The regular meeting of the Mounds View Village council was called to
order by Mayor Allan B. Crane at 8 :10 P. M., Monday August S, 1960, at the
Red Oak School, Red Oak Drive and Sherewood Road.

The Minutes of July 11, 1960 was read by Clerk Smith and corrected as
follows! Paragraph 9, page three "Motion by Hodges seconded by Malvin that
Patrolman Pierce be granted two weeks vacation with pay. Motion amended
by Christensen that Pierce be granted one week with pay and one week without
pay due to the short time of service with the Police Force." Add 5 ayes,
Motion carried. Motion by Crane seconded by Malvin that
the minutes be approved as corrected. 4 eyes, motion carried.
The minutes of July 12th was read by Clerk Smith and corrected to read
that a check payable to Lametti and Sons was approved at the meeting of July
11, 1960 instead of July 25, 1960. Motion by Malvin seconded by Crane
that the minutes be approved as corrected. 4 ayes, motion carried.
The minutes of July 25th was read by Clerk Smith. Motion by Christensen
seconded by Malvin that the minutes be approved as read.
Mr. Eickstead, Chairman of the Police Commission read the police report
for the month of July which is placed on file in the Clerk's Office.
A discussion was held relative to the police car which had to be
removed from service for extensive repairs. Clerk Smith stated that when
a breakdown of the vehicle occurs the policeman on duty should take immediate
steps to have the vehicle repaired and then report same to the proper aut'ority.
Tne village attorney stated that someplace in the Police Ordinance the Chief
of Police or Police Officer in charge of the Department had the authority to
maintain the police equipment and see that it is in condition for service.
Therefore, when repair of the equipment is required it is up to the head
of the Department to see that the equipment is repaired as soon as possible.

The council concurred that the police should exercise their discretion
whenever necessary to repair the police vehicle.
The question of purchasing a new police zehicle was discussed between
the council and the police commission. The council requested the commission
to submit specifications for a new police car in order to place bide on a
1961 vehicle. Mr. Eickstead, Chairman of the Police Commission, recommended
that the village do away with the idea of using a station wagon which is
necessary for ambulance service, and purchase a conventional type vehicle.
Smith eta:ed that he did not concur with this as the ambulance service
supplied by the Police Department had been instrumental in the saving of
lives in the village. It was then suggested that specifications for two
types of vehicles be submitted to the council for disposition.
In line with police activities, Clerk Smith stated that he received
a Ball from Mr. Conde, Village Clerk of Spring Lake Park, that the Communist
Party would be having a picnic to be held at Spring Lake which is jointly
operated by the village of Mounds View and Spring Lake Park. Smith stated
that Mr. Conde received this information from a reputable source and
the name of Mr. Paul Hurley, telephone number Jackson 1 -2579, as the person
contacting him. It was stated that Mr. Hurley is currently running for a
legislature position and follows the activities of the Communist Party
in order to kccf this group' in chk.Mr. Conde stated that Spring Lake
Park felt it was necessary to have their police watch the Spring Lake Grounds
on Sunday August 14, in order to quell any riotous activities that may well
develop should a group of American Legion members be there to pickit the'
activities of the Comon as has been done in the past. The Spring Lamle
Park Council felt that the Mounds View Police should also watch this area
closely during that day as well.
Clerk Smith received a check from Mr. Kenneth Simonson which was made
payable to him from the Corning Donahou Company as the Treasurer of the
Recreation Committee. Check was made as a reimbursement for equipment
purchased by the village for recreational purposes.
The minutes of the last Planning Commission meeting was read by Mr.
/Milton Stole, Chairman of that committee. Mr. Stole also read the
last Planning report showing the action taken by that committee on 'ariouw
requests processed through that committee. Said requests acted on as
follows by the council:
Request by Mr. Mekola for subdivision of lot on Woodlawn east
of Long Lake Road. Motion by Crane seconded by Smith to deny subdivision
of said lot by Mr. Mekola into three lots. 4 ayes, motion carried.
Request by Mr. Richard S. Johnson for a setback variance for the
purpose of building a garage on his lot. Motion by Smith seconded by
Christensen to concur with the Planning commission report and deny said
request. 4 ayes, motion carried.

Mr. Stole also stated that the Planning Commission discussed the
possibility of the County locating a park south of dighway 1^ tending to
Long Lake in New Brighton and that this was being proposed to tho County
Commission studying the County Park Bite.
Mr. Kenneth Ballenger, Director of the Civil Defense reported that the
Rescue unit truck had been lettered and red lights placed thereon and the
Civil Defense would participate in the Old Timers Day Parade and activities
at New Brighton on August 13, 1960. Mr. Ballenger also wanted to know what
he could spend for equipment for the Rescue Unit and if there was a stipulated
amount which he could spend at one time without going to the council for ap—
proval. Mr. Meyers, the village Attorney stated that he thought the regu—
lations approved spending up to $50.00 befer it was necessary to come to the
council for approval of larger amounts. Smith stated that it would be well
for the Civil Defense Group to ascertain what equipment would be needed at
their next meeting and then report same to the council at their next meeting.
Mr6 ,orence Peterson wanted to know then the next dog licenses would
be available for purchase. Smith stated that he had ordered them and they
Could be delivered the last week of August and in accoraance with the Ord—
inance would be available September 1, 1960. Mrs. Peterson stated that the
license for her dog was lost and wanted to know if a duplicate license
could be purchased. The council decided that in view of the fact that only
three weeks or so was left of the current year for licenses, a licenses for
the remainder of this year would be issued free of charge.
Mr. Dan Daniels and a neighbor brought to the attention of the council
that the *ater line and a hydrant was allready placed in their front yard
and that they understood that the easement for wi' of Fairchild Avenue
would take quite a lot more of their front yard a:..., The Village Engineer
and Attorney were directed to investigate the Fairchild easement.
Mr. Mel Johnson appeared before the council with a complaint that the
construction along highway #10 had left him with a very poor access to
his property. At the p:esent time all service to his house such as milk
delivery and others has been cut off due to this condition. Mr. Johnson
also stated that the Highway Department should be contacted by the Council
to ascertain what could be done to alleviate this condition and also check
the grade on the road by his house which should be corrected. He stated that
the grade along the road as it is now leaves a hazardous condition.
The question of speed signs was brought up from a citizen present and
those present were notified that the Police commission was now studying
where speed signs and oth -r signs should be placed which would be done in
the near future.
The subject of repairing the roads after construction of the water lines
was again brought to the attention of the council. The council stated that
they were studying this situation and would repair the streets to the best
possible condition when construction is completed. 1'r. Stold suggested that
the boulevards be sodded or seeded in order to control the blow sand which
is now quite evident in the area.
Mr. Simon of the Simon's ;rocery stated to the council that he encountered
a problem in trying to build an addition onto his present store and that in order
to adhere strictly to the building code the addition would cause his building
to look out of line. Mr. Simon was instructed to make application for a var•
lance from the building code with the Clerk's Office, said request would then
be forwarded to the Planning Commission for action.

