HomeMy WebLinkAboutMinutes - 1960/10/10PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RA,MSEY COUNTY, MINNESOTA. Tho regular meeting of the Village Council was Called to order at 8 :08_P. M. Monday, October 10, 1960, at the Red Oak School located at Sherewood Road and Red Oak Drive. Members Present: Mayor Allan B. Crane Trustee Molford C. Christensen Donald C. Hodges Perry Malvin Attorney Richard G. Meyers Engineer Lester Knutson Members Absent Clerk Earl E. Smith In view of the fact the clerk was absent attending duties concerning the preparation of :cater Assessment books for the County Auditor ►s Office, Muriel Littlejohn was delegated to carry out the duties of the Clerk. Mrs. Littlejohn read the minutes of the meeting of August 22, 1960. Mayor Crane thereupon corrected a statement contained in the minutes concerning the 3100.00 approved by the council which should be declared for used by the Industrial Committee for expenses that would incure not only for the convention but other possible expensed. Motion was clarified to tlta be that the 3100.00 to be used by the Industrial Commission for any used approved by the council. Motion by Hodges seconded by Chris- tensen to approved the minutes as corrected. 4 ayes, motion carried. Motion was then made by Mayor Crane seconded by Malvin to approve the minutes of the }later Assessment Hearin; on September 1, 1960, which listed the objectors to the assessments, said minutes not having been read but studied by the council. 4 ayes, motion carried. 8 The question of why the minutes of September 12th and 26th meetings were not prepared were brought to the attention of the council by Mayor Crane who thereupon roved and seconded by Malvin to have the minutes of each previous meeting prepared by the next meeting of the council. 4 ayes, motion carried. (Page 2) C.if:j6 Upon asking from reports from various committees Mayor Crane was informed that the Planning Committee had no official meport on thair last meering since a quorum was not present at that meering. Mr. Stole pointed out that Mr. Howard Dahlgren the Village Planner, presented a plannin- report on that date. The one important business which was discussed during that meeting was a request by Mr. Foley to rezone his land tram on Highway #10 from Residential R1 to General Business B3. Mr. Stole read Mr. Dahlgren's report concerning Mr. Foley's appli- cation wherein Mr. Dahlgren stated that the proposed plan for the use of the land should be given to the council considering the rezoning and in addition a better legal description of the land also be .given. The council then decided that no action should be taken until the Planning Commission meets at a formal meeting and recommends action for this rezoning at that time. Mr. Duane Meckola appeared before the council and presented what he stated was a third application for a proposed subdivi- sion of lots #29 and #30 at 'Ioodlawn and Hillview. It was stated that there is a possibility t.at an avenue will run through this block at the rear of this property line -..nd that the council has made the policy of having all frontages face Uoodlawn or the proposed new avenue. However, since Mr. Meckola is only interested in subdividing an selling and selling the lots at this time, the council decided that the application for the subdivision would be correct and that the council would consider the question of where the lots would front at the time that a building permit for building on these lots are requested. The council requested tkm and Hz. Meckola concurred that a 33 foot dedication for a street at the rear of the lot which would sub- divide the remainder of the lot into 2 lots would be given. Mr. and Mrs. Flatz appeared before the council and requested that the council deny Mr. Lind Permission to build on his lot since the 110 feet sold to Mr. Lind by Mr. Stanley Dahlmeier incroaches 15 feet onto their lot. In further questioning Mr. Lind if was found that he was not the legal owner as yet and that Mr. Stanley Dahlmeier still owns the lot which has not as yet been subdivided. The council then concurred that the village was not as yet involved in this problem insofar as Mr. Lind has not applied for a building permit and is not the legal owner. Mr. Stole reported to the council that Mr. Arthur McClure and Mrs. Phyllis Robertus had resigned from the Planning Com- mission although nothing has been given in writing and that Mr. Wendt, also a member, has not attended meetin' -s sinch March of 1960. Hz. Stole stated that he feels that the Planning Commission should have three now replacements. Mayor Crane then stated that applications would be considered and action taken thereon at the next mooring. question of the proposed subdivision by Bronson Erickson was brought to the attention of the council and 7:r. Christensen stated that it would be resubmitted by Bronson Erickson in a manner suggested by the Planning Commission. Minutes of the MeetAng of October 10, 1960 (Page 3) The subject of Mr. Howard Dahlgren being allowed to do pri- vate development work on subdivision within the village was brought to the attention of the council by Mr. Stole. Motion made be Crane, seconded