U104 The regular meeting of the village council was called to order by Mayor Crane at 8 :08 P. M., Monday October 24, 1960, at the Red Oak School located at Sherewood Road and Red Oak Drive. Members Present: Mayor Allan B. Crane Clerk Earl E. Smith Trustee Melford C. Christensen Donald C. Hodges Perry Malvin Attorney Richard G. Meyers Engineer C. V. Comstock Lester Knutson The minutes of the September 12th meeting were read by the Clerk. Motion by Malvin, seconded by Hodges to approve the minutes as read. 5 ayes, motion carried. The minutes of the August 29th meeting were read by the Clerk. Motion by Hodges, seconded by Malvin to approve the minutes as read. 5 ayes, motion carried. Motior by Smith, seconded by Malvin to table the minutes of the meeting of September 26th until they could be read by the council as said minutes consist aia 8 pages. Christensen, Smith, Hodges and Malvin, aye; Crane, no. Motion carried. Mayer Crane inquired about the minutes of the meeting of September 29th and was informed by Clerk Smith that the information concerning the Waterworks bonds had not been received from the Fiscal Agent as yet and the minutes would be prepared as soon as said information is received. The minutes of the meeting of October 18th were read and corrected as follows: A sentence to be inserted in said minutes that the firm of Allison Williams and Company was awarded the contract for the sale of bonds. Also said minutes should show that !trustee Christensen entered the meeting just after the awarding of the Bond Contract. Motion by Christensen, seconded by Hodges to approve the Minutes cf the Meeting of October 18th s corrected. 5 ayes, motion carried. Clerk Smith brought up the subject of certifying to the council the Judges for the November 8th election. A long with the judges to be certified Smith also recommended that other clerical help be approved during the rush time and the counting of the ballots. Motion by Christensen, seconded by Crane to concur with the Clerk's recommendation and certify the following judges and allow clerical help to be provided as so needed during the General Election on November 8, 1960: Minutes of the Meeting of Octtber 24, 1960. (Page 2) Pinewood School Precinct Election Judges Ada Sopkowiak, Chairman Ruth Erickson Ramona Thompson, Ballot Judges Lavonue Rentz, Chairman Kay McDonough June Barry Red Oak School Precinct Election Judges Lila Hauberg, Chairman Mrs. Harold Parsons Mrs. Ida Nippert Mrs. James Ames Ballot Judges Mrs. Jerry Blanchard, Chairman Mrs. Alice Fritz Mrs. Virgil Neal Fora names certified in the above precinct due to the fact that it was not known at the time of certification which of the four judges could work during the day. Messiah Lutheran Church Precinct Election Judas Isabelle Wille, Chairman Jeannette Hillsdale Mrs. Peg Leonhardt Ballott Judges Mrs. Phyllis Robertus, Chairman Bernice Schaffhausen Mrs. Webley Ehlers. C,:01U5 Hodges then questioned whether all persona named as judges ware serving in own precinct where they vote. Smith stated that all were certified in their own precinct. Upon call of roll on the motion all voted are motion carried. Mayor Crane announced that the council had discussed and considered that it would be best to change the form of Mounds View Government to Plan A. Motion by Crane, seconded by Smith to include a proposition on the ballot to change from the Standafid Plan of Government to Optional Plan A. Mayor Crane then stated that Plan A. calls for four elected Trustees, an appointed Clerk, Treasurer and Assessor. It was pointed out however that in Ramsey County an Minutes of the Meeting of October 24, 1960 (Page 3) C..c: Lute Assessor is not elected or appointed by the villages in that county. Mgyc_ Crane also stated that ktim if the plan was approved at the election the C1__:_ would become the fourth Trustee whoever was elected. Upon call of roll a.. voted aye, motion carried. Slerk Smith also stated that he would like to see to sewer propositi placed on the ballot at the December election and so moved which was secol.. by Malvin. Smith stated that he felt the people of the village should have a voice in this as the issue had been discussed quite frequently and is of great concern to most citizens in the village. Mayor Crane stated that at the sewer hearing on October 17, 1960 the question of sewer on the ballot came up and it was his opinion that the petition system would be better. The sewer proposition could be placed on ballot later when the council had a firm proposal to present to the people instead of the present time when it is still undecided. Trustee Christensen stated that he felt that putting it on the ballot was not necessarily the most Democratic way because that people in the where sewer is not necessary would vote against it sa and that a fairer 1... would possibly be by petition. Clerk Smith then stated that the Arsenal has given a proposal for a contract with Arden Hills Village and this village at the amount of $1,00 a month. Smith felt that a new council could possibly contract with sew:_ disregarding the people's wishes and that this is the reason that the pec_: should be able to voice their opinion by vote at this time. Mayor Crane stated that the $1,000.00 a month charge by the Arsenal would not include maintenance, which the Village would be expected to do. He also questioned what wording could be used on the ballot to present th`_ issued. Clerk Smith the stated that this could be in the form of an advisor: bailotk in order to obtain the feblings of the people and be felt that a:__ year would be too long to wait as far as the people in the Pinewood, and other affected a.'as are concerned. Upon call of roll on the motion, Hodges, Christensen and Crane, no Smith and Malvin, aye, motion lost. Clerk Smith read a request from the Anoka Minneapolis Bus Company for a change of routing within the Village. Motion by Christensen, secondecd by Crane that the Clerkts office be directed to send a letter to tlg said Bus Company approving the changed routing in their letter of October 24th. Smith, Christensen, Crane and Hodges, aye; Malvin no; Motion carried. M:,y or Crane reported that at a previous meeting of the council it v- decided to advertise for application for Water Department employees. Motic by Smith, seconded by Malvin that the Council prepare an add for the nape. after it is determined as to who and '.hat tyre of person the council wish.: to hire as water department employees. Mayor Crane stated that at the ti_ the discussion it was decided to advertise for four full or part —time e rl. w: h the amount of wages not stipulated. Minutes of the Meeting of October 24, 1960 (Page 4) C U1 ti Mayor 0rane brought up the subject of water meters, The village Attorney then presented a contract with Neptune Meter Company which had changed some o_ the original terms as directed by the Council. Smith then asked whether the Neptune Company representative with the office located in the Twin Cities woul have parts on ham for replacement. The company reppesentative stated that upon presentation of defective or worn parts a new part would be available. Motion then made by Crane seconded by Malvin to accept the contract with the Neptune Meter Company. 