The regular mooting of the Hounds View Village Council was
called to order at 8 :00 P.1_., January 23, 1961 by I :ayor Allan B.
Crane at the Red Oak School.

A motion was made by I•ialvin to accept the minutes of the previour.
meeting as read. Seconded by Aodgcs. 5 Ayes for approval. i :otion
carried.
Ur. William A. Dietrichson from Northern States Power Company
presented a contract and Resolution for electrical service to the
Pumping Station. The contract was examined and rates and services
discussed by the Council. }lotion by Christensen to accept the con-
tract and Resolution as presented. Seconded by Hodges. 5 Ayes for
approval. Iiotion carried.
Iiayor Crane stated that because an emergency had boon declared
by the Council, the Village had requested bids for a pumping in-
stallation from six (6) firms, well known in their field, and asked
the Village Engineer to report on the bids received and his findings
on a responsible low bidder.
Iir. Knutson reported that of the six bids requested, four had
been received and that the bids were opened at 5 :00 P.E. in the office
of the Village Engineer on January 23 1961 in the presence of Villag
Kelvin Blanchard, Trustees alvin and Christens°, and Waterworks •Supt.
Skiba.
The low bid was received from Fairbanks horse, 220 :last 5th St.
St. Paul, Minnesota in the amount of :;17,975.0o work to begin 21 days
after award of contract and to be finished in 28 days.
Second bid was received from Layne- i :;innesota, 3147 I Califorr
Linneapolis, linnesota in the amount of (118,419.10 wort: to begin 14
days after award of contract and to be finished in 24 days.
Third bid received from Iiueller 3ros., Gaylord, :iancsota in the
amount of ;�19 379.76, cork to begin 21 days after aware' of contract
aad to be finished in 28 days.
Fourth bid received fron Jacuzzi 3ros., Inc. 6160 Wayzata Blvd.
i;innoapolis, Minnesota, in the amount of :;19,875.00, ;tor': to begin
30 days after award of contract and to be completed in 40 days.

The Representative from Layne- I;innesota stated that since this
was an emergency measure, the Council should consider the time
element (4 days) in awarding the contract.
The Representative from Fairbanks- iiorae stated that their bid
showed the maximum time andthat they could possibly pare their time.
notion by Hodges to accept the low bid by Fairbanks- iiorse in the
amount of C;17,975.00. Seconded by lialvin. 5 Ayes for approval.

Iiayor Crane read the report of the Pollco Commission.
notion by Crane to accept the daily contract as presented by
B 3 Patrol. Seconded by Hodges. The contract mes read in part for
those citizens present at the meeting. In the discussion that fellowed
it was brought out that the B );'Patrol was the only firm that
answered the ad for a Dog Catcher. After further discussion a roll
call vote etas taken. 5 Ayes for approval. notion carried.
Iiotion by Christensen that the Village concur with the Police
Commission recommendation and that the Attorney he instructed to
prepare an ammendment to the Dog Ordinance to raise license fees for
unspayed female dogs to ;;25.00. Seconded by lialvin. After some dis-
cussion from the floor the roll was called. 5 Ayes for approval.
Lotion carried.
notion by Blanchard that the Council grant permission to the
Police Commission to send letters to four local service stations
Raking for bids for police car service for one year. Seconded by
Hodges. 5 Ayes for approval. Iiotion carried.
Iiotion by Crane that the Village pay dues to the Iiinnesota Police
and Peace Officers Assn. at one dollar (::1.00) per year per man.
Seconded by Hodges. 5 Ayes for approval. notion carried.
Iiotion by Hodges that the Village re- imburse any Officer who
loses time and•pay from his regular job to appear in court in behalf
of the Village. Seconded by 3lanchard. 5 Ayes for approval. notion
carried.
notion by Crane that the Villas° instruct Northam n States Power
Company to install a street li „ht at the corner of Quincy and Hi]lview.
Seconded b Christensen. It was brought out in discussion that
Northern States Power Company was conducting a street lighting study
in the Village and that the Village should malt until that is complet-
ed before having work done. Roll call vote: Hodges, naivin, 31anchard,
Nay; Christensen, Crane, Aye. notion defeated.
Trustee Christensen gave a report on taeilor th S _bnrban Sanitary
District and explained what has been done to date and what legis-
lative actions a:o contemplated by the Organization. He also re-
ported on the Legislative Council necting of the League of iiinnesota
i:unicipalities.

