m. on 'Jednesday, November 9, 1960 by M ^.yor ',flan B. Crane at
the Village Office, 5499 Adams Street, New Brighton 12, Minn.
Members present:

Motion was made by Crane, seconded by Malvin to adopt a reso-
lution correcting the assessment list and that the Engineer and
the Attorney double check the corrections before forwarding it to
the County ).:ditor. (Clerk Smith had suggested that this meeting
be called to order to compel the Village Attorney to submit a
corrected resolution to the council which he had been called by
phone regarding this at least two times. Smith stated that he
had received a call from the County Auditor's Office concerning
this resolution to correct and abate certain assessments and that
if not submitted by Monday November 24, 1960. there would be a
possibility that the assessments would not be placed on the tax
rolls for the year of 1961 which would cause the village to loose
a few t :=ousand dollars in taxes for the next year. Smith had
stated that this would placed tho village in a poor situation
and that it might ingur the credit of the village, that tits was
too big a risk for the council to take.)
Smit-i suggested that t'ie motion be amended as a previous
resolution had been sent to the County Auditor's office. He stated
that he would also like to have this resolution by Friday so that
it could be taken down that day inasmuch as the Deputy Clerk must
take it down and initial the corrections in the assessment books.
Trustee Christensen then suggested that Mayor Crane call
Mr. Meyers and notify him of this action and to have it at the
office at the stipulated time.
Upon call of roll the motion ,:nd amended motion was unani-
mously approved.

Member introduced the following resolution and moved
its adoption:
A RESOLUTION ADVISING THE MINNESOTA HIGHWAY DEPARTMENT
OF DRAINAGE PROBLEMS ALONG HIGHWAY 10 -62, RAMSEY COUNTY.
WHEREAS, The Department of Highways, State of Ainnesota, has
undertaken certain construction relative to Highway 10 -62 located in the
Village of Mounds View, County of Ramsey, State of Minnesota,
AND WHEREAS, Said construction of said highway in the area where
it intersects with Spring Lake Park Road located in said Village has
interferred with the natural drainage of a major portion of the northern
part of the Village of Mounds View,
NOW, THEREFORE, BE IT RESOLVED, BY THE VILLAGE COUNCIL OF THE
VIIJ At'E OF MOUNDS VIEW that the Department of Highways, State of Minnesota
be notified that the construction of Highway 10 -62 within the corporate emits
of the Village of Mounds View, commencing during the year 1960 has and will
tend to interfere with the natural drainage in said village ana that the
Village Council of the Village of Mounds View would like the Department of
Highways to take into consideration said drainage problem in its plans and
specifications.
The motion

seconded by Member sLi.t ar' and upon a vote being taken, the following

compared the attached and foregoing extract of minutes of a meeting of the
Village Council of said Village held on the date therein indicated with the
original minutes thereof on file in my office and that the same is a Hall.

resolution advising the Minnesota Highway Department of drainage problems
along Highway 10-62, Ramsey County.

Member Crane introduced the following resolution and moved its
adoption:
EXTRACT OF MINUTES OF MEETING
OF THE VILLAGE COUNCIL OF THE
VILLAGE OF MOUNDS VIED, MINNESOTA
A RESOLUTION MODIFYING ASSESSMENTS FOR MATER MAIN IMPROVEMENT.
W1.EREAS, The Village Council has determined that certain
assessments are to be modified, adjusted, or corrected,
NOW, THEREFORE, BE IT RESOLVED, that the following list of
modifications, a copy of which is attached hereto and made a part hereof,
is hereby accepted and shall constitute the special assessment against the
lands named therein, and each tract of land therein included is hereby found
to be benefited by the proposed improvement in the amount of the assessment
levied against it.
2. Such assessment shall be payable in equal annual installments
extending over a period of fifteen years, the first of the installments to be
payable on or after the first Monday in January, 1961 and =hall bear interest
at the rate of 6 per cent per annum from the date of the adoption of this
assessment resolution. To the first installment shall be added interest on
the entire assessment from the date of this resolution until December 31, 1961.
To each subsequent installment when due shall re added interest for one year
on all unpaid installments.
3. The owner of any property so assessed may, at any time prior to
certification of the assessment to the county auditor, pay the whole of the

assessment is paid within 30 days from the adoption of this resolution; and he
may, at any time thereafter, pay to the county treasurer the entire amount of
the assessment remaining unpaid, with interest accrued to December 31 of the
year in which such payment is made.
4. The clerk shall forthwith transmit a certified duplicate of
this modification, adjustment and correction to the county auditor to be
extended on the proper tax lists of the county, and such assessments shall
be collected and paid over in the same manner as other municipal taxes.
The motion for the adoption of the foregoing resolution was duly
seconded by Member Malvin, and upon a vote being taken, the following members
voted in favor thereof: Crane, Christensen, Malvin, Smith and Hodges
and the following members voted against the same: None
whereupon said resolution was declared passed and adopted.
