The regular meeting of the hounds 7iDrr Village Council was
called to order at 8:00 P.F. January 9, 1961 by Iiayor Allan B.
Crane at the Red Oak School.

The first order of business was reading of the minutes.
Clerk Blanchard read the minutes of the December 12, 1960 meeting.
Notion was made by Hodges seconded by lialvin to accept theminutes
as read. 4 Ayes for approval, motion carried.
The minutes of the meeting of December 19, 1960 were read by
Clerk Blanchard. Lotion by Iialvin, seconded by Hodges to approve
the minutes as read. 4 Ayes for approval, motion carried.
Clerk Blanchard read the minutes of the January 3, 1961
meeting. The year in the first paragraph was changed from 1960 to
1961. Attorney lieyers suggested that the salaries of the llayor and
the Trustees should be spelled out in the minutes. Trustee Hodges
moved, Iialvin seconded to accept the minutes as corrected. 4 Ayes
for approval, motion carried.
The next item co' "isiness was appointments and naming of
comniltees for the year 1961. Notion b« Iiayor Crane, seconded by
Hodges to accept the Finance Committee members (see list attached).
4 Ayes for approval, motion carried.
Notion by liayor Crane, seconded by Iialvin to accept the License
Committee renbers (see list attached). 4 Ayes for approval, notion
carried.
Iiayor Crane moved, seconded by iialvin to accept the Police
Commision members (see list attached). 4 Ayes for Approval, motion
carried.
Motion by Mayor Crane, seconded by Blanchard to accept the Fire
Sub Committee members (see list attached). 4 Ayes for approval,
motion carried.

and Zoning Sub-Committee members (see list attached). 4 Ayes for
approval, motion carried.
Iiayor Crane moved, seconded by I_alvin to accept the Civil
Defense Sub Committee members (see list attached). 4 Ayes for
approval, motion carried.
Notion was made by mayor Crane and seconded b Blanchard to
accept the Public Works Comnitteeiienbers (see list attached).
Trustee Hodges was of the opinion that hr. "Alba should also be a
member of this Committee; however, it was decided that a Village
employee mould t'.ien have a vote on Village affairs and this should
not be. 4 Ayes for approval, notion carried.
Iiayor Crane moved and Halvin seconded a motion to accep'L the
Parks and Playgrounds Committee members (see list attached). 4 Ayes
for approval, motion carried.

Motion by Crane, seconded by Hodges to accept the Lakeside
Park Commission members (see list attached). 4 Ayes for approval,
motion carried.
13ayor Crane made .a motion which was seconded by Trustee Malvin
to appoint Ernie Grabowski as Police Chief for the year 1961. 4
Ayes for approval, motion carried.
Mayor Crane moved seconded by Hodges to appoint Chris
Piehowski'as Building Inspector, Robert Edmond as Electrical Inspector
and Wally Skiba as Plumbing Inspector for the year 1961. 4 Ayes for
approval, motion carried.
A motion was made by Mayor Crane and seconded by Blanchard to
re- appoint Ken Ballenger as Civil Defense Director. 4 Ayes for
approval, motion carried.
Motion by Mayor Crane, seconded by Malvin t.; appoint Donald
Hodges Acting Mayor for the year 1961. 4 Ayes for approval, motion
carried.
The Dog Catcher is still operating and will do so until
replaced or re- appointed. He has submitted three proposals. This
will be discussed at the January 23rd meeting. The appointment of
a Weed Inspector will also be taken up at the January 23rd meeting,
as well as other appointments which have not already been made. The
Attorney will contact prospective appointees and submit their agree-
ments to the Council by Wednesday, January 18th, 1961. This would
include a Village Planner, Engineer and Dogcatcher.
Trustee Christensen entered the meeting at this point.(3:45
Mr. and hrs. Blumhofer, owners of the condemned property at
7856 Long Lake Road appeared before the Council. They stated that
they haven't found out how much it will cost to fix the place up
so they would like to wait until spring for this matter. They were
handed a letter from the Building Inspector which stated, in part,
that the square footage of the building is short, it should be not
less than 768 feet. Mayor Crane suggested that this matter he
postponed and referred to the Building Sub Committee. The Building
Inspector and the Building Sub Committee will inform the Blumhofers
by letter of the results of this study.
Mrs. Peterson brought up the subject of dog licenses being
stolen. The Council has in the past and will again consider this
matte: although there seems to be no solution. However, Trustee
Christensen feels that the situation would improve with a dogcatcher
on the job.
Clerk Blanchard brought to the attention of the Council two
claims for groceries which have been submitted by the Civil Defense.
Ken Ballenger said the claim for )20.67 was to come under the mass
feeding stipulation when they went to Jordan. The e1ci:i> were
returned to Mr. 3allenger for correction and re submission to the
Council.