Mr. Sharp appeared before the council and requested permission to
trailer on hie land in which he wanted to live for a few months while
:?finished school at the University. He stated that his reasons were that
1. would help him financially if he could do this because he could then rent
the house on this property that he has Just recently purchased. Mr.
s::a~p was informed that it was the general rule of former councils and of th:.a
.u::cil to deny such requests for any length of time due to the fact that it

Clerk Smith read a letter from Mrs. Marian Arndt requesting permissic

The question of rezoning the Stanley Dahlmeiera property on Highway
*ID was brought to the attention of the council. Motion by Crane, seconded
smith, to deny rezoning of said property for the purpose of building
motel of the vise requested by Dahlmeier, and to return the fee for said
r.- aening request to Mr. Dah.lmeier. 4 ayes, motion carried. (It should be
n •tad rk here that the council (all members) had investigated the site
n.td had hat been taken on a tour of the Motel built by Mt• Dahlmeier on
9phwey #10 in Spring Park Village. During this tour it was pointed
by Mrs. Dahlmeier who conducted the tour that this was the type of bu .ic-
planned for the property for which the rezoning request was denied. At tits

On request for other business from the floor by Mr. Cra *a, it was broigtitt
he council's attention by Mr. Frits and Mr. Blanchard, citizens present,
Trustee Christensen had placed water line into his property to hook up
he village water facilities. Upon questioning, Mr. Christensen stated
it was true that he had placed the line into his property, and that th_
was of the type recmmmended to the council by the Village Engineers nun
h would be in the Water Ordinance. He also stated that he had not violated
code or ordinance by so doing and that any citizen had the right to do
_ia property or do what he wished in any manner to his yard which does not
.ant from the appearance. He therefore felt that he was being unduly
:icized for this by Mr. Blanchard and Mr. Frits.
Mr. Blanchard and Mr. Frits also questioned Mayor Crane in regards to
-.sting a Trampoline busi:.<3s on property on County Road H-2 across from
-ood Court. The question was asked as to how the Mayor could start
nese and build these trampolines on this property without a permit of :a:e
:.n:. Mayor Crane did not definately answer the question nor satisfy the
that he could build without having a permit to do so and the matter was

Mr. xm ^nn representing Comstock and Davis, Village Engineers, presentee
a proposal from Lametti and Sons for the resurfacing of the roads after
construction of the Main water lines are completed. It was Mr. Lametti's
proposal to have the county do the work on the roads, the village pay the
coat to the county and Lamatti and Sons be billed for said cost by the Village.
The council requested that this be held over until the meeting with the Engineer
Wedenaday evening, August 10, 1960 for further discussion and decision, on
this matter and the Water Ordinance.
Clerk Smith presented the following licenses to the council
for approval (see list attached. Notion by Crane seconded by
Malvin that said licenses be approved. 4 ayes, motion carried.
The Village Attorney presented an ordinance to the council entitled "AN
ORDINANCE LICEEISING AND REGULATING PEDDLERS, SOLICITORS, AND TRANSIENT MER-
CHANTS, AND PROVIDING A PENALTY FOR VIOLATION THEREOF" for approval dhich was
read at the meeting of August 8, and amount of license fees decided at that time.
Motion by Christensen seconded by Malvin to approve said Ordinance. 4 ayes,
motion carried.
The village attorney presented a Resolution to the council as follows:

The Village Attorney also presented a resolution to the council for

The subject of the temporary building requested by Mr. Donneteili at the
last meeting was again brought to the attention of the council. Decision of
the council that the building inspector be instructed not to issue a building
permit to Mr. Donnett111 for the purpose of building a temporary structure.
Clerk Smith presented the foklowing names to the council who have indi—
cated that they would serve as judges in the Primary Election. Alice Frits,
Phyllis Blanchard and Lila Hauberg at the Red Oak School; Mrs. Willa, Peg
Leondbardt and Grace Aleckson at the Messiah Lutheran Church; and Ada Sopkowiak
Hathleen McDonough and LaVonne Rentz at the Pinewood School. Mrs. E Frits,
Mrs. Willa and Mrs. Sopkowiak to be the Judges in charge of their respective
precincts. Motion by Crane seconded by Malvin that the Election Judges recom—
mended be appointed to serve at the Primar)Election. 4 ayes, motion carried.
