M., Monday, June 27, 1960, at tho Red Oak School at Shorewood Road and Red Oak Drive. Comstock Irene Edberg Richard Meyers Mr. Comstock, Village Engineer, gave a report concerning the meeting with the Arden Hips Village Engineer and Attorney regarding thata contract between the Village of Mounds View and Arden Hills in hooking up t( the .'.rsonal sewer lino. He stated that the Arsenal lino was now open to allow Arden Hills to hook up and that the Army had allowed Arden Hills to negotiate with other villages to sublet from their contract with the Army. rr. Comstock stated that the village of Arden Hills did not wish to hook up to the Arsenal line at the present time but would contr -ct with Mounds View to allow this village to hook up to the line. It was stated that the cost for hooking up and disposal of sewage would cost the village of Mounds Vicw $1,000.00 per month beginning at the time of the xaaatxaat contract. It was stated that tho vilage of Mounds View would probably have to sign a contract in the near future or some other village might take over the contract with Arden Hills. He said this was necessary so that the Village of Arden Hills would not jeopardize t'io terms of the contract wi'.h the Army and lose possession of an outlet on the Arsonl line. Mr. Moyers statod that he was present at the same meeting with Idr. Comstock and concurred with him that this was correct. The Council decided to meet with Mr. Ehlers, the fiscal agent, to see if bonds could be issued for a 5 year period contract which is the period the government would agroc to contract for. Attorney Moyers then presented tic liquor applications to the council for approval or action. Six for Offsale licenses and four applications for on s :le liquor. Mr. Moyers statod that all ap- plications had boon cleared and that none of the applicants had a record of violations during tho last five years in accordance with provisions of the liquor law. Tho following applications were reviewod and action taken tioroto as follows: Application of Robort and Rita Waste. Motion by Crane, se- conded by Hodgos to issue an off Salo liquor license to said applicants. Crano, Hodgos, Malvin, aye; Christensen and Smith, No; u.otion married. C .'C The subject of the Community Builders getting a permit to finish the job on the home of Mr. and Mrs. Benesh was again discussed and the attorney was still investigating the circumstances surrounding this permit. The subject of issuance of permits tc the Northeast Construc- tion (Donald Babinski) was again discussed+ The Inspectors ata .,ed that Mr. Donald Babinski was to comply with several requirements decided on at the Justice Court and that these requirements would be given the Clerk so that a letter could be forwarddd to Mr. Babinski for compliance. Thompson, Herman and Minnie Schurer, Anthony and Gladys Holschuh, and Edward and Audrey Babinski for Highway and utility improvements of legal discriptions which will be contained in the resolutions which will be on fine in the Clerk's Resolu':on Book. 5 ayes, motion carried. It was stated by attorney Meyers that in accordance with the actic on Mr. Donald Babinski, Mr. Babinski has agreed to be co;perative with everythin, required by the village. and that a covenant is to be drawn up end filed with the deed for each of these buildings stating that the buildings will be used for double bungelows only. A set of plans was required for the double bungalows on Sunnyside Road. Motion by Christensen, seconded by Crane for approval of the following licenses. 5 ayes, motion carried. C �3 ^tip Application of Harrison H. Ware of the Pinewood Club for both off and on sale liquor licenses. Motion by Hodges, seconded by Malvin to issue said licenses to said applicant. Christensen and Smith, No; Hodgos, Crane and Malvin, aye; motion carried. At this point Mr. Malvin interjected the thought that along as liquor had peon voted into Mounds View Village and that applications have been received it is the duty of all of us to vote for these applications favorably and that none of the council should deny a right to any of the applicants. No remarks were forthcoming from Smith or ChristE_zsen and the business of process- ing the applications proceeded+ Application by Mr. Anthony Donetelle of the Irondale Inn for both off and on sale liquor licenses. Motion by Malvin, se- conded by Hodges, to issue said licenses to said applicant. Hodgos, Malvin and Crane, aye; Smith and Christensen, no; motion carried. Application by Walter Lazarz of the Meadowbrook Ir^ for both off and on sale liquor licenses. Motion by Crane, se' nded by Hodges to issue said licenses to said applicant. Motion by Malvin, seconded by Hodges for issuance o said iicenee to applicant. Hodges, Malvin, Crane, aye; Christensen and Smith no, Motion carried. Application by Mr. and Mrs. Alvin and Ebba Jansen for for on and off sale liquor licenses. Mayor Crane informed Mr. Jansen that in accordance with the ordinance all of the offi sale licenses had been issued and therefore no action could be taken on that application. Mr. Crane then moved, seconded by Hodges not to take action at this time on the application for on sale license due to the reason that applicant's do not have x specified premises 5 ayes, motion carried. Mr. Jansen stated that ho is in the process of selling much of his property for business construction and that was the reason he applied for a liquor license it order to hold a license open for on sale liquor. The council agreed to meet with Mr. Jansen 2 TRiursday night, Juno 30th to discuss the plans for his property of the Skyline Motel. Attorney Meyers gave a report on and read the ordinance es- tablishing a certificate of Occupancy. This mattor tabile +d until next meeting for study by the council. Clerk Smith read a letter from an ..ttorney for Mr. on Voge, concerning the annexing of his property lying in Mounds View village to the village of Blaine. Nr. Meyers instructed to pre- pare a letter to Mr. Voges ..ttorney denying the annexing of his land in Mounds View and stating that the village would be glad to accept a proposal from him to annex hie property on which the Race Track is located back to tho village of Mounds View from which it was once annexed. Motion by Malvin, seconded by Hodges to approve payment of the following checks. 5 ayes, motion carried. (See list attache-) Mr. Christensen stated that a meeting had been arranged with Mr. Wallace Groorg to discuss the two alternative plans given by the Engineer for the village for Mr. Groborg's project on ME Bronson Drive. Motion by Crane, seconded by Christensen that John Robertus Chief of Police of Mounds View Village, be discharged for conduct unbecoming a police officer effective immediately at 10:30 P. M. this date. 5 ayes; motion carried; E eCsra r Mr. morsag.taat, Chairman of the Police Commission, reported that Mr. Grabowski will be informed that he is to take over the duties of the Police Chief in accordance with the police resolu- tion. A meeting of the council will be held with the remaining re- creation members on July 5, 1960 at 7:00 P. M. at the village of- fice. Next regular council meeting July 11. P. M.
