called to order at 8 :00 P.M., February 13th, 1961 by Mayor Allan
B. Crane at the Red Oak School.

Also in attendance were the Boy Scouts from Troop #167, who
served as Village Officers on Scout Civic Day, January 11, 1961. Mayor
Crane asked the Clerk to explain the presence of the Boy Scouts to the
people in attendance. Clerk Blanchard reported that the boys had been
elected, and had served as Village officials for a day.
Trustee Christensen was than called on to explain the reasons for
the proposed street plan. It was fully explained that the Planner and
Engineer had worked in conjunction to set this plan up and that it was
only a preliminary map. He further stated that the Council would not
take action on the proposal, this evening, but would hold at least one
and possibly two more hearings, before adopting the plan.
Village Attorney Meyers was than aced to explain the legal aspects
of the street plan.
The Mayor stated that any residents present could voice their
opinions about the Proposed Street Plan.
Opinions abn' t the Proposed Street Plans were as follows:
Mr. William A. Sutherton of 7611 Pleasant View Drive, "My home is
on the proposed road
Mr. E. Bolt, 7581 Pleasant View Drive, "My garage is on the pro-
posed road, also there is not enough room on my lot for two homes even
if the road did go through
Mr. C. Young, 1722 County Rd. I, "The road would be 20 feet from
my door and would cut up the yard too much
Mr. R. Anderson, 1747 Bronson Dr., "Does not want the road between
County Rd. I and Bronson ?)r. because he has no wish to sub divide at this
time':
Mr. R. Sandeen, 1790 Woodale Drive, "Does not want the low land
cut up as this is the only bird and game sanaary in the Village
Mrs. E. Dropps owns a lot adjacent to lir. Sandeen's and "wants to
know if the Village will buy the right -of -way, and also how wide the
road might be, as she plans to build this Spring
At this point, Attorney Meyers explained again why the Village was
making the proposed plan.
Mrs. L. Bonine, 8380 Spring Lk. Pk. Rd., requested that the
proposed road run along the No. -So. County Line between Hwy. 10 and Co.

Mrs. I. Mille, 7911 Springy; Lk. Pk. id. stated that the proposed
extension of Hillview Rd. went through or very close to her home and
that there would be a fire hydrant in the center of the road. She
further stated that her deed carried an easement (5 ft.) for an alley-
way behind her home.
At this point Trustee Christensen requested that anyone who had
a complaint or knew of another person who had a complaint on the
Proposal write a letter to the Village Office. stating the complaint
or objection and giving their name, address and legal description of
their property•
Mr. A.K. Bassett of 5060 Long Lake Rd., "He has a lot being
crossed by Proposed Road and the road would make his lot un- salable.
At this point Mayor Crane again stated that this was merely a
Proposed and not a Final road plan for the Village.
Mr. Uerdien, 6940 Fairchild, stated that he did not want the
Proposed Road behind his house extended and would send a letter to
that effect to the Village Office.
Leo Higgins, 8150 Eastwood Drive, stated "He does not want the
road
Mr. Herbst of 8180 Eastwood Drive, stated he was 100% in favor
of the Proposed Road West of Eastwood Dr.
Glen Dawson, 2201 Lambert Dr., does not want the road between
Bronson and Lambert Drive.
Mr. B.0 Colby, 1740 County Rd. I "said the easements on Co.Rd.
I were not as shown on the map and that the Council and the Village
Engineer were aware of this.
Mr. Kroonblawd, 2280 Hwy. 10, wants a service road in front of
his place as he must drive out of his way to get onto the Highway.
Mr. Lindquist 2521 Coe Rd. H.. floes not want the Proposed Road
No. of Co. Rd. H.
Mrs. Schmidt, who gave no address, stated that she had several
lots in the Village, but at the present time she was only objecting to
the Proposed Road South of Co. Rd. I, running through to Sp.Lk.Pk. Rd.
It was brought out in general discussion that one Proposed Road
would run through the school property at Red Oak and Sherwood.
At 9 :10 P.M., it was moved by Christensen to recess the Hearing
until Monday, April 24th at 8:00 P.M. Seconded by Malvin, 5 Ayes for
Approval.
The Mayor introduced Dick Jones, our Legislat.lr from this District.
Mr. Jones stated that he had talked to a member of the Metropolitan
Airports Commission that day and "had told him he thought the meeting
scheduled for Wednesday, February 15th at 1 P.M. was unfair to the
people that were interested in attending, also that it should be changed
to a Public HearingL He was informed that the Commission was under
no obligation to have any type of formal Hearing whatsoever, and that
their meeting would go on as scheduled.