by Hodges that Mr. Dahlgren be allowed to carry on private dovolopment work within the village. Upon discussing the subject Mr. Christensen stated that the council should gibe consideration tka* and thought as to why the previous council declared it a policy that Mr. Dahlgren not be allowed to carry out private development work within the village. Mr. Stole also stated that Mr. Dahlgren's request was that he not be allowed to do private work requested by several citizens of the village as long as he is the village planning consultant. Mayor Crane therefore withdrew his motion and Mr. Hodges with- drew his second. This matter to be discussed at a future council me eting. The monthly report of the Police Commission was read by Mr. Blanchard who also broug'it up the subject of recent accidents on Highway #loalong the new portion. He stated that there are no road signs, speed limits, etc., on t:-iis highway and there have been four rec::nt accidents involved on this stretch of highway. Mr. Christensen than stated that he would call Mr. Graves of the Highway tiopartment to determine is something could be done about this situation. Mr. Hodges reported on the activities of the Recreation Com- mittee kho held a meeting on October 5, 1960. He stated that the Recreation Committee recommends hiring Mr. Amos Birdsall as a fill time Recreation employee and pay him from the recrea- tion fund alloted in the 1961 budget at the rate of 3200.00 a month. The council discussed the matter and decided that this matter should be considered at a latter date. Mr. Hodges also stated that sod had been laid behind t'ie backstop at Oak- wood field. He also stated that the council should consider the possiblit; of a lease from Mr. Kenneth Simonson to use his land adjoining te ice skating rinks near Hillview and Greenfield. Mr. Hodges also reported that Mr. Birdsall is now building dykes for t Hockey and ice rinks at this time, Mr: Walter Skiba posed the question of whether the skating pond could be built by the new well t, use the water which will be pumped about the time of the first freeze -up this winter. Mr. Hodges stated that the Recreation Committee would check into this and determine its feasibility. Mr. Piehowski, village buildin,; inspector, reported to the council on a substandard house on Long Lake Road. The council directed all three inspectors to inspect this house and prepare a report to the council at the next meeting,. Mr. rieIowski also reported that Mr. Jim Haluptzak living at 7806 Gloria Circle requested *ka *xa a building permit which involves splitting his lot in order t: build a new home and leave the present home until the new building is completed. Notion b Cr seconded by Malvin to allow the Building- Ins- ),•ctcr to issue said permit providing that the old home be moved by October 10, 1961. 4 ayes, motion carriod. Minutes of the Meeting of October 10, 1960 (Page 41_ The subject of the cleaning of the streets by Sandstron and Haffner Construction Company was brought to the attention of the council by Trustee Malvin who recomracedod witholding monies owing tho said company until such tiOe they do a better job of cleaning the village streets on which water laterals were installed by that company. Mr. `falter Skiba stated that he had talked to Mr. Holm, a representative of said company, about this and there compay was aware of t' is problem. Trustee Chris. tensen suggested that the village invite Mr. Frank Slipka from the County into the village to show tho firm of Sandstrom and Haffner how to bettor du the job of cleaning such streets. Iir. Christensen stated tkat the would contact Mr. Slipka concerning this. G.;iz)98 Mr. Walter Skiba, Plumbing Inspector, stated that he received a request from the Don Leon Construction Company ma concerning the double bungelows being constructed by Babinski. The village Attorney then recommended that all requests for permits and so forth be held up until the Village receives an answer concerning the changes on their plans. Motion by Christensen seconded by Hodges that the building Inspector and other inspectors "Red Tag" the buildings being constructed on Sunnyside Road sad between County Road H and Woodcrest which is now under construction under permits issued by the village for double bungelows, and that the "Red Tags" show that the tag was issued pursuant to council action that future building shall not be permited until such time as the builders conform with the council's previous requests for plans and convenants for this land. 4 ayes, motion carried. Upon call of business from the floow Mr. Al Hillsdale questioned the assessment levied on the part of his lot which is under water at Spring Lake. He stated that this same problem confronts other residents with lots on Spring Lake also. Motion was then made by Crane seconded by Hodges to check the lot areas at Spring Lake and reduce the assessment accordingly. 