at led Oak School to adopt the proposed street plan for Bounds View.
Seconded by Christenson. 5 Ayes for approval. Lotion carried.
The Clerk was instructed to sent_ a copy of the aforementioned
map to the legal ner *spaper and to have the map and notice published.
Is. f_alvin gave a report on thepurchase of cleaning equipment
for the Village office.
Mayor Crane read a report of the Building and Zoning Sub
Commitee meeting of January 17, 1961.
Iiot;.on by Crane that the sub•- standard_ house at 7856 Long Lake Rd.
no longer be used as a residence but that it could be rebuilt for use
as an accessory building or garage. Seconded by iialvin. 5 Ayes for
approval. Notion carried.
The Clerk was instructed to send a letter on official stationery
to the owner of the building notifying then of the Council action and
requesting notification of the owners intent of property at 7856 Long
Lake Road,
The Clerk read a report of tl meeting held on January 16, 1961,
regarding the hiring of a Deputy Clerk. lotion by Blanchard-that the
Village place an ad for one treelc _n theNetr Brighton Bulletin, Spring
Lake Park Crier St. ^7_u1 Pioneer Press, and the Iiinn_eapolis Star and
Tribune, advertising for an Ac'ninistrative Deputy Clerk. Seconded by
Crane. 5 Ayes for approval. Lotion carried.
A contract proposal was read from the fir of Comstock and Davis
regarding Engineering Services for the Village. Notion by Crane that
the firm of Comstock and Davis be appointed Zngineering Consultants
for 1961 at the figures quoted in their proposal. Seconded by Ilodges.
5 Ayes for approval. Lotion carried.
A Planning Agreement between the Villar;e of f=ounds View and
Iiidwest Planners vas read by the Clerk. Lotion by Hodges to accept
the contract as presented and to subrlit it to 1:ichrest Planners for
their approval. Seconded by iialvin. Discussion took place about
Village wort: now in thehands of the Pla runer regarding whether he is
is to be paid under this contract or the previous contract. Ho
decision was reached. :Zell call on the Notion: 5 Ayes for approval.

as a Fiscal Agent and also his discussions on the subject with
Bonding Companies and Frith I's. iiacaulay of i:innesota i:anageuent
Consultants and everyone he had discussed it with felt that an
Attorney coup handle the sale of bonds as well as a firm of Bond
Consultants could.
Trustee Christensen brought out that proper timing could mean a
better bond bid and that he felt that someone specializing in the field
uould be more qualified to handle the sale of bonds.
Roll call on notion. Hodges, Christenson, Crane, Aye; iIalvin,
Blanchard; Hay. Three ayes for approval. Lotion carried.

Upon call for business from the floor, I:r s. 0. L. 7acon, 2265
Highway JO presented a petition to rezone her property at that site.
This was referred to the Planning Commission.
A petition was read by the Clerk asking for water service to
Fairchild Avenue between Sherwood :toad and Highway •;`10. The petition'
was referred to the Public Works Committee, Iiel Christensen, Chairman.
Iirs. William T'rits, 8072 Long Lake Road, brought to the
attention of theCci,ncil that there-is a hater Pump and tank at
Rational Pole and Treating Company, 7101 Central Avenue N.7%, and that
the firm is moving from this location. She suggested that perhaps
the Village should investigate the possih11ty of t'sing this system.
Subject referred to the Public '.forks Committee and the Village' Engineer
for investigation.
The Clerk read an application from 31 Simon, 2200 Highway ;"-'10
for a variance to the :building Code for an addition to his present
building. The application was referred to the Planning Commision.
The Attorney reported that the Village had received a Summons
regarding legal action taken by John .;obertus, former Police Chief,
against the Village of Lounds- riew. i :otion by Crane that the Attorney
be instructed to represent the 7M age in this case. Seconded by 'lodges.