Mr. Jones went on to say he would attend the meeting and appear
before the "Board" and request that an "Open Hearing be held, so
people interested in the Airport could attend. Also to inform them
of the fact that Planes would be flying over 3 schools, which can be
a dangerous circumstance, referring to what happened at Wold Chamberlain
Airport a few years ago.
Mr. Jones than turned the meeting back to Mayor Crane, and
suggested he get opinions from the people present in the Audience.
After much discussion by Council members and people present the
Mayor asked if those who opposed the expansion of the Anoka Airport
would raise their hands. An overwhelming majority did so. The Mayor
then asked for a show of hands of those in favor of the expansion. and
seven persons so indicated.
It was moved by Christensen that the Council oppose the expansion
of the Anoka County Airport, according to the presented plans.
Seconded by Hodges. 5 Ayes for approval.
The Mayor recessed the meeting at this point so that persons
present could speak freely with each other and with Rep. Jones, and
could also sign petitions against the expansion of the airport.
The meeting was again called to order at 10:25 P.M.
The Attorney than read his report.
He stated that the Earnest Money Contract from Mr. Foley 4..
included payment of back taxes of 31,140.18 and he
recommended that we have a new Contract drawn up deleting the
delinquent tax. The Council so instructed the Attorney to draw up and
present the Contract as he suggested.
He than gave the Council 3 Memorandums. One on Insurance
Coverage, Number 2 on Abatement of a Public Nuisance, Number 3-
Resolution from North Suburban Sanitation Sewer Committee. Said memos.
on file at the Village Office.
The minutes of the January 23, 1961 were corrected as follows
Page 2, paragraph 6, line 2: at three (3) dollars per year per man.
Motion by Malvin to accept minutes as corrected. Seconded by
Christensen. 5 Ayes for approval.
The Council instructed the Clerk to investigate the possibility
of fire insurance on the contents of the Village Hall.
The Attorney was directed to draw up a Notice to be served on
Mr. Herrmann 2439 Ridge Lane, New Brighton]2+ and Perry Malvin was
instructed to serve said Notice.
It was moved by Christensen that the Village adopt the Resolution
from the No. Sub. San. Sewer Committee. Secon- -.J by Malvin. Mr.
Christensen explained why this bill was favorable to us as a Village.
Roll was called. Five ayes for approval.
A copy of aforementioned resolution (No.Sub. San.Sew.) was given
to Rep. Jones and another given to Attorney Meyers for delivery to
Senator R. Martin.
Motion by Christensen, Seconded by Malvin to adopt Resolution of
the Water Resoui ;es Study Committee -Sub- Committee. 5 Ayes for approval.

Motion by Hodges to adopt Ordinance 82 an Ordinance
amending Ordinance #81 prohibiting "set -ups" on Sunday. Seconded by
Malvin. Crane- No. 4 Ayes for approval. (Christensen,Hodges,
Malvin and Blanchard).
A proposed change to the Dog Ordinance was read; calling for a
325.00 License fee for unspayed female dogs.
After much discussion from the floor Mayor Crane moved that the
Ordinance be tabled for 6 months to see how the new set -up with the
dogcatcher would work out. Motion died for lack of a second.
Trustee Christensen moved the Ordinance be adopted motion
died for lack of a second.
A Resolution calling far re= assessing of property for public
improvement was read•
Motion by Blanchard for adoption. Seconded by Malvin. 5 Ayes
Motion carried.
Motion by Christensen to pay presented bills (list attached).
Seconded by Malvin. 5 Ayes for approval.
The Engineer reported that the Proposed Pump IIouse would cost
3755.00, and was instructed to proceed with the letting of the contract
and the construction.
the Engineer presented Estimate $3i for payment on Work completed
for Sandstrom and Hefner on Water Project.
Motion by Crane to pay Sandstrom and Hafner, Seconded by Christens.
5 Ayes for approval.
Motion by Crane to order permanent plans for building on well
site. Seconded by Christensen. 5 Ayes for approval.
Motion by Blanchard to have Engineer prepare the Assessment Roll
for Water Works Improve. Pro3. #60 -3. Seconded by Crane. 5 Ayes for
approval.
Mr. Knutson reported that the water system at Northern Pole
Treating Plant in the Village of Fridley was not suitable for Village
use.
Motion by Blanchard that Mr. Paul Boog be hired as Administrative
Deputy Clerk at a salary of 3450.00 per month with a 6 month probation
period. Seconded by Crane.
After considerable discussion the roll was called. Malvin, No,
Christensen, No, Bodges, Aye, Crane, Aye, Blanchard Aye. 3 Ayes,
Motion carried.
Planning Report read by Milt Stole. (Report on file at Village
Office).
The Clerk was instructed to return the Planners (Howard Dahlgrer'
original contract Proposal for correction and ask him to re- submit it.
Motion by Crane that Mr. Keith swers, 2230 Co. Rd. J, be ap-
pointed Village Weed Ins €c_tor. Seconded by Christensen. 5 Ayes for
approval.
Motion by Malvin to adjourn. Seconded by Christensen. 5 Ayes.
Motion carried.