4 ayes, motion carried. The owner of lot 1, Block 10, Pinewood Terrace #4, questioned the assessment on his lot which is located on the curve on Belle Lane. Mr. Knutson stated that he was aware of this problem and suggested that the council approve reduction of his assessment to conform with that of the lot across the street. Motion was then made by Crane seconded by Christensen to adjust the assessment on the aforemention Lot to conform with the lot assessment across the street from the lot in questions 4 ayes, motion carried. Mrs Christensen stated that a request had been received from the School District that the village paint the crosswalks at the school corners to allow greater safety for children crossing the streets. Said crosswalks located at Sunnyside Road crossing $herewood Road and all four corners of Red Oak Drive -nd Sherewood Road. Motion by Christensen seconded by Malvin that the village instruct the County Engineer to paid t!ese crosswalks and sueh other County roads as would be necessary at School zones. 4 aYes. motion carried. Minutes of tho Meeting of October 10, 1960 (Page 5) Mr. Duane Meckola questioned the council as to whether or not he would have to pay the assessment on that portion of the lot that he plans to subdivide and sell. Mayor Crane ad- vised Mr. Meckola that the assessment would stay aY with the land and that would bo of concern to him only. Mayor crane also stated that the cuuncil and the Engineer's office would determine the assessment for each lot. Mayor Crane announced that t'iere would bo an official hearing by the council for information purposes only concerning the sewer question, said hearing to be held at the Rdgewood Junior High School 10i7C Monday, October 17, 1960. Mk. Meyers presented to the council a resolution concerning tax deliquent land which had been adopted by the village and to be signed by the officials and one copy be forwarded to the Ramsey County Land Commissioner) Mr. Meyers. Village attorney, also presented an Ordinance to the council amending Ordinance 74 concerning the adoption of "3/4"1,D. copper tubing, type N" for use from the service connection to family dwellings in the village, Motion by Crane seconded by Malvin to adopt the amendment to Ordinance #74_. 4 ayes, motion carried. The village Attorney also presented a proposed resolution granting permission to the Northern States Power Company to furnish gas in the village of Mounds View. The council concurred that said resolution should be studied by the members of the council and acted on at a future meeting. The village attorney also presented a resolution to the council establi'hin„ the specifications covering basement meters and the setting of such with a double valve yoke. The council also referred this to study and action at a future meeting. The council discussed the situation concerning Mr. '.7allace Groberg's property on Bronson Drive. Trustee Christensen then submitted a proposal to the village attorney covering a list of requirements for Mr, Groberg which Mr. Meyers is to present to Mr, Groberg and his attorney. In this proposal it was stated that the village council was willing to issued permits on the houses along Bronson Drive with the understanding that Mr. Groberg deed the back part of the lots north of a line =A 160 feet back from the right ®of -way with the idea of leaving an easement of not less than 20 feet and that he pay a sum of 31250,00 cash for his portion of the storm sewer cost plus the the drainage line from the area in the rear of the houses. Nr. Grcbcrg is to also rough grade the part of the lots in the rear from which he removed the dirt, Minutes of the Meeting of October 10, 1960. (Page 6) C l oo Mayor Crane made the following announcementst concerning various meetings to be held during the next two weeks: A league meeting on Thursday October, 13, 1960. A North Suburban Seter meeting on Wednesday October, 12, 1960. A Bond Sale at the Village Office on October 18, 1960, Tuesday at 8 ?00 p. m. Mayor Crane also announced that it would be t::e policy of the council that no further water improvements would be made until next Bummer. He stated that petitions for the constructi of water mains would be accepted until February 16, 1961. The subject of the purchase of water meters was brought up by Mayor Crane and Trustee Christensen suggeeted that the Village obtain contracts with several meter companies in order that the village could purchase a number of each kind of meters and test them under operating conditions. Motion was then made by Crane seconded by Malvin to order approximately 1000 meters more or less from the Neptu3:o Company and direct the attorney to pre. pare a contract with the Neptune company stating that said un** x meters would be complete with fittings and that the village would be able to order a few meters from time to time as needed and that no meterw to be delivered by the Neptune Company until so ordered. A discussion then followed concerning the purchase of Neptune meters and Mel Christensen stated that he was not in favor of this and a lengthy discussion followid concerning the merits and so forth of Neptune and Rockwell meters. Upon call of roll on the motion Crane, Hodges and Malvin aye; Christensen no; motion carried. Motion by Malvin seconded by Crane to approve payment of the following bills (See list attached). 4 XXX ayes, moton Carr= Motion by Hodges seconded by Malvin to adjourn the meetidg at 10:32 P.