Minutes of January 9th, 1961 Meeting
Mayor Cranepresented to the Council a Resolution from the
League Of Minnesota Municipalities entitled "Resolution of Water
Resource Study Committee- Sub Committee Concerning Proposed
Expansion of the'iiinneapolis- St•Paul Sanitary District Motion by
Mayor Crane, seconded by Hodges to adopt this Resolution. Mr,
Knutson said it is his understanding that the Resolution was not
adopted by other`I•iunicipalities as set forth in the League Letter.
Most of them added their own provisos. Trustee Christensen feels
that the Village of Mounds View should spell out just what we feel
is fair and equitable financing of this system and also to enumerate
whatever else we want. Attorney Meyers said that the Village should
add a proviso that if they do not come up with something within a
reasonable time, Mounds View will go ahead and find a solution of its
own. Mr. Meyers will prepare an addition to this resolution and
bring it to the next meeting. Mayor Crane withdrew his motion and
Trustee Hodges withdrew his second,
Clerk Blanchard will call Ehlers and Mann to have them re- submit
'?heir bill for dervices rendered.
Clerk Blanchard read a letter from the Ramsey County Engineer
stating that they are holding a meeting to discuss drainage in Ramsey
County at the request of the Ramsey County Municpal Officials Organi-
zation. Les Knutson, Hel Christensen and Donald Hodges will try to
attend this meeting.
The Council requested that Attorney Meyers make an analysis of
the Village's insurance program and report at the January 23rd meeting.
Clerk Blanchard read the Police Report for-December 1960 and the
Report for the year of 1960. Mayor Crane moved, seconded by Malvin
to accept the December 1960 and Yearly report of 1960 of the Mounds
�•iew Police Department as read. 5 Ayes for approval, motion carried.
Mayor Crane presented a letter from the Iinnesota Safety Council
requesting that this Village take a survey of the traffic within the
illage during the past year and send in a report. This will be
tined over to the Police Commission to make the report.
Attorney Meyers reportec, that the Resolution on Meter Settings
s not complete yet.
A memo on the pwoposed street plan for the Village was submitted
by Mr. Meyers. This will be gone over at the next agenda meeting.
Mayor Crane suggested that the Council should meet with the
Highway Department to find out what their plans are for the new
Highway 10 Highway 35 Id. It was decided that a Highway Department
representative will be invited to a public Council meeting after
the Council has had an opportunity to discuss this informally.
Attorney Meyers presented a Proposed Ordinance specifying that
Plumbing Inspection fees go directly to the Village. This is an
amendment to Ordinance #15. Motion by Malvin, seconded by Hodges
to approve. 5 Ayes for approval, motion carried.
Attorney Moyers presented to the Council and Extract of Minutes
of the December 12, 1960 meeting pasing a Resolution granting a
Special Use Permit for ;.he construction of a Gasoline Service Statian.
The Clerk was instruetet to send a cony of th'_s Resolution to Iir.
Melberg.

lir. Meyers reported that the bond of a Contractor, Carroll
Dean Stensland, is not in rood form. He will notify them that the
Bond is not acceptable.
Attorney Meyers road a proposed Resolution for Highway 10-62,
Iir, Meyers reported that he has two deeds ,'roe the O'Connell's
which he will now file.
Mayor Crane moved, seconded by Christenseh to acquire 11,87 acres
of land from lir, Foley adjacent to the O'Connell land and that the
Attorney will_ continue to negotiate. The attorney has submitted an
earnest money contract to iir. Foley's Attorney 'which has not yet boon
returned. It provides for a down payment of )500.00 bringing the
balance down to 316,000.00 which will be paid over a 4 year period
at 5%. 5 Aycs for approval, motion carried.
Attorney Meyers asked that a copy of the fire contract be
available to him so he can check it,
Mayor Crane moved to accept the Minnesota hanagemont Survey
submitted by lir. Gene Macaulay. The motion was seconded by Blanchard,

Mayor Crane suggested that the Villagr should have an inventory
of Village property, this being the duty of the Public Welfare
Committee which will be due at the first mooting in February.
Clerk Blanchard stated that the Village office needs a full
time Deputy Clark and we should advertise in our local newspaper.
Hours will be from 8A.M. to 4:30 P.M.- Monday, Tuesday Thursday and
Friday. On Wednesday's the hours from 12:00 Moon to 8:30 P.N. with
a half hour lunch period every day. *°The a bilities of the Deputy
Clerk would have to include Bookkeeping and General Office !mowledge.
Mayor Crane suggested that Clerk Blanchard, 1r. Macaulay and himself
form a Committee to set up the qualifications and sroon applicants.
Applications will be taken until January 20th ._►ith the intention
of having scuoonc mired by February 13th. Motion by Crane, seconded

Blanchard moved, Crane seconded a motion to have a Consultant
come in and sot up an adequate, legal and operable filing and
bookkeeping system, Mayor Crane suggo :,tc6 that the Council triter-
view C.P.A.'s to get an idea that it woulc' cost to set up a new
system for the Village office. 5 -'yes for approval, notion carried.
*Now office hours- suggested b:_ Clerk 3lanchard were to be
effective Monday, January 16th.
After a discussion of the rate of pay under the new office hours
it was decided to leave the boors as they are until a new Doputy
Clerk is hired.
Donald Hodges referred literature he had received regarding
power brooms to Trustee Christensen.
Trustee Christenson will prepare a list of intersections which
will have «r street signs and -rill submit this list to the Council
at the next mcetin.
Chris Piehovshi presented a list of four bouscs which were
red- tagged January 9th. Those tagged were: 8430 Eastwood
32 Spring Lake Rd.

Mayor Crane suggested that ovcryonc named on appointments be

Hr. aiba asked if he has the power to purchase a dip needle
and was told to do so.
