvin to adjourn the meeting at 11:10 p. m., 5 Ayes, motion carried: R spectf 1P ubmittod, Village Clerk.
