Crane at 8:00 p.m., November 28, 1960, at the Red Oak School located at Red Oak Drive and Sherwood Roads Members Present: Members Absent: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAIMSEY COUNTY MINNESOTA Mayor: Trustee: Engineer: Attorney: Allan B. Meyers Clerk Smith was absent during the beginning of the meeting and did not enter until 10:00 p.m. During the absence of Clerk Smith, Mayor Crane appointed Mrs. Littlejohn as Clerk during the meeting. Mayor Crane opened the meeting with a call for bids on later Improvement Project No. 60 -1C. Upon a second call for bids and receiving no others, he declared the bids closed. Mayor Crane then delivered the bids into the hands of Hr. ;:nutson, the Village Engineer, who opened and read said bids as each was received. Mayor Crane called for the minutes of November 9th to be read and it was noted by Trustee Christensen that said minutes had been read at the meeting of November 14, 1960. Mrs. Littlejohn then read the minutes of the meetin November 14, 1960 and the following correction was made: In the last paragraph on pa;e 3 wherein it discusses the State Aid ":uota 'or maintenance of State Aid roads F;ounds View, the word "National" Was changed to "Municipal Notion by Hod, :es, seconded by ialvin to approve the minutes as corrected. 4 ayes, motion carried. he set aside for November 28th tiinutcs G,)0 44 Page 2 Mayor Crane called for Mr. 7icdric_ison, re: resontativc of the Northern States 1'o'-Jer Company, to explain the street li.ht conditions and installations which were recommended and are needed throughout the Village. The question of which lights arc considered County and which Village was posed and Er. 7iedrichson stated that he would call the Village Office or I°iayor Crane on Tuesday, November 29th, and explain which of the two lights removed by the construction work on Highway 10 located on :i hway 10 and Groveland and highway 10 and County goad 112 belonged to the Village and which to the County. Er. Dicdrichson stated that the installation of said li. -hts would have to come by request to their office by a resolution by the Village or the County, whichever has jurisdiction. Layer Crane stated that he felt the Village needs other lights all along Highway 10 and 1r. 7iedrichson stated teat in order to make the survey of village street lihts, the Council would also have to request this by a resolution to the Northern States ower Company. The subject of the installation of power at the crater tank area was also brow rht up by the Council and Mr. T)iedric'ison stated that as soon as the village en,inecre had determined the horsepower needed at the well and tank site, the necessary contract could be drawn up and t':c installation provided at that time. hr. Knutson, village en;inter, stated th -t he would provide the information necessary to prepare this contract and Mr. 7iedrichson said he would have this contract ready for the Council at its next meeting. I:ayor Crane called upon i..r. George Gustafson and Er. Larson to present the circumstances surrounding the sale of Lr. Larson's land on ::i ;hway 10 which is currently under purchase by Er. rsclberg for the erection of a ;asoline stetion on that land. Er. Gustafson and lir. Larson thereupon presented a petition to the Council for the re- zoning of Lot Pc. 53, ,auditor's Sub division No. 29, aamsey County, Min.cesota from the 1>rescnt residential classification to the original commercial status from which it was rezoned under the Rezoning 0rdinancs of 1950. Said petition contained the names of ten petitioners whose property is adjacent to ix. Larson's land within 250 foot, and who agree to said rezoning. I:r. Stole, Chairman of the i fanning Commission, stated that in vie;: of the fact that the petitioners were in _free.icnt with said rezoning, he saw no need for a public h_arin: -and recommended t10 Council concur with the Planning Commission and proceed with the pessa c of said rezonin;. (3 -A) The Council then instructed the attorney to prepare the necessary notice to be published in the legal newspaper ancern— ing the hearing on the above property. The Planning Commission report was read the Mrx.Stole, com— mission chairman. Yr. Stole stated that Mr. Melberg was present to request rezoning on the property at Long Lake Road and High— way 10, At this point Mr. Gustafson and Mr. Larson requested that a hearing be called for the rezoning of the aforementioned property. Mr. Stole also stated that the Planing Commission recommends issuance of a special permit for the use of the land for a filling station at Long Lake Road End Highway lo. Motion by Crane seconded by Malidn to publish notice of hearing for special Use Permit for a filling station at Long Lake Road and Highway 10. Hearing to be December 12, 1960 at 8 :00 p, m. 4 ayes, motion carried. Mr. Stole also stated that Mr. Dahlgren would forward a proposal to the Clerk's office concerning the propeedd Highway Plans for Highway 10 (the new highway cutting off from present Highway 8). Mr. Stole also state that Mr. Dahlgren, Village Planner, .ias submitted a plan of proposed village streets to the Village Engineer, who will prepare it in its correct form. As far as Mr. Dahlgren is concerned the plan is ready f r approval. Maps of propelled streets will be presented by the Engineer at the next meeting, Mayor Crane announced that new members for th3 Planning Commission will be acted on by the council in January. Mr. Harvey i•telby, 8371 Eastwood Drive