5 ayes, motion carried. Christensen then asked if this particular contract would exclude any o:hz meters from being purchased for use in Mounds View Village. Mayor Crane and village Attorney concurred that it would not, although the Neptune Meter Repro sentative said they were entering into this contract with the highest disco_r= price and in good faith that the Village of Mounds View would be ordering a large quantity of meters. The representative explained the the Neptune Company also have a magnetic meter and for about $3.00 more it could be in— serted into the present meter. He stated that he did not recommend magnetic meters at this time because they have not been proven. Christensen pointed out that 1/8 of a gallon of water a minute which is not metered by the Neptune meter would ahwunt to approximately 60,000 gallon a year or $12.90 a year which is not being charged to each individual user. The Neptune CompanLy representative stated that the problem with magnetic mc,__. is that it has not been determined just what effect the iron and other miners_:- in water will have on these meters. WiNIKKUMMUCCMUMMDUMEIM Motion was then made by Crane, seconded by Hodges that until such time the village has a water superintend ent the village Plumbing Inspector will authorize and 0. K. orders for meters. Mr. Skiba said it would not be fear ible to install meters until the lines have been flushed. Christensen then_ stated that the contract states the mincil represents the village and there 2s veels the council should order these meters. Upon call of roll Hodges, Malvin, Christensen and Smith, no; Crane, yes; motion lost. The subject concerning the plumbing permit for the Bablhski Brothers was brought to the attention of the Council by the Village Attorney. He stated that he had been contacted and that Babinski withdrew the applicatic because he said he did not know that four water closets, four tubs and foux finks were requested. Motton by Christensen, seconded by Crane that the plumbing permit in which the Babinski Brothers are applying to install the 4 water closets, 4 tybs and 4 sinks in the building at 5085 Sunnyside Road be denied and that the Plumbing Inspector be instructed to authorize a plur permit which would call for 2 water closiits, 2 tubs and 2 sinks in accordnr. with the duples classification which is the zoning in that area. Trustee Malvin then asked ohether or not the council could stop angc:; placing a certain number of bathrooms in his home, and he was informed placing such into apartments is of a different matte: than placing them in home. Trustee Hodges then asked if there is anythinz the council can nines in writing to guarantee that these buildings (Babinski duplexes) will be used for apartments. Clerk Smith asked if the owner of the property request the permit instead of the companies representing them. The Bui1.=1:_: Inspector stated that he felt that all problems of this type should be oka;,•. by the inspectors before a permit is actually is ued. Upon call of roll t' e motion and amended motion re- ceived 5 ayes, motion carried. Clerk Smith read a letter from the Highway Department which lled for approval of plans for that Highway. The letter was _oferred to the Attorney and Engineer for study. Clerk Smith also read a letter from the School Board .questing that the council forward a letter to the Recreation leartment naming the Mounds View village representative to the _tool Recreation Board for the year of 1960 and 1961. Trustee Jdges stated that this had been referred to the Park and Play- round Committee for recommendation at its next meeting. Clerk Smith read a request by Roy Schmidt for a permit to ark his trailer at 1945 Highway 10. Mott,n by Crane, seconded y Smith to deny this request. Crane, Smith, Hodges, Christencc :.ye; Malvin, no. 4 ayes, motion carried. Mayor Crane then brought up the subject of John Och's 30 d npointment to the Police force. Mr. Och has asked whether or of he will be retained on a list of persons to be used as fillf -1 when needed. The council recommended this t the Police Com 'ssion for action. Mr. Jack Bell brought up the subject of court space for the 'ustices of Peace at New Brighton Village Hall. He stated that c had approahhed the New Brighton Village Council and they uncr usly agreed to rent space to Mounds View Village at a fee of 15.00 a week. (page 6) Attorney Meyers also stated that the deed for tho land located at Hillview and Long Lake Road which was supposedly filed had never been filed and that he will conduct a search for the deed. Ethnancial statements were presented by Clerk Smith and Mrs. Edberg. Smith stated that he would submit a financial statement showing the funds contained on the financial statement. The village Engineer stated to the council that his office would like to have information and plans concerning outdoor piping, especially at the location of the well house. Christensen stated that Mr. Arthur McClure has the plans and he will turn them over to the Engineer as soon as they are completed. Motion by Crane, seconded by Malvin that the Engineer contact Arthur McClure to obtain the plans, etc, in order to Continue construction on the well house. 5 ayes, motion carried. Motion by Crane, seconded by Malvin to approve the fillowing licenses checked by the inspectors:, 5 ayes, motion carried. (see list attached). Motion by Crane, seconded by Christensen to approve the Bellowing bills (see list attached), 5 ayes motion carried. Mayor Crane announced that the next informal agenda meeting would be 'Iednesday, November 9th, 1960.
