U_ !v:i�fa The regular meeting of the Mounds View Village council was called to order by Mayor Allan B. Orane at 8 :03 P. M., Monday, July 11, 1960, at the Red Oak School, Red Oak Drive and Sherewood Road. Mayor Allan B. Crane Clerk Earl E. Smith Trueee Melford C. Christensen Donald C. Gibson petitioning the council to hold a hearing on the extension of water mains in the West 1/2 of Section 7 of the village. Motion by Malvin Seconded by Hodges to accept the petition for referral to the Village Engineer and for a report at the next meeting. 5 ayes, motion carried. The minutes of the May 2nd meeting vas read by Clerk Smith. Motion by Badges seconded by Crane to accept the May 2nd minutes as read, 5 ayes motion carried. The minutes of the May 9th Meeting was read by Clerk Smith, Motion by Canna, seconded by Malvin to accept the minutes as read subject to a com notion of the name Mi. Larry Grover on Page 2, 4th paragraph to Mr. Larry Brogger. 5 ayes, motion carried. Motion by Christensen, seconded by Bodges to accept the minutes of May 23rd without reading as the council has had time to to study the minutes. An addition was given to the minutes by Clerk Smith that the recreation Committee had suspended their operations on May 23rd due to the fact that there were descrepancies between the Clerk's records and the Recreation Committeess records and the fact that the recreation ordinance had not bees given approval by the council. Christensen also added a change on page 3 concerning the size of the water line which should read an 18 inch line instead of 8 inch line. Upon call of roll the motion, addition and change in the minutes received 5 eyes for approval, motion carried. Clerk Smith read the minutes of the meeting of May 25th, 1960. Correa.- tion made changing the day of the meeting from Monday to Wednesday. Motion by Christensen seconded by Hodges to approve the minutes of May 25th as corrected. 5 ayes, motion carried. GJO067 Mr. Inge Haug, Secretary of the Planning Commission, read the minutes of the Planning Commission meeting. A discussion was held on the eubject of a setback variance for the building of a garage at 5046 Longview Drive by Richard S. Johnson. Trustee Christensen suggested and the council con, carted that the Secretary of the Planning Commission write a letter to Mr. Johnson stating what is required of him before the variance can be considered. The subject of the open ditch located off Lambert Street on the play gound in that area was discussed in order to develop that playground without being divided by the ditch. Referred to the Engineer for investigation and report. A discussion was held concerning the subject of a county park in the northwest corner of the county which could concievably be in Mounds View. A study of this park site to be made by the Planning Commission. A request for subdivision by Mr. Frederick Meckola was brought to the council and referred to the Planning Commission for study and action. Clerk's office to Call Mr. Meckola and obtain three more copies of his plat plan. The council was informed that the next meeting of the Planning Com- mission would be July 26, 1960. Mr. Kenneth Ballenger, Civil Defense Director, reported on the work of the Civil Defense Unit. He stated that the Civil Defense Rescue truck was being readied for service so that it could be placed in service in the near future. Mr. Robert Eickstadt, Chairman ofthe Police Commission read the montOly Police report which will be placed on file in the Clerk's Office. A report was given by the Village Engineer regarding the waterworks construction. It was also mentioned that the plans for the sewer system was near completion and that the decision remaining was one of locating the outlet for the sewer. Motion by Crane, seconded by Malvin that Comstock and Davis, Village Engineers complete the sewer survey as soon as possible and that the cost of the construction be forwarded to Ehlers and Mann, Village Fiscal Agents so that they ooa use the cost figures for preparation of material for a public hearing which will determine if the citizens in the village still desire the sewer system. 5 Ayes, motion carried, The subject of the preparation of the budget for the year of 1961 was discussed and Mayor Crane suggested that letters be sent to the different commissions requesting that they submit their budgets for the coming year. Motion by Smith, seconded by Christensen that the following bills be read to the audience and paid: Comstock and Davie for professional services as follows Deep Well Engineering Services $1,046.59 Waterworks Engineering construction Sv. $7,416.00 Resident Inspection and Supervision of Waterworks project. $2,655.50 (2 Lametti and Sons Work and materials to complete water improvement Project #1960-1 Ehlers and Mann and Assoc. Professional Sv. Comstock and Davie Professional Engineering 8v. for planning of water improvement project #1960 -1 for water mains Comstock and Davis,- Professional engineering Services for planning of elevated water storage tower and tank Comstock and Davis General Supervision of Construction of water improvement project 1 $75.332.40 $4,287.5v (10 8 $11,176.30 0 $753.32 Upon call of roll for approval of the above bills, all voted aye, motion carried. Motion by Crane, seconded by Hodges that all other bills submitted and audited by the council at this meeting be paid. 5 pores, motion carried. Mayor Crane announced that there will be an informal discussion meeting of the Council on July 18, 1960 at 7:00 p. m. in the village office. It was also announced that the next regular meeting would be Monday, July 25, 1960 at 8 :00 p. m. at the Red Oak School. An Ordinance was given to the council for study amending the well ordinance. Mr. Meyers, Village Attorney stated that basically the changes are that all commercial wells in the Vil- lage shall comply with the Minnesota State Department of Health add Public Water supply requirements. This would ammend the last two pages of the wall ordinance. The subject of vacations for village employees was again brought to the attention of the council and that several reso- lutions had been prepared for this purpose. Motion by Christensen seconded by Crane to accept the general vacation ax Resolution subject "A RESOLUTION PROVIDING FOR VACATIONS FOR THE EMPLOYEES OF TIIE VILLAGE OF MOUNDS VIEW 5 ayes, motion carried. Motion by Christenson seconded by Hodges that the Depdity Clerk be granted two weeks vacation with pay. 5 ayes, motion carried. Motion by Crane seconded by Malvin, that Grabowski, Rustad and Slifer be granted two weeks vacation with pay. 5 ayes, motion carried. Motion by Hodges seconded by Malvin that Patrolman Fierce be granted tem Two weeks vacation with pay. Motion amend- ed by Christensen that Pierce be granted one week with pay and one week without pay due Lo the short time of service with the Police Force. The Ordinance amending Ordinance 15 "CIRTIFICATE CF COMPLE TION AND AFFIDAVIT OF OCCUPANCY Motion by Crane seconded by Hodges t, accept said ordnance, and that when new building permits are printed it be stated on the form that a Completion Certificate and Affidavit of Ocnv nancy will he r eq ir o ed 5 ayes, moti -+n Carried.