The Attorney reported that I•ir. lla17.y Grobor g and his Attorney
requested that an another meeting be hell our Village Officials.
Trustee Christensen was instructed to set up he rieeting.
The Attorney presented a bill for ;27.70, delinquent taxes on

An Ordinance to amend Ordinance :66 and to repeal certain
sections therein was read. Section 1 of this Ordinance regards the
hours of operation of the On and Off -sale liquor stores. Section 2
of this Ordinance repealed certain sub divisions of Section 12 which
had to do with the serving of "set- ups After considerable dis-
cussion a motion was made by Craneto adopt this Ordinance. Lotion
died for lack of a second.
Ordinance 01, subject AN ORDINANCE TO u:IED ;`53 PROVIDING FOR
LICENSE F2ii 3 was read. After much discussion regarding fees, a motion
was made by Ualvin to adopt the Ordinance. Seconder? by Christensen,
5 Ayes for approval. Lotion carried.

was read. Motion by Christensen to adopt theesolution. Seconded

The Clerk wcs :'nstructed to send a copy of the Resolution tothe
Land Commissioner, Ramsey County.
A Resolution was placing the tax assessment of Emil Pearson'
back on the tax rolls, Lotion by Christensen to adopt the Resolution.
Seconded by Hodges. 5 Ayes for approval. IIotion carried.
The Engineer presented estimated bills for water improvements for
Council approval. notion by Crane to pay these claius and Other bills.
(See list attached). Seconded by Christensen. 5 Ayes for approval.
Motion carried.
The Engineer reported the need for a temporary *wilding for use
as a pump house. Lotion by Blanchard that the Engineer and the
Public Woks Chairman construct a temporary pump house. Seconded
by Crane. 5 Ayes for approval. Lotion carried.
Lotion by Blanchard to approve licenses. (List attached).Seconded
by Hodges. 5 Ayes for approval. Lotion carried.
Lotion by Christensen to adjourn at 12:20 A.L. Seconded by

A RESOLUTION MODIFYING ASSESSMENTS FOR WATER MAIN IMPROVEMEZT.
WHEREAS, The Village Council has determined that certain assessments
are to be modified or divided,
NOW, THEREFORE, EE IT RESOLVED, That the following list of
modifications and divisions, a copy of which is attached hereto and made
a part hereof, is hereby accepted and shall constitute the special assessment
against the lands named teerein, and each tract of land therein included
is hereby found to be Benefited by the proposed improvement in the amount
of the assessment levied against it.
2. Such assessment shall be payable in equal annual installments
extending over a period of fifteen :ears, the first of the installments
to be payable on or after the first Monda7 in January, 1961 and shall bear
interest at the rate of 6 per cent per annum from the date of the adoption
of this assessment resolution. To the first installment shall be added
interest on the entire assessment from the date of this resolution until
December 31, 1961. To each suesequeni„ Inseallment utcn dee OL.L11 e added
interest for one year on all unpaid installments.

certification of the asseaseent to tee county auditor, ea, tiie whole of the
assessment on such property, with interese accrued to the date of payment.

entire assessment is paid wi'hin 30 days from the adoption of this
resolution; anc ne :may, at any time thereafter, pay to the county treasurer
the entire amount of the assessment remaining unpaid, with interest accrued
to Dece %ber 31 of the year in w.ion such payment is made.
4. The clerk shall forthwith transmit a certified duplicate of this
::codification and division to the county auditor to be extended on the proper
tax lists of the countf, and such assessments shall be collected and paid r-
over in the same manner as other municipal taxes.

WHEREAS, An assessment was levied on Lot 103 Spring Lake Park Knolls
Addition to the Village of ,'Mounds View Except the East 100 feet thereof
in the amount of $556.17 on or about the l�

WHEREAS, Said assessment was paid b,• the property owner, namely
Emil T. Pearson by check and said assessment was removed from t ^e
assessment roll book, and
WHEREAS, subsequent to the pa;nent of said assessment the check
paying sane was ordered stopped and therefore the assessment was not paid,
NOW THEREFORE BE IT RESOLVED THE ;TILLAGE COUNCIL OF THE VILLAGE
OF MOUNDS VIEW
That the assessment on Lot 103 Spring Lake Park Knolls Addition to the
Village of Mounds View Except the East. 100 feet thereof in the amount of
$556.17 be reinstated on the assessment roll, and be recertified to the
County Auditor's office for collection. Said assessment snail be