appeared before the council and stated that he wished to make a complaint regardirg a violation of the business ordinance in his area. The party concerned is selling Christmas trees on his residential property. He also stated that this party has maw moved in a stable and also operates a truck transfer business from the property. The village attorney stated Wet Mr. Melvy snoald _file a complaint with the Police Departpent or go directly to the Justice Count and sign his own complaint. Mr. Robert Anderson appeared before the council and presented a petition for two street lights to be located at Sherewood and Groveland and Sherewood and Fairchild. Eta id petitions are to be kept on file and considered with the street light survey by I'orthert States Power. The village Attorney presented an affidavit for condemnation of the property itt 785E Long Lake Road which is to be signed by the Building Inspector and the affected parry not Mr. Enutson representative for the village Engineering firm, reported that apecificaticns have been prepared for the second well and that the location is now the question to b:; considered. He stated however, that the nw well should not be located than 000 feet to the existing wja. The subject of the drainage ditch at Red Oak Drive and Woodcrest was brought up by an adjourning property owner. This owner stated that he thinks the ditch is partialy on his property, This matter was referred to the Attorney and Engineer to determ.ae on. :occ and ownership and to obtain an easement for the village if not done so allrea_dy- Cleri. Mr. Knutson stated that the village can allow :L citizons to hook up but that the village should provide contracting firms under ,'.irertion of the Water Works Superintendent for this work. Trustee Hodges then presented to the Council the subject of buying a new or used trailer to haul lumber, etc. as required for the Recreation program. Trustee Hodges moved, seconded by Malvin, that the Recreation Committee be allowed to spend 3150. for a new or used trailer for this purpose. After discussion in which the Council did not know what type of trailer was to be purchased, the motion and second were withdrawn. Said trailer would be discussed at a meeting by the Council and possibly approved at a future meeting. The subject of the certification of the judges for the Village Election was brought to the attention of the Council and motion by Smith, seconded by Christensen to ccrtify•Lhc following citizens as judges: Pinewood School, Precinct No. 3 Ada Sopkowiak, Chairman Ramona Thompson Maxine Benesch Red Oak School, Precinct No. 2 Lila I- Iauberg, Chairman Idamac Larson airs. Mr. Skiba asked the Council what was to be done about expired water permits which allowed 30 days time in which to place the water connections. The Council concurred that the permits should be extended and that the people holding such permits should have the water connec- tion installed within a reasonable time. Crane, Clark Earl E. Smith Trustees: M. C. Christensen, Donald Hoc! }es, Perry Malvin and the following members absent: Member Crane introduced the following resolution and moved' its adoption: A RESOLUTION OBJECTING TO THE PROPOSED LOCATION OF THE RAMSEY COUNTY ICE SKATING ARENA AND A REQUEST THAT IT BE MORE CENTRALLY LOCATED. WHEREAS, The Ramsey County Board has acted to construct and locate a county ice skating arena in rural Ramsey County, and WHEREAS. said arena will be situated in a portion of the county not readily accessible to the residents of the Village of Mounds Vier, NOW.THEREFORE BE IT RESOLVED THAT THE VILLAGE COUNCIL OF THE VILLAGE OF MOUNDS VIEW formally objects to the location of a county ice skating rink in a portion of the county that is not readily accessible to the residents of the Village of rounds View, and BE IT FURTHER RESOLVED That the Ramsey County Board make some effort to locate said ice skating arena more centrally so that said arena will be available to a larger per centage of the population of the residents of Ramsey County. WHEREAS, pursuant to an advertisement for bids for Water Works Improvement No. 1960 -1C, bids were received, opened and tabulated according to law, and the following bids were received complying with the advertisement: Herbst Construction Co. Minneapolis $10,532.50 Lametti Sons, Inc. St. Paul 6,420.D0 Randall Berglin 8,045.00 Walbon Excavating Co. Minneapolis 8,850.00 Petrowske Ross Minneapolis 7,200.00 AND WHEREAS, it appears that Lametti Sons, Inc. of St. Paul is the lowest responsible bidder, with a base bid of $6,420.00 NOW, THEREFORE, BE IT RESOLVED By the Village Council of the Village of Mounds View, Minnesota: (1) The mayor and clerk are hereby authorized and directed to enter into the attached contract with Lametti Sons, Inc. of St. Paul in the name of the Village of Mounds View for the improvement designated as Water Works Improvement No. 1960 -1C according to the plans and specifications therefore approved by the Village Council and on file in the office of the Village Clerk. (2) The village Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids. except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. The motion for the adoption of the foregoing resolution was duly seconded by Member Smith, and upon a vote being taken, the following members voted in favor thereof: Crano, Christensen, Maly #n, Hodges and Smith and the following members voted again t the same: None whereupon said resolution was declared passed and adopted